Case Summary

In Rohtak, Haryana, a Dalit Hindu woman was lured, trapped into a relationship for religious conversion by a Muslim man named Junaid. The accused was part of a larger conversion racket that operated in Uttar Pradesh and had links with Abdul Rahman Qureshi and Chhagur Baba. The key accused, Abdul Rehman Qureshi, was arrested from the Mustafabad area of Delhi by the Uttar Pradesh Anti-Terrorism Squad (ATS) and the Intelligence Bureau (IB). The victim was rescued during the arrest of Abdul Rehman Qureshi. She talked about her whole ordeal and exposed chilling details of psychological manipulation, coercion, and sexual exploitation that were central to this racket that targeted multiple Hindu girls. According to the victim, Junaid befriended her in 2019 through Facebook. Gradually, she started sharing her problems with him. Over time, Junaid emotionally manipulated her by exploiting her family's financial vulnerability. He kept on insisting that the victim come to him, but she always refused. In November 2024, when her wedding was arranged by her family, Junaid pressured her to leave everything "for the sake of Allah" and come to Delhi. Influenced by his manipulation, she ran away just 12 days before her wedding. Upon coming to Delhi, Junaid took the victim to a hostel in Shaheen Bagh, an area which was a hub for anti-CAA protests. She stated that during her time in the hostel, she was isolated and constantly brainwashed by Muslim girls who repeatedly glorified Islam and demonised Hinduism. Muslim girls used to say there is nothing in Hinduism. She was shown Islamic videos and subjected to religious indoctrination. According to her testimony, girls who refused to convert were sexually assaulted as well. She was then taken to Abdul Rehman’s house, where she was asked questions to assess the extent of her brainwashing. She was forcibly converted to Islam, and her name was changed to Shifa. Soon after her conversion, she was married (Nikah) to Junaid in April 2025. However, as per Rehman’s instructions, she and Junaid did not live together. It was later revealed that Junaid was already married and had a child, which Mamta knew, but she was brainwashed to the extent that she ignored it. Rehman justified the polygamy by telling her that "everything is permissible in his religion." She revealed that in the Shaheen Bagh hostel, many other Hindu girls were being held and subjected to similar treatment. The girls were not allowed to speak with each other, and Muslim girls would systematically instil fear. They would say that Qayamat (Doomsday) will come, and everything will be ruined for those who do not convert. According to the police, Junaid was part of a larger strategy to target young Hindu women, especially from underprivileged backgrounds, using social media platforms like Facebook. The police believe that once converted, these girls were to be trained as Mujahidat (female jihadis), suggesting an even deeper level of radicalisation and long-term planning. Initially, police treated it as a standard missing person's case. However, investigations revealed that Abdul Rehman was a part of a larger religious conversion racket orchestrated by a Muslim cleric known as Chhangur Peer, whose actual name was Jalaluddin. The Uttar Pradesh ATS had recently dismantled this organised network, uncovering its systematic operation aimed at targeting and converting Hindu individuals, particularly women and minors, to Islam. According to the investigation, Chhangur Baba provided financial incentives to Muslim men to lure Hindu women, often under false identities by posing as Hindus, and then pressured them into conversion. Once converted, these women were married off through Nikah ceremonies arranged by Chhangur Baba himself. Abdul Rehman had converted to Islam in 1990 and came into contact with Kaleem Siddiqui, who is currently serving a life sentence for running a large-scale religious conversion racket. After relocating to Delhi and working as a labourer, Rehman became involved in a broader network engaged in organised conversions. Mamta was held at his residence in Delhi, from where the police recovered her during a raid. Books promoting religious conversion were also recovered from Rehman’s residence. The UP Police promptly informed the Rohtak Police following the rescue. Although Rohtak Police initially refrained from commenting, ASP YVR Shashi Shekhar later confirmed that the case was under investigation. Authorities also discovered that Chhangur Baba had published a book titled Shijra-e-Tayyaba, intended as a manual to propagate Islam. The UP ATS investigation revealed that his network operated on a structured incentive model: Rs15–16 lakh was paid for converting Brahmin, Sikh, or Kshatriya women; Rs10–12 lakh for OBC women; and Rs8–10 lakh for those from other castes. He, along with his wife, was arrested on 5 July 2025. The ATS confirmed that the gang had received nearly Rs100 crore in foreign funds to facilitate these illegal conversions across India. Members of his own family were reportedly involved in the operation. Earlier reports from the Hinduphobia Tracker had documented cases linked to Chhangur Baba’s activities. In one such case, a Muslim man named Meraj, acting on Chhangur’s instruction, had deceived a Hindu woman named Aarti by posing as a Hindu. Once she was isolated, Meraj and Chhangur forcibly converted her and conducted her Nikah. In another incident, a Hindu man named Harjeet was coerced into converting to Islam. He had been harassed, offered inducements, and even subjected to false legal complaints, tactics used by Chhangur Baba’s network to compel conversion. This case is one of many that expose how vulnerable individuals from marginalised Hindu communities are being systematically targeted through deception, coercion, and religious radicalisation.

