Minor Hindu girl forced fed meat, forcibly converted, and forced into prostitution by Muslim network led by Muslim peer Chhangur Baba
Case Summary
In Faridabad, Haryana, a minor Hindu girl was brainwashed and forcibly converted to Islam by her Muslim neighbours who were part of a Muslim gang run by Muslim peer Chhangur Baba. After her conversion, her Hindu identity was erased—she was given a Muslim name, compelled to wear a burqa, forced to perform Islamic rituals, and fed meat against her beliefs. She was horrifically exploited sexually, blackmailed using obscene videos, and pushed into prostitution. The victim, originally from a Punjabi family settled in Faridabad for over two decades, was only 13 years old and studying in Class 9 when she fell into the trap laid by her Muslim neighbours, Aamir Hussain and his sister Neha Khan. According to the victim, her ordeal began in 2023 when Neha befriended her and introduced her to Aamir. The siblings began cultivating trust by showering her with gifts, taking her to Delhi on outings, buying her expensive clothes, feeding her in restaurants, and taking her to religious sites such as Nizamuddin Dargah, Nanori Sharif, and others. These efforts were not random acts of kindness but a calculated attempt to indoctrinate and isolate her. Gradually, Aamir and Neha began introducing her to Islamic teachings and pressured her to adopt their faith. One day, Aamir and his family took her to Delhi's Nizamuddin Dargah, where she was introduced to a Maulana named Jalaluddin, also known as Chhangur Baba—a known figure involved in religious conversion rackets. Present with him was Sabiya, a woman from Badaun, Uttar Pradesh, who the victim later revealed had helped spread a conversion network in Faridabad. The Maulana gave her a tabeez and declared that her life would change for the better if she accepted Islam. Under this psychological pressure, she was forcibly converted and made to believe she would be married to Aamir. After the conversion, her abuse intensified. In June 2023, Aamir took her to his sister-in-law Sabina’s house, where he raped her and recorded the act on video. This footage was then used to blackmail her repeatedly as he continued to sexually exploit her. With Neha's active involvement, the victim was moved to various locations in Delhi, including Nangloi and Kamaruddin Nagar, and was forced into prostitution. Neha took her to several spa centres where she was raped by multiple men. Her videos were used as leverage to silence her. The abuse took another horrific turn when Nawab Khan, Aamir's brother-in-law and a serving Delhi Police constable posted at Rohini Police Station, began to rape the minor whenever his wife and children were away. He warned her not to reveal anything and threatened her life. The girl was kept in isolation, forced to assume a new identity as “Ayat Khan,” and made to wear a burqa. She was compelled to perform namaz and eat meat. Neha forced her to memorise Islamic verses and beat her when she failed. She was denied food unless she complied. On October 22, 2024, the girl was forced under duress to give a statement in favour of Aamir, leading to his release on bail on December 18, 2024. After being released, Aamir resumed his threats, demanding that the victim and her family convert to Islam or face dire consequences, including trafficking. The victim also revealed that this group had been responsible for the sexual exploitation and even murder of another Hindu girl, who had been similarly entrapped using deception and coercion. Fearing for her life, the victim once again reached out to a Hindu organisation, which helped her register a fresh complaint at the Mujesar Police Station. On July 11, 2025, Aamir Hussain and Neha Khan were re-arrested. According to the police, further investigation is underway, and interrogation of other accused, including Jalaluddin alias Chhangur Baba and Nawab Khan, is imminent. The police also intend to retrieve a mobile phone from Dadmai village in Badaun, believed to contain sexually explicit videos of the victim. It is pertinent to mention here that the accused was a part of a conversion gang led by Chhangur Baba. Uttar Pradesh ATS recently busted the conversion racket run by this Muslim peer. Investigation has revealed that Chhangur Baba used to provide money to Muslim men for luring Hindu women, including minors, and converting them to Islam. The Muslim men used to fake their identities and don Hindu names to target Hindu women. Chhangur Baba used to perform Muslim marriages (Nikah) of these Muslim men with Hindu women whom they lured or forced to convert. The accused Chhangur Baba had also published a book, ‘Shijra-e-Tayyaba’, meaning 'To propagate Islam'. The ATS also revealed that Jalaluddin, aka Chhangur Baba, ran a gang and had a fixed incentive structure for conversions. Rs 15-16 lakh was fixed for conversions of Brahmin, Sikh or Kshatriya women, Rs 10-12 lakhs