Case Summary

A Hindu woman from the Brahmin community in Indore, Madhya Pradesh, was lured into a relationship by a Muslim man named Naved, who posed as a Hindu named Naveen Rana. She was taken to Delhi and subsequently confined in multiple madrasas across Uttar Pradesh and Delhi, where she was subjected to forced religious conversion, repeated sexual abuse, forced marriages to multiple Muslim men, and repeated halala over several years. The victim also stated that several other Hindu girls were similarly confined and targeted in the madrasas, indicating that this was not an isolated incident but part of a wider pattern of organised targeting and exploitation of Hindu women. This incident came to light when the victim publicly shared her ordeal during an event organised ahead of the release of the film Kerala Story 2: Goes Beyond, a movie portraying the targeting of Hindu women by Muslim men through deception, coercion, sexual exploitation, and religious conversion. During the event, the victim narrated the abuse and exploitation she allegedly suffered for years. According to the victim's narration, in 2013, she connected with a Muslim man, Naved, who posed as a Hindu named Naveen Rana on Facebook and trusted him due to his surname aligning with her religious background. He called her from Indore to Delhi, where she met him and another associate named Shahnawaz. It was only after reaching Delhi that she discovered that “Naveen Rana” was actually a Muslim man named Naved. From Delhi, she was taken to a madrasa in Phulat village in Uttar Pradesh, where she was confined against her will along with several other Hindu girls. The madrasa was linked to Islamic cleric Maulana Kaleem Siddiqui. There, she was forcibly indoctrinated into Islam, made to recite the kalma, pressured to abandon her Brahmin vegetarian practices, and compelled to wear a burqa. Her phone was confiscated, she was denied permission to leave, and strict religious routines were imposed upon her. The routine for Hindu girls was harsh: 4 a.m. Tahajjud prayers, tea at 7 a.m., chutney and rice during the day, chutney and two rotis at night. They coerced Quran memorisation, denying her pleas to go home. Her phone was taken; Naveen Rana visited once briefly and urged that for nikah, she would have to convert to Islam and study Islam in detail. Following this, he left the scene. Thereafter, she was shifted between multiple madrasas in Meerut, Muzaffarnagar, and other locations in Uttar Pradesh. During this period, she stated that a cleric named Maulana Abdur Rehman sexually assaulted and raped her in the Phulat madrasa. According to her statement, whenever she protested, he assaulted her physically, including stripping and beating her. After subjecting her to abuse, he pronounced triple talaq and abandoned her. Following this, she was taken to another madrasa, where she was forced to observe iddat for three months. She was then subjected to halala at a madrasa in Jaipur, where she was allegedly forced into sexual relations as part of the practice. The victim further stated that in 2015, she was forcibly married again through nikah to another Muslim man named Mudsir in Shamli, Uttar Pradesh. After the marriage, she was taken to Gujarat and remained there until Mudsir reportedly died in 2019. After Mudsir’s death, she stated that another cleric, Maulana Kaari Asman, trapped her and took her to a madrasa in Shaheen Bagh, Delhi. There again, she was subjected to halala before being married to a man named Khalid Hussain. However, Khalid’s family refused to accept her because he was already married. In 2022, Khalid gave her triple talaq, after which she was again forced to undergo halala in Baghpat so that Khalid could remarry her. The victim further revealed that during this period, Khalid’s brother Sakib raped her. She also stated that Khalid’s brother-in-law, Fakhruddin, carried out halala with her and later declared that she was now “pure” and could remarry Khalid. She was subsequently married to Khalid again. The victim stated that throughout these years, she was repeatedly confined, assaulted, threatened, and moved between different locations and madrasas, making escape extremely difficult. She also stated that many other Hindu girls housed in these institutions were being subjected to similar treatment involving conversion, confinement, forced marriages, and sexual exploitation. Eventually, with the help of a supportive friend and others assisting her, she managed to escape the network and pursue legal action. On 2 May, she filed a complaint at Ankur Vihar police station in Ghaziabad against 16 accused persons, including Naved alias Naveen Rana, Maulana Kaleem Siddiqui, his wife, and several clerics and associates allegedly involved in the abuse, forced conversions, forced marriages, halala, confinement, and sexual assault. The victim also revealed that when she initially attempted to complain to the police regarding forced halala and abuse, the matter was diluted into a domestic dispute and no meaningful action was taken. She appealed for impartial administration and stated that justice would only be possible if authorities acted without corruption or external pressure. On the film Kerala Story 2, she said: "This film teaches us a lot. Such films should be made because they show us reality. This is not a story. These are things that really happen to girls. Instead of meaningless films, such films should be made that show what girls actually face."

Why it is Hate Crime ?

