Case Summary

In Uttam Nagar, Delhi, minor Hindu girls were specifically targeted by Muslim men, who admitted on camera that they were paid for doing so. The incident came to light after a Muslim man named Samad Qureshi, a Muslim man who was caught by Bajrang Dal members outside a local government school while harassing girls there. Bajrang Dal members had been searching for him for several days before catching him and handing him over to the police. In a video recording, Samad Qureshi, a resident of Uttam Nagar originally from Muzaffarnagar, stated that he had been befriending and trapping minor Hindu girls for around six to seven months. He stated that Sonu Turki paid him ₹30,000 to ₹40,000 for every minor Hindu girl he trapped. He also named Sabir, Munna, Riyan and Shoaib as members of his team who were involved in the same activity. Samad admitted that he had been doing this for the past 4-5 months and had trapped six minor Hindu girls until now. When Bajrang Dal members checked Samad's mobile phone, they found phone numbers of more than 50 minor Hindu girls between 13 and 15 years of age. The phone also contained objectionable material, including videos involving weapons, audio recordings containing threats and blackmail, and other material concerning minor Hindu girls. The recorded audio also contained threats and intimidation directed at a girl. In the recording, the speaker threatened to approach her father, stated that he would come to her residence, and threatened to record and send a video of her house. The recording showed the use of profanity and threats to intimidate and pressure the girl after she attempted to block contact. Samad also stated in the recording that money was given for trapping minor Hindu girls and having sexual relations with them. During the questioning, Samad identified Sonu Turki as the person who paid him ₹30,000 to ₹40,000 for each minor Hindu girl he trapped. He identified Sabir, Munna, Riyan and Shoaib as members of his team and stated that they were involved in trapping minor Hindu girls. Samad further stated that Riyan possessed weapons and that Munna had a criminal record. The recording also showed Samad answering questions about the duration of his involvement, the number of minor Hindu girls he had trapped and the people involved with him. The matter was brought to the police after Bajrang Dal members caught Samad outside the government school. Samad Qureshi was handed over to the police along with the material recovered from his phone.

Why it is Hate Crime ?

The primary category for this case is: Crime against women in relationships and other sexual crimes. The subcategory for this case is: Brainwashed and/or groomed. The tertiary categories for this case are: Pattern of targeting Hindu minors, Rape and sexual assault. In our database, we have not added incidents where women have converted to another religion of their free will, and no allegations of forced/involuntary conversion have been made. However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity, with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. However, if the victim is deceased (murdered or otherwise), the case would form a part of this database if her family/friends provided testimony that the victim was brainwashed/groomed to convert her religion. Since these crimes have a distinct religious angle where the victim is being targeted owing to her Hindu religious identity, these cases are considered a hate crime. This case has been included in the tracker because the available material demonstrates a repeated and specific pattern of targeting minor Hindu girls by Muslim perpetrators. The religious identity of the victims was central to the conduct. This was not a situation where girls from different religious communities happened to be victims; the material proves that it specifically identified minor Hindu girls as the targets. The repeated selection of Hindu minors therefore provided a distinct religious dimension to the crime. The perpetrators' intent was particularly significant. This was supported by the perpetrator's own admission that he and his gang members were paid ₹30,000–₹40,000 for every Hindu girl they trapped. This indicated that the targeting of Hindu girls was connected to a deliberate and organised pattern. When someone receives money specifically for targeting girls belonging to a particular religious community, the religious identity of those victims becomes integral to the criminal conduct. The targeting of multiple Hindu minors further strengthens the religious motive. The material indicates that Samad had trapped six Hindu girls and that contact details of more than 50 minor Hindu girls were found on his phone. The repetition of the same conduct against Hindu minors demonstrates a pattern of selection rather than an isolated offence against a single individual. The fact that the victims were specifically Hindu girls, and that multiple such girls were targeted, indicates that Hindu religious identity was being used as a basis for selecting vulnerable victims. The nature of the conduct also demonstrated the vulnerability of the Hindu victims. The Hindu girls were minors, and the method involved befriending, trapping, sexual exploitation, threats and blackmail. A minor does not possess the same mental and emotional maturity, understanding or capacity for independent decision-making as an adult. A child who is groomed, manipulated or sexually exploited cannot be treated as an equal participant in such conduct. In particular, any supposed willingness of a minor to enter into a relationship with an adult cannot be treated as meaningful consent. In fact, it is redundant- addressed by POCSO. The vulnerability arising from their age makes the grooming and manipulation of these girls particularly grave. The use of threats and blackmail further demonstrated the coercive nature of the conduct. Once a minor is subjected to intimidation or threatened with exposure of private information or material, the perpetrator gains a mechanism of control over the victim. Such conduct exploits the victim's fear and vulnerability rather than respecting her autonomy. When this method is repeatedly employed against minor Hindu girls, it becomes part of a pattern of targeted exploitation rather than an ordinary interpersonal dispute. The involvement of multiple perpetrators is also relevant to understanding the intent behind the conduct. The material identifies Sonu Turki, Sabir, Munna, Riyan and Shoaib in connection with the activity described by Samad. The repeated targeting of Hindu minors by individuals operating together reinforces the conclusion that the victims were being selected as members of a particular religious community and subjected to a recurring method of grooming and exploitation. The Hinduphobia Tracker has documented multiple cases in which Hindu girls have been specifically targeted by Muslim men and subjected to sexual assault, sexual harassment and grooming. Besides, Hinduphobia Tracker has also documented cases where teh Muslim perpetrators have admitted to being part of an organised gang which pays them for specifically targeting Hindu girls. Recently, in Jodhpur, Rajasthan, two minor Hindu girls were befriended by two Muslim men, Aquib Ansari and Syed Ibrahim, who posed as Hindus to trap the victims. The victims came into contact with the accused through social media and gaming platforms before being lured away and abducted from their homes. The accused admitted to religiously profiling and targeting multiple Hindu girls, befriending them and selling them in Bangladesh for ₹8–10 lakhs. Similarly, in the Ramnagar area of Dehradun, Uttarakhand, a Hindu woman was lured, deceived, and raped by a Muslim man who posed as a Hindu. The accused revealed he had studied at a madrasa, where an Islamic cleric (Maulvi) had promised a payment of ₹4 lakh for targeting Hindu girls and exploiting them by concealing his religious identity. The present case fits within this broader pattern because the available material identifies Hindu minor girls as the specific targets and describes their repeated grooming and exploitation. Therefore, the religious element in this case arose from the specific and repeated targeting of Hindu minor girls, the financial incentive connected to trapping Hindu girls, and the involvement of multiple perpetrators in the same pattern. The combination of religious targeting, minority status of the victims, grooming, sexual exploitation, threats and blackmail makes the conduct a religiously motivated hate crime against Hindu minors. Disclaimer: The exact date on which the victim's ordeal began or the crime occurred is not known from the available information. Therefore, 19 August 2026, the date when the incident was posted on social media, has been taken as the incident date for documentation purposes. The Hinduphobia Tracker records an incident date based on when a victim's ordeal begins or when the crime occurs, rather than when the media reports the incident. Since the actual date of the incident could not be established in this case, the date of the social media post has been used for documentation purposes. Disclaimer: Here, the Bajrang Dal members found numbers of 50 minor Hindu girls on the phone of the accused; however, since he admitted that he had targeted 6 specifically, the victim count has been kept at 6. The accused count has been kept at 6, including Samad, the main accused, and his team members: Sabir, Munna, Riyan, and Shoaib. Sonu Turki, who paid Samad money for targeting the Hindu girl, has been included as the 6th accused.