for OBCs and Rs 8-10 lakhs for other castes. The ATS arrested him along with his wife on 5th July 2025. The ATS confirmed that the Muslim accused received foreign funding of Rs 100 crore to carry out illegal conversions of Hindus and other non-Muslims in India. Even his family was involved in the conversions of Hindus to Islam. The Hinduphobia Tracker previously reported cases involving Chhangur Baba, where he used coercion to convert Hindu individuals to Islam. In the first case, Chhangur Baba encouraged a Muslim man named Meraj to lure a Hindu woman named Aarti by posing as a Hindu. Afterwards, Chhangur, along with Meraj, forcibly converted her to Islam and conducted her Nikah according to Islamic customs. Another case involved a Hindu man named Harjeet, who was forcibly converted to Islam by Chhangur Baba. The accused had offered Harjeet incentives and subjected him to harassment and had filed false cases against him in an attempt to persuade him to convert to Islam.
Why it is Hate Crime ?
This case has been added to the tracker under the primary category- Crimes against women in relationships and other sexual crimes- Forced conversion before marriage. Within this, the tertiary category selected is- 'Forced to practice non-Hindu religious practices' and 'Forced to wear hijab'. In such cases, a non-Hindu man is in a relationship with a Hindu woman when the pressure to convert her religion begins to manifest. In such cases, typically, two patterns emerge. First, when the relationship is consensual, and the religious identity of the perpetrator is known to the Hindu woman in the relationship, however, at some point during the relationship, the non-Hindu man starts to force the victim to convert her religion and give up her Hindu religious identity. The second is when the woman gets into a marriage with the man pretending to share her faith. Later, when the truth is revealed, the man starts pressuring the woman to convert her religion and give up her religious identity. In both the situations, the methods used to force the victim to convert her religion often revolve around force-feeding beef, forcing her to wear hijab, forcing her to read the Kalma or even pressurizing the victim to do ‘Nikah’, which is marriage under Islamic law, with a prerequisite being conversion to Islam. Cases where a Hindu woman consensually converts to Islam in a relationship will be left out of the hate crime database, even though it could be argued in several cases that the conversion was a result of religious brainwashing. The other subcategory selected is- Blackmailed to convert. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman is blackmailed to convert her religion, owing to her religious identity of being a Hindu. Such relationships may be consensual with the religious identity of the non-Hindu man known to the victim, however, there could be cases where the relationship is not consensual and the non-Hindu man starts blackmailing a Hindu woman to convert her religion. In these cases, it is often seen that the Hindu woman is blackmailed with intimate photos and/or videos, threats of harm to her or her family, threats of violence etc. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. The other subcategory selected is- Assault or threat upon refusal to convert. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman faces threats or assault after she refuses to convert and change her religious identity owing to pressure/force by the non-Hindu man. Such relationships may be consensual with the religious identity of the non-Hindu man known to the victim. Somewhere along the relationship, the non-Hindu man starts pressurizing the Hindu woman to convert to Islam and upon her refusal, assaults or threatens the victim. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. Cases where the Hindu woman converts to Islam and does not file a complaint about the force or threat, are not considered a part of the hate tracker, even though, it may be argued that the woman was brainwashed or threatened to convert to Islam. The other sub-category selected is - Torture of family to force woman to convert. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman is forced to convert her religion. Several methods are used for such forced conversion. The non-Hindu man is often documented to issue threats and even employ violence. One of the ways used by such perpetrators is threatening and/or torturing the family members of the Hindu woman to pressure her to convert. The perpetrators in such cases issue threats to harm or torture the family of the woman. In some cases, there is also violence directed towards the family to force the Hindu woman to convert. Such crimes aim to blackmail the victim into changing her religion by inducing fear of harm to her family. