Case Summary

In Motihari, Raxaul, Bihar, a sex trafficking network targeting Hindu women, including minors, run by a Muslim man named Mohammad Naushad Miyan, was exposed. The accused, along with his accomplice, selectively trapped Hindu women, including minors, in romantic relationships and then lured them with job offers to Nepal and forced them into prostitution. According to media reports, this incident came to light when the police arrested two young men, the main accused, Mohammad Naushad Miyan, along with his assistant, Kishan Kumar, and a minor Hindu girl near the India-Nepal Friendship Bridge. The arrested Mohammad Naushad Miyan, a resident of Nepal, and his assistant Kishan Kumar, from Ludhiana, lured a minor Hindu girl from Ludhiana into a love affair through the social media platform Facebook and brought her with them to sell her. They both lured the girl with the promise of a job. Miyan was taking the girl with him to Nepal when the police caught him. The Sashastra Seema Bal's Anti-Human Trafficking Unit was closely monitoring this route. They had received information that some people were luring a girl and taking her across the border. They spotted the girl and questioned her. During questioning by female officers, the girl revealed that she was from Ludhiana and had been asked to cross the border alone to meet the two accused. Based on the girl's information, both accused, Mohammad Naushad Miyan and Kishan Kumar, were arrested. The girl was safely transported to Ludhiana. According to the Sashastra Seema Bal, the two men were trying to convince the girl to cross the border alone. During interrogation, Naushad Miyan admitted that he and his accomplice selectively trapped Hindu women and minor girls in love affairs to further sell them in Nepal and make them sex workers. Reports confirmed that a kidnapping case was registered in Ludhiana regarding the minor victim's disappearance. She had been missing since 15th December 2025.

Why it is Hate Crime ?

This case has been added to the tracker under the primary category- Crimes against women in relationships and other sexual crimes. Within this, the subcategory selected is- Brainwashed and/or Groomed. The tertiary category selected in this case is- 'Pattern of targeting minors' and 'Rape and Sexual assault/ harassment'. In our database, we have not added incidents where women have converted to another religion of their free will and no allegations of forced/involuntary conversion have been made. However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. However, if the victim is deceased (murdered or otherwise), the case would form a part of this database if her family/friends provided testimony that the victim was brainwashed/groomed to convert her religion. Since these crimes have a distinct religious angle where the victim is being targeted owing to her Hindu religious identity, these cases are considered a hate crime. This case is a clear demonstration of a targeted hate crime, where Hindu women, including minors, were deliberately singled out based on their religious identity and exploited by the Muslim perpetrator. The Hindu victims were lured into romantic relationships, then were lured away and coerced into joining the sex trafficking racket. Since all the victims were Hindus, it can be reasonably inferred that the accused religiously profiled his targets based on their religion. This deliberate targeting and exploitation of Hindu women reveals a pattern of communal animosity rather than random criminality. These women were not merely caught in the wrong place at the wrong time; instead, they were specifically lured into relationships by the Muslim perpetrator under false pretences. Such targeted victimisation showcases the deep-seated religious animosity towards the Hindu community. The inclusion of minors among the victims compounds the severity of this hate crime. Targeting young Hindu girls, particularly those still in their formative years, demonstrates a calculated effort to devastate the Hindu community by preying on its most vulnerable members. Since the victims are minors, any element of consent and genuine change of conscience is missing ab initio. Minors, due to their young age and lack of maturity, are particularly vulnerable to manipulation and coercion. They may not have the ability to fully understand the implications of entering into a relationship with an adult. In this case, the Muslim perpetrator purposely targeted and exploited this vulnerability of the Hindu victims. The systematic approach by gaining trust through romantic bonds and coercing victims into sex trafficking shows an efficient strategy aimed at breaking the Hindu victims psychologically and physically. Such actions clearly showcase the religious hostility acting as a motivating factor in this case. When minors are involved, the criminality and cruelty intensify, but the pattern remains; the targeting is not random. Such acts are committed out of doctrinal animosity towards the Hindu faith that treats non-Muslims, especially Hindus, as inferior and sees their women as targets to convert or control. This mindset turns what may seem like a crime of trafficking into something far more dangerous: a hate crime against the Hindu community. It uses a woman’s faith as a weapon, aiming to harm not just individuals but the dignity and strength of Hindu society itself. Notably, this was not an isolated incident where a Muslim man selectively profiled, targeted, and put Hindu women into prostitution. The Hinduphobia Tracker earlier recorded another such instance. In July 2025, in Ernakulam, Kerala, six Hindu women, including minors, were lured into romantic relationships by Muslim men. The accused then pushed these women into sex trafficking. The victims were lured through false promises of love, drugged, and then forced into prostitution by the Muslim perpetrators, Akbar Ali, Shafeeq, and Mansoor Ali. Since the exploitation of Hindu women in this case from Raxaul stems from deep-rooted ideological hatred and targets them on the basis of their religious identity, it clearly qualifies as a hate crime and thus warrants inclusion in the tracker. Disclaimer: In this case, reports clearly stated that Hindu women, including minors, were targeted by the Muslim perpetrator. However, the exact number of victims was not specified. Reports only mentioned one victim, a Hindu girl from Ludhiana who was a minor. Therefore, for the purpose of documenting this case, we recorded the victim count as '1'. This is a conservative estimate for documentation purposes only. While this tracker acknowledged that two individuals were named as accused in this case, for documentation purposes, the religion of the perpetrators was recorded as Muslim since the primary accused, Naushad, was confirmed to be Muslim. The religious identity of the second accused was not independently verified at the time of documentation. However, given that he was also complicit in the acts of religiously profiling and targeting Hindu women, the case was recorded under a single perpetrator religion for consistency in categorisation. This approach ensured clarity in data representation without overlooking the involvement of other accused individuals. The Hinduphobia Tracker records the dates of incidents based on when the crime occurs rather than when it is reported by the media. However, in this particular case, media reports did not specify the exact date when the victims' ordeal began, nor did they state all the names of the victims. One particular victim, the minor Hindu girl from Ludhiana, was specified, and the start of her ordeal was not detailed, but the media reports specified that she was lured away from her home on 15th December 2025. Henceforth, this date is being considered as the indicative date of the incident for documentation purposes.
