Hindu gau rakshak brutally attacked by Muslim mob over his activism against cow slaughter in Maharashtra
Case Summary
In Chikalthana, Chhatrapati Sambhajinagar, Maharashtra, a Hindu activist and gau rakshak (cow protector) named Ganesh Shelke was brutally attacked by a Muslim mob for his activism against cow slaughter and smuggling. According to local sources, the Muslim attackers were involved in illegal cow slaughter. They targeted not only the victim, Ganesh Shelke, but also attempted to attack police officers who were present at the scene. Sakal Hindu Samaj, a Hindu organisation, shared news and pictures of the incident on its official X (formerly Twitter) handle. The organisation described the attack as “deeply concerning” and demanded immediate intervention from the Maharashtra government. Sakal Hindu Samaj wrote, “Gaurakshak Ganesh Shelke was brutally attacked by radical Islamists at Chikalthana in Chhatrapati Sambhajinagar. Shockingly, the attack took place even in the presence of police protection. The Islamists also tried to assault the police officers." The organisation further urged the Chhatrapati Sambhajinagar City Police and the Ministry of Home Affairs to invoke the Maharashtra Control of Organised Crime Act (MCOCA) against the perpetrators and to demolish all illegal slaughterhouses operating in the region without delay. Reports also confirmed that Ganesh Shelke was known for his consistent activism against illegal cattle slaughter and cow smuggling. Due to this, he had been receiving threats from Muslim groups engaged in the illicit meat trade. Despite the provision of police protection, he was attacked and beaten by a mob of Muslims near Chikalthana, an industrial area notorious for its growing network of unlicensed slaughter points. Some of the eyewitnesses stated that the attackers used sharp weapons and that police personnel present at the spot were also threatened and obstructed when they attempted to intervene. The incident caused panic in the locality, prompting the deployment of additional police force. Social media users flooded posts tagging Chief Minister Devendra Fadnavis, demanding swift justice and strict legal action. Many stated that this attack was not an isolated event but part of a continuing pattern of assaults on gau rakshaks and growing impunity for illegal meat traders across Maharashtra.

Why it is Hate Crime ?
This case has been added to the tracker under the primary category- Attack not resulting in death. The subcategory selected is- Attacked for opposing radicals or trying to save victim. In several cases, Hindus are attacked for opposing religiously motivated crimes being committed against a fellow Hindu or simply for voicing an opinion opposing radical elements, who either have in the past or continue to persecute Hindus. In such cases, the initial attack against the victim, against which the Hindu was trying to defend the victim, would also need to be classified as a religiously motivated hate crime. Since the initial crime itself was religiously motivated and the subsequent crime of attempting to save the victim or speaking against the radical elements ends up inviting a violent attack, it would also be classified as a religiously motivated hate crime under this category. Another primary category selected is- Hate Speech against Hindus. The subcategory selected is- Violent Threats. Violent threats, explicit, implicit or implied, is the most dangerous form of hate speech since it goes beyond discriminatory and prejudicial language to express the intent of causing harm to an individual or a group of people based on their religious identity and faith. There could be several different kinds of threats that are issued to Hindus based on religious animosity. An explicit threat would mean the direct threat of violence towards an individual Hindu, a group of Hindus or Hindus at large. Physical violence, death threats, threats of destruction of property belonging to Hindus and threats of genocide would mean explicit threats against Hindus for their religious identity. Implicit threats may not be a direct threat but implied through the use of symbols of actions – for example – in the Nupur Sharma case, other than explicit threats, there were also implicit threats when Islamists took to the streets to burn and beat her effigies. It implies that they want to do the same to Nupur Sharma – thereby is considered an implicit threat. Violent threats can be delivered in person, through letters, phone calls, graffiti, or increasingly through social media and other online platforms. It would be important to understand that a threat – explicit or implicit, online or offline – to an individual who happens to be a Hindu does not qualify as a religiously motivated threat. Such a threat, while vile and dangerous, could be owing to non-religious reasons and/or personal animosity. To qualify as a religiously motivated threat, it would need to exhibit an indication that the individual is being targeted for religious reasons and/or owing to his/her religious identity as a Hindu. This incident was an unequivocal case of a religiously motivated hate crime against a Hindu activist who was violently attacked for fulfilling his sacred duty of protecting cows — a cornerstone of the Hindu faith. In Hinduism, the cow is revered as Gau Mata, a living emblem of motherhood, compassion, and non-violence. It embodies purity and the sanctity of life, and its protection is considered an act of profound religious devotion and service to dharma (righteous duty). To harm a person for defending this sacred being is not merely an act of physical aggression; it is a direct assault on the freedom to practise the Hindu faith and live by its teachings. The attack on this gau rakshak (cow protector), therefore, represented deliberate religious hostility against the values and beliefs he stood for. The victim, a long-standing cow protection activist, was targeted by Muslim perpetrators who were themselves engaged in illegal cow slaughter and smuggling. His tireless fight against the illicit meat trade made him a marked enemy in their eyes. For years, he had worked to prevent the slaughter and trafficking of cows, central to his religious conviction and moral responsibility. He was ambushed and brutally assaulted for precisely this reason — because he sought to stop acts that strike at the very heart of Hindu beliefs. This was not random street violence; it was a calculated, hate-filled attack rooted in animosity towards a Hindu living by his faith. The sheer brutality of the assault, carried out by individuals steeped in the illegal slaughter trade, underlined the fact that the violence was both ideological and religious in nature. In the period before the attack, the activist had been subjected to repeated threats from the same Muslim groups involved in unlawful cow slaughter. His peaceful activism was met with constant intimidation, aimed at silencing him and deterring his efforts. This violence reflects a grim reality — Hindus who practise their faith through acts of compassion, such as protecting cows, are being singled out, harassed, and assaulted by those motivated by religious hatred. To intimidate or attack someone for upholding the duty of cow protection is an explicit act of anti-Hindu aggression and intolerance. The attack was also part of a wider, alarming pattern of anti-Hindu violence targeting gau rakshaks. The Hinduphobia Tracker has recorded multiple such cases. For example, on 6th June 2025 in Mandideep, Madhya Pradesh, a Dalit Hindu gau rakshak named Ajay Malviya was brutally beaten by a Muslim mob numbering over 500 people after he and other Hindu activists intercepted Muslim cow smugglers engaged in illegal cattle transport. Another such case occurred on 21st January 2025 in Ahmedabad, Gujarat, where Hindu gau rakshak Manoj Baria was attacked by five Muslim men, identified as Hussain, Waseem, and Mubeen, near Rupali Cinema in the Karanj police station area. Manoj, accompanied by a friend, was assaulted with sharp weapons and sticks by masked assailants intent on silencing his cow protection activism. Given the repeated threats, explicit religious motive, and targeted violence against a Hindu practising his faith, this case fulfils all the criteria of a religiously motivated hate crime. In line with previous documented incidents of violence against gau rakshaks, it is now officially entered into the hate crime database of the Hinduphobia Tracker as a clear example of anti-Hindu violence driven by deep-seated religious animosity.
