Muslim doctor circumcises a two and a half year Hindu kid admitted for tongue surgery in Bareilly, Uttar Pradesh
Case Summary
In Bareilly, Uttar Pradesh, a Hindu boy was forcibly circumcised by a doctor named Javed Khan. Initially scheduled for tongue surgery, the two-and-a-half-year-old child's family protested outside the hospital upon discovering the situation. Members of a Hindu organization joined the protest, expressing their anger through slogans. Allegations arose that the hospital administration pressured the child's parents to settle the matter. In response, the police launched an inquiry committee and promised legal action according to relevant regulations. Harimohan Yadav, residing in Sanjay Nagar under Baradari police station, took his son Samrat to a private hospital in Delapir for a tongue operation, hoping it would improve his speech. However, after the operation, it was discovered that no surgery had been performed on the tongue; instead, the boy had been circumcised. This revelation shocked the family, with Harimohan Yadav accusing the doctors of deliberately converting his Hindu child to Muslim.
Why it is Hate Crime ?
Harassment covers a wide range of behaviours of an offensive nature. It is commonly understood as behaviour that demeans, humiliates, and intimidates a person, including threats and coercion. Harassment and threats, in this case, find their root on discriminatory grounds which has the effect of nullifying a person’s rights or infringing upon his freedom to exercise his right specifically owing to the victim’s religious identity. Verbal and physical threats and psychological or physical harassment are often used against Hindu victims because they choose to practice their professed religion. Religious harassment also includes forced and involuntary conversions by harassment, threats or coercion