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. The other primary category selected is - Predatory Proselytisation. The sub-category selected is - Proselytisation by grooming, brainwashing, manipulation or subtle indoctrination. Within it, the tertiary categories selected are - Victim says was brainwashed/groomed, Pattern of targeting Hindus, Rape and sexual assault/harassment and Conversion of minor. Religious brainwashing essentially means the often subtle and forcible indoctrination to induce someone to give up their religious beliefs to accept contrasting regimented ideas. Religious grooming or brainwashing also involves propaganda and manipulation. It involves the systematic effort, driven by religious malice and indoctrination, to persuade “non-believers’ to accept allegiance, command, or doctrine to and of a contrasting faith. Cases of such grooming or brainwashing are far more nuanced than direct threats, coercion, inducement and violence. In such cases, it is often seen that there is repeated, subtle and continual manipulation of the victim to induce disaffection towards their own faith and acceptance of the contrasting faith of the perpetrator. While subtle indoctrination is widely acknowledged as predatory, an element which is often understated in such conversions or the attempts of such conversion is the role of loyalty and trust which might develop between the perpetrator and the victim. Fiduciary relationships are often abused to affect such religious conversion. For example, an educator transmitting religious doctrine of a competing faith to a Hindu student. The Hindu student is likely to accept what the teacher is transmitting owing to existence of the fiduciary relationship. The exploitation of the fiduciary relationship to religiously indoctrinate victims would also be included in this category. Since the underlying animosity towards the victim’s faith forms the basis of predatory proselytization, such cases are considered religiously motivated hate crimes. The other sub-category selected is - Conversion/ attempts to convert by inducement. Predatory Proselytisation is not just limited to threat, harassment, force and violence, but it also has contours of stealth. In several cases, the Hindu victim is exploited to convert, with non-Hindus taking advantage of their poverty. In such cases, the Hindu victim who is suffering financially is offered monetary benefits, including lucrative offers for jobs, health treatment, education, etc, to induce the victim into changing his/her religion. In such cases, the religious identity of the victim and the aim to disenfranchise him from his faith form the heart of the crime. Also, taking advantage of and exploiting an individual’s economic vulnerabilities is widely acknowledged as exploitation, forms of which are often penalised by law. Such cases therefore are considered religiously motivated hate crimes since the victim’s religious identity forms the very heart of the crime itself. This case clearly meets several parameters of a religiously motivated crime. This case represents a textbook example of how a Hindu girl was targeted with the specific objective of converting her religion. Her Muslim neighbours, working for Chhangur Baba, brainwashed her into giving up her Hindu identity. She was renamed, made to wear a burqa, and forced to perform namaz and other Islamic rituals. She was also forced to consume meat against her will. This erasure of her Hindu identity, imposed under pressure and deceit, and aimed at religious conversion, is not merely abuse; it constitutes a hate crime because the violence and coercion were rooted in hostility toward her religion. Forcing the victim to follow non-Hindu practices highlights the systematic effort to strip the victim of her Hindu identity. She was made to wear a burqa against her will, compelled to read Islamic verses, and denied food when she resisted. Such acts were not isolated behaviours but part of a larger effort to forcibly align her with a different religion. The hatred was directed not at her as an individual, but at her Hindu beliefs and practices, making this a targeted crime against her religion and community. The victim was force-fed meat as a deliberate attack on her Hindu beliefs, aiming to violate her religious convictions and erode her spiritual identity. For many Hindus, abstaining from meat is a sacred practice, and forcing non-vegetarian food upon them reflects deep contempt for their faith. This intentional desecration of dietary customs is not just coercion but a targeted act of religious humiliation, qualifying as a hate crime against Hindus. After being raped and recorded on video, the minor was blackmailed into silence and compliance. This blackmail was not simply to suppress criminal evidence; it was explicitly used to manipulate her into remaining within the coercive Islamic environment and abandoning her Hindu identity. When blackmail is wielded to erase religious affiliation and force conversion, it clearly qualifies as a hate crime driven by religious animosity. The pressure