Hindu girls targeted by Muslim men for forced conversion; Muslim councillor paid accused to marry and exploit Hindu girls
Case Summary
In Indore, Madhya Pradesh, Hindu girls were lured into relationships and selectively targeted by two Muslim men for forced conversion to Islam and marriage. The perpetrators also wanted to put the Hindu girls into sex trafficking. Congress leader Anwar Qadri paid Muslim youths to marry Hindu girls and push them into prostitution. The incident came to light when Bajrang Dal members caught two Muslim men, Sahil and Altaf, with a Hindu girl. During interrogation, both men said that Congress councillor Anwar Qadri gave Rs 1 lakh to one and Rs 2 lakh to the other, instructing them to marry Hindu girls and put them into prostitution. After a video of the apprehended men went viral, Bajrang Dal expressed anger and announced plans to protest, demanding strict action against those involved. Bajrang Dal handed Sahil and Altaf over to Banganga police for questioning. Further action would follow after the victim’s statement was recorded. Reports revealed that Sahil worked at a car showroom, while Altaf was a painter. Both were detained and handed over to the police, with the case to be registered based on the girl’s statement. Bajrang Dal stated that information from the interrogation shows that Congress councillor Anwar Qadri paid the accused to target Hindu women. Hindu activists found a chat with a Hindu girl open on one of the accused’s mobile phones. In the chat, the Muslim man, identifying himself as the girl’s boyfriend, Ayan Lala from Narwal, told a Hindu youth, “Do whatever you can, I will make the girl accept Islam, and you will not get anything from me.” When asked about his motives, he replied, “This is what is written in our religion.” A search of Sahil and Altaf’s phones revealed photos of several Hindu girls taken during their visit to the Mahakal jyotirlinga in Ujjain. Councillor Anwar Qadri denied the accusations, claiming he is not financially capable of paying anyone and does not know either of the accused. He also said he does not support religious extremism.

However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. Cases where a Hindu woman consensually converts to Islam in a relationship will be left out of the hate crime database, even though it could be argued in several cases that the conversion was a result of religious brainwashing.