However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. In both the situations, the methods used to force the victim to convert her religion often revolve around force-feeding beef, forcing her to wear hijab, forcing her to read the Kalma or even pressurizing the victim to do ‘Nikah’, which is marriage under Islamic law, with a prerequisite being conversion to Islam. Cases where a Hindu woman consensually converts to Islam in a relationship will be left out of the hate crime database, even though it could be argued in several cases that the conversion was a result of religious brainwashing. Furthermore, the victim's testimony provides disturbing insight into the ideological pressure she was subjected to. She was taken to a hostel in Shaheen Bagh, where Muslim girls constantly glorified Islam and demeaned Hinduism. They told her that there is nothing in Hinduism and that during Qayamat (Doomsday), those who did not convert would be ruined. Such statements are not casual remarks but calculated psychological tactics used to instil fear, shame and an inferiority complex in the victim. They aimed to make her feel inferior for being Hindu while presenting Islam as the only path to salvation. This is classic religious supremacism, weaponising fear and denigration of Hinduism to push conversion. These acts of insulting Hinduism stem from Islamic theology, which harbours disdain and hatred for polytheistic faiths, and which categorises Hindus as ‘kufr’, thereby fostering hatred against them. Moreover, girls who refused to convert were sexually abused, which was again a manipulative tactic for religious coercion to force victims into submission. They also renamed her from Mamta to Shifa, thereby completely erasing her Hindu identity and then subjecting her to Nikah (marriage). The Muslim accused and his gang not only violated her bodily autonomy but also her religious freedom and human dignity—all because of her Hindu identity. Such actions stem from inherent hostility towards the victim's professed faith since Abrahamic faiths believe that any non-adherent to the faith is subject to being dehumanised till they convert. Since such predatory actions stem from doctrinal animosity towards the Hindu faith and its adherents, this case is being documented as a religiously motivated hate crime. It is important to note here that a clear and disturbing pattern has emerged across the documented cases involving Maulana Jalaluddin alias Chhangur Baba, revealing a systemic campaign of religiously motivated targeting of Hindus, particularly vulnerable women and minors. In each case, Chhangur Baba acted as the ideological and operational backbone of a conversion racket that preyed specifically on Hindu identity. His network involved grooming Hindu girls through Muslim men who often faked Hindu identities, built trust, and then coerced conversion through a mix of religious indoctrination, blackmail, sexual abuse, and even threats of trafficking or murder. Victims were routinely stripped of their Hindu identity—renamed, made to wear Islamic symbols, force-fed beef, and coerced into Islamic rituals. Chhangur Baba did not act alone; he provided material incentives to his operatives, conducted Islamic marriages (Nikah) only after forced conversion, and even authored a book—Shijra-e-Tayyaba—openly advocating Islamic expansion. The structured incentive system revealed by ATS—where higher bounties were set for converting upper-caste Hindu women—further proves that his operation was not only religiously intolerant but caste-targeted and misogynistic. With foreign funding amounting to ₹100 crore and deep penetration into law enforcement and local communities, Chhangur Baba’s activities constitute a premeditated, hate-driven assault on Hindu society and religious freedom. The Chhangur Baba is not merely an individual crime, but a manifestation of a larger ideological campaign aimed at the gradual Islamisation of India. This agenda seeks to erode Hindu identity and alter the country's demographic and cultural fabric. Muslim extremists often harbour deep-seated animosity towards Hindus and view India as a Hindu collectivity that must be dismantled or subdued. The ideological roots of this mindset go back to the very basis of the Partition of India, which was that the Muslims believed that Islam was a nation unto itself, which could not survive with a Hindu collectivity like India. Historically, Islamic conquests have not always relied solely on military force; they have also operated through psychological coercion, forced conversions, and cultural erasure. This case reflects the continuation of that same mindset in modern forms.