This case has been added to the tracker under the primary category- Crimes against women in relationships and other sexual crimes. The subcategory selected is- Man pretends to be Hindu. The tertiary categories selected are- Name Changed and Pattern of targeting Hindu women. When a non-Hindu man pretends to be a Hindu to deceive a Hindu woman into a relationship, the act is seen as triggered by malafide intentions. In some cases, the woman eventually accepts the man’s original religious identity and converts after the man’s identity is revealed. These cases could be argued as cases of religious brainwashing and a result of the pressure a woman feels after getting into a relationship with a man. The woman, it can be argued, also changed her religious identity because of the stigma she believes she might face if she chooses to walk out of a deceptive relationship. However, for the purpose of documenting hate crimes, the cases in this subcategory are limited to those where there is explicit violence aimed at religious conversion against the wishes of the victim (force-feeding beef, blackmailing with intimate videos, rape on refusal to convert, etc), or if the woman herself complains of the man’s religious deception. In such cases, it is established that the deception of the non-Hindu man had a specific aim of religious conversion or targeting of the victim due to her Hindu religious identity, therefore, making it a religiously motivated hate crime. The other subcategory selected is- Forced conversion before marraige. The tertiary categories selected are- Forced to follow non-Hindu religious practices, Forced to do nikah, and Forced to wear Hijab. In such cases, a non-Hindu man is in a relationship with a Hindu woman when the pressure to convert her religion begins to manifest. In such cases, typically, two patterns emerge. First, when the relationship is consensual, and the religious identity of the perpetrator is known to the Hindu woman in the relationship, however, at some point during the relationship, the non-Hindu man starts to force the victim to convert her religion and give up her Hindu religious identity. The second is when the woman gets into a marriage with the man pretending to share her faith. Later, when the truth is revealed, the man starts pressuring the woman to convert her religion and give up her religious identity. In both the situations, the methods used to force the victim to convert her religion often revolve around force-feeding beef, forcing her to wear hijab, forcing her to read the Kalma or even pressurizing the victim to do ‘Nikah’, which is marriage under Islamic law, with a prerequisite being conversion to Islam. Cases where a Hindu woman consensually converts to Islam in a relationship will be left out of the hate crime database, even though it could be argued in several cases that the conversion was a result of religious brainwashing. The other subcategory selected is- Brainwashed and/or Groomed. The tertiary categories are- Rape and sexual assault/harassment, Victim says she was brainwashed/ groomed. In our database, we have not added incidents where women have converted to another religion of their free will and no allegations of forced/involuntary conversion have been made. However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. However, if the victim is deceased (murdered or otherwise), the case would form a part of this database if her family/friends provided testimony that the victim was brainwashed/groomed to convert her religion. Since these crimes have a distinct religious angle where the victim is being targeted owing to her Hindu religious identity, these cases are considered a hate crime. Another primary category selected is- Predatory Proselytisation. The subcategory selected is- Harassment, threats, coercion for conversion. Harassment covers a wide range of behaviours of an offensive nature. It is commonly understood as behaviour that demeans, humiliates, and intimidates a person, including threats and coercion. Harassment and threats, in this case, find their root on discriminatory grounds which has the effect of nullifying a person’s rights or infringing upon his freedom to exercise his right specifically owing to the victim’s religious identity. Verbal and physical threats and psychological or physical harassment are often used against Hindu victims because they choose to practice their professed religion. Religious harassment also includes forced and involuntary conversions by harassment, threats or coercion. Coercion includes intimidatory tactics like force-feeding a Hindu victim beef to convert to another religion, forceful circumcision etc. In several cases documented, non-Hindu perpetrators or those who harbour specific animosity towards Hinduism, harass victims simply based on their religious identity. Such cases often also include harassment to ensure the Hindu victim abandons his/her professed religion and adopts the religion of the perpetrator. Such cases where Hindu victims are harassed to convert to the perpetrator’s religion are rooted in animosity towards the victim’s religious identity and are therefore documented as religiously motivated hate crimes. Another primary category selected is- Attack not resulting in death. The subcategory selected is- Attacked for Hindu identity. In several cases, Hindus are attacked merely for their Hindu identity without any perceived provocation. A classic example of this category of religiously motivated hate crime is a murder in 2016. 7 ISIS terrorists were convicted for shooting a school principal in Kanpur because they got ‘triggered’ seeing the Kalava on his wrist and tilak that he had put. In this, the Hindu victim had offered no provocation except for his Hindu religious identity. The motivation for the murder was purely religious, driven by religious supremacy. Such cases where Hindus are targeted merely for their religious identity would be documented as a hate crime under this category. This case is a clear case of a religiously motivated hate crime, as the Hindu woman was lured into a relationship by a Muslim man posing as a Hindu. She was taken to Delhi, following which she was taken to a madrasa and confined there. The victim was subjected to forced religious conversion, forced marriages to multiple Muslim men over a long time, and forced to undergo multiple halala. The case details also revealed that several other Hindu girls were targeted in a similar manner by the Muslim perpetrators. Overall, this series of incidents makes it a clear case of a religiously motivated hate crime. Firstly, the Muslim perpetrator's act of posing as a Hindu named Naveen Rana showcased deep-seated bias, prejudice, and malicious intent towards the victim's religion. By