extended beyond the victim to her family. Aamir and his accomplices threatened the family when they found out about the abuse and tried to intervene. After the initial police complaint, they resumed pressuring the girl and her family to convert, threatening further consequences if they did not comply. This use of threats and psychological warfare against a Hindu family to achieve religious conversion reveals the communal and ideological character of the crime. It is not merely coercion but a targeted religious offence against Hindus. From the outset, the Muslim perpetrators developed a calculated plan: they invested in trust-building, exposure to Islamic teachings, and spiritual manipulation. The minor was repeatedly told her life would improve if she accepted Islam. Her education was derailed, and her cognitive framework was altered through repeated exposure to Islamic practices and ideology. This subtle, repeated manipulation of a minor Hindu girl into abandoning her faith is predatory, exploitative, and religiously motivated, and thus qualifies as a hate crime against Hindus. It is further important to note here that the victim was a minor, which means the element of consent and genuine change of conscience was missing ab initio. Minors, due to their young age and lack of maturity, are particularly vulnerable to manipulation and coercion. They may not have the ability to fully understand the implications of converting to another religion, and the Muslim perpetrator purposely targeted and exploited this vulnerability of the victim. Since this case exemplifies the use of coercion and manipulation to achieve religious conversion, it is a blatant act of religious hate, which is why it has been documented here in the hate tracker. The victim explicitly stated that she was brainwashed and exploited as part of a larger group that deliberately targets Hindu girls. She also revealed that another Hindu girl had been similarly trapped, exploited, and murdered by the same network. These details point to a systemic pattern of religiously motivated targeting, using sexual abuse as a tool for forced conversion. This pattern of crimes underscores the communal nature of the violence and the religious hatred that fuels it. The perpetrators spent money to lure the victim—buying her expensive clothes, feeding her at restaurants, and taking her on trips to spiritual sites. She was told that her life would improve with the help of a tabeez, promising her a better future if she accepted Islam. These inducements, aimed at a Hindu minor, are not benign—they are exploitative tools of religious manipulation. When inducement is used to attack the faith of a person or community, it forms the basis of religiously motivated hate crimes. A clear and disturbing pattern has emerged across the documented cases involving Maulana Jalaluddin alias Chhangur Baba, revealing a systemic campaign of religiously motivated targeting of Hindus, particularly vulnerable women and minors. In each case, Chhangur Baba acted as the ideological and operational backbone of a conversion racket that preyed specifically on Hindu identity. His network involved grooming Hindu girls through Muslim men who often faked Hindu identities, built trust, and then coerced conversion through a mix of religious indoctrination, blackmail, sexual abuse, and even threats of trafficking or murder. Victims were routinely stripped of their Hindu identity—renamed, made to wear Islamic symbols, force-fed beef, and coerced into Islamic rituals. Chhangur Baba did not act alone; he provided material incentives to his operatives, conducted Islamic marriages (Nikah) only after forced conversion, and even authored a book—Shijra-e-Tayyaba—openly advocating Islamic expansion. The structured incentive system revealed by ATS—where higher bounties were set for converting upper-caste Hindu women—further proves that his operation was not only religiously intolerant but caste-targeted and misogynistic. With foreign funding amounting to ₹100 crore and deep penetration into law enforcement and local communities, Chhangur Baba’s activities constitute a premeditated, hate-driven assault on Hindu society and religious freedom. Hence, this case is documented as a hate crime against Hindus as the victim was targeted solely for her Hindu identity, which was systematically erased through coercion, abuse, and forced religious conversion. Disclaimer: It is important to clarify that the report does not specify the exact date when the girl's ordeal began, but it mentions that the girl was forced under duress to give a statement in favour of Aamir on 22nd October, 2024. Since this is the earliest date mentioned, we are considering this as when the victim's ordeal began and using this as the incident date. While media coverage of the incident emerged in July 2025, the Hinduphobia Tracker records the incident based on when the victim’s ordeal began, not when it was reported.
