Multiple Hindu girls, including minor, lured, blackmailed and sexually exploited by a Muslim gang

Case Summary
In Bichrod village of Ghatiya tehsil in Ujjain district, multiple Hindu girls, including two minors, were lured and targeted for sexual exploitation by a group of Muslim men led by Farman Mansuri. Tensions escalated when, on May 6, a video of a local girl with a Muslim youth went viral. The video’s spread led to heightened suspicion and anger among the villagers, who subsequently apprehended two Muslim youths, one of whom was identified as Farman. Upon checking their mobile phones, villagers discovered multiple obscene photos, videos, and call recordings involving multiple Hindu girls, including a 14-year-old minor, from the village. Enraged by the findings, the villagers immediately alerted the police. It was then revealed that multiple Hindu girls were targeted by this Muslim gang of 11 people, led by Farman. Many of the girls were blackmailed and then raped by them. This Muslim gang had been targeting girls for the last one and a half years. As of the date of writing this report, a case against 11 people has been registered by the police, of whom 10 were arrested, including Farman, Iqrar, Uzair Pathan, Raja Rangrez, Zubair Mansuri, Junaid Mansuri, Faiz Khan, Mushtaq and Altaf. One of the accused Rehan, was absconding, and efforts were underway to locate him.
Why it is Hate Crime ?
This case has been added to the tracker under the primary category of: - Crimes against women in relationships and other sexual crimes. Within it, the sub-category selected is: - Brainwashed and/or groomed, with the tertiary category being: - Pattern of targeting Hindu girls. In our database, we have not added incidents where women have converted to another religion of their free will and no allegations of forced/involuntary conversion have been made. However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. However, if the victim is deceased (murdered or otherwise), the case would form a part of this database if her family/friends provided testimony that the victim was brainwashed/groomed to convert her religion. Since these crimes have a distinct religious angle where the victim is being targeted owing to her Hindu religious identity, these cases are considered hate crime. This case has been added to the tracker due to it being a clear instance of a religiously motivated hate crime. Multiple Hindu girls, including minors, were lured and blackmailed for sexual exploitation by a Muslim gang. The discovery of obscene photos, videos, and call recordings of multiple Hindu girls in the mobile phones of the accused further proves that this was not an isolated incident or a crime of opportunity, but rather a deliberate pattern of targeting and exploiting Hindu girls based on their religious identity. When a perpetrator specifically targets women of a particular faith, the crime transcends mere random violence; it becomes an act deeply rooted in religious intolerance. Such targeting is not only an attack on the individual but also a symbolic assault on the entire community that the victim represents. The perpetrator’s actions may be driven by a desire to assert religious superiority, to humiliate the community, or to forcefully impose their own beliefs on others. This is particularly evident when the crime involves elements like forced conversion, physical or sexual violence, or psychological manipulation intended to strip the victim of her religious identity. This type of targeted violence is not just an individual crime but a hate crime with broader social and religious implications. It stems from the perpetrator's deep animosity towards the victim's faith. This is why this case has been included in the tracker. Such patterns have been witnessed time and again, where Hindu girls are often targeted by Muslim men for sexual exploitation or religious conversion. The targeting of Hindu girls is not random, instead, it stems from the religious animosity that exists in Islam against non-Muslims, where the lives of non-Muslims are considered inferior, which can be violated with impunity. In this case, Hindu girls became the target of the Muslim gang. Therefore, it is clear that the grooming carried out by the Muslim gang was not merely for sexual exploitation but was also driven by a deeper religious hatred towards the Hindu faith.