hiding his true identity, the Muslim man manipulated the Hindu woman's trust and targeted her under false pretences, indicating a premeditated effort to exploit her based on her religious background. Additionally, the relationship legitimised the deception in the eyes of the woman and the wider Hindu community. This constituted a direct violation of her right to informed consent regarding whom she entered a relationship with, as well as an infringement upon her religious beliefs. Thus, the perpetrator's deliberate decision to hide his religious identity strongly underscored the religious motive behind this crime. In such instances, identity concealment was not just a deceptive tactic for personal reasons but a calculated strategy rooted in religious profiling and targeting. The accused knew that the victim, being Hindu, would likely refuse his advances if she knew his real identity, and he circumvented this by lying, which directly pointed to a religiously driven intent. This deception reflected a larger pattern where Hindu women are specifically singled out using false identities, often with coercion, multiple marriages, halala, or conversion in mind. Such targeted victimisation based on religion demonstrated a fundamental disregard for Hinduism and exposed a deeper animosity toward Hindus and their beliefs. Secondly, the victim was taken to the maulana's madrasa by the perpetrators under the pretext of lacking accommodation. There, she was subjected to forced religious conversion before being pushed into marriages with multiple Muslim men. She was converted to Islam through recitation of the kalima, the Islamic declaration of faith. Following this, she endured forced Tahajjud prayers at 4 a.m., intensive study of Islam, and Quran memorisation under coercion, with harsh routines. This showcased a clear case of religious animosity and hate crime, as the perpetrators deliberately targeted her Hindu identity to erase it. By forcibly imposing Islamic rituals like kalma recitation and Quran study, they violated her religious autonomy and demonstrated deep-seated hatred towards Hinduism. Such actions were not mere persuasion but a systematic assault on her faith, aimed at breaking her spiritual ties and reprogramming her beliefs, constituting religiously motivated persecution. Following the conversion efforts, the victim was forced to wear a burqa with full coverage, including gloves and socks, ensuring no part of her body remained visible. This imposition of a strict Islamic dress code was designed to forcibly embed an Islamic lifestyle upon her, completely severing her ties with her Hindu identity. It represented a hate crime by dehumanising her Hindu self-image and replacing it with symbols of submission to Islam. The perpetrators used this to humiliate her religious background, stripping away her cultural markers and signalling total conquest over her faith, reflecting profound animosity towards Hindu women who embody their traditions. Thereafter, the victim was forcibly married to multiple Muslim men, enduring sexual exploitation at their hands for years, including confinement, beatings, and repeated divorces. She was treated as a tool for sexual gratification and conversion, not as a human being, with her MBA education mocked as a flight risk. This amounted to a clear instance of a religiously motivated hate crime, as the Hindu woman was singled out due to her faith for humiliation and subjugation. Sexual exploitation here served to demean her religious identity, severing ties to Hinduism by binding her in Islamic nikahs and domestic servitude, compelling total submission to the perpetrators' demands rather than random lust. It exemplified religiously motivated sexual violence, where Hindu victims face targeted degradation to assert dominance over their community. The victim was subjected to physical assaults in multiple instances and forced to undergo halala repeatedly, an Islamic practice requiring her to marry and consummate with another man, like her husband's brother-in-law, before returning to her husband. The perpetrators used her solely for sexual exploitation under the garb of Islamic religious practices like halala, cycling her through three marriages from 2013 to 2019. This pattern showcased a clear case of a religiously motivated hate crime, as she was reduced to a sexual object to enforce Islamic norms on a Hindu woman. The repeated halala and assaults humiliated her faith, exploiting her body to "purify" her for reuse, driven by hatred that viewed Hindu women as convertible trophies rather than equals. The manner in which she was repeatedly divorced, then coerced into halala by Muslim perpetrators throughout her captivity, further underscored this as a religiously motivated hate crime. She was used as a sexual object, passed between men under religious pretexts, with no regard for her consent or humanity. This systematic abuse, locking her in homes, diluting her police complaints via bribes, and denying family reunion, stemmed from animosity towards her unyielding Hindu roots, aiming to shatter her identity permanently through endless cycles of Islamic rituals and violence. Another point to highlight is that the presence of multiple Hindu girls confined in the same madrasa further proves this was not an isolated incident but a repeated pattern of targeting Hindu women. This systemic operation, where several Hindu girls endured similar confinement, conversion attempts, and exploitation, indicates organised religious profiling. It constitutes a hate crime by revealing a deliberate, large-scale effort to prey on Hindu women based on their faith, erasing their identities through coercion and violence, and fostering terror within the Hindu community. Overall, the details of her ordeal clearly showcase that the victim was targeted in such a severe and coercive manner solely due to her Hindu identity, with every step designed to exploit and dismantle her faith. The perpetrators chose her Hindu background for deception through a false Hindu name. They imposed Islam and its religious customs on her to reprogram her identity. This premeditated attack on her Hindu womanhood, through conversion, burqa imposition, multiple nikahs, halala exploitation, and assaults, demonstrated deep-seated religious animosity that the perpetrators held against Hinduism and the Hindu community. By reducing her to a convertible sexual object under Islamic pretexts, they violated her religious autonomy, humiliated her traditions, and asserted dominance over her faith, making it an undeniable religiously motivated hate crime. Given that this case met the parameters of a religiously motivated hate crime, it has been added to the hate crime database of the Hinduphobia Tracker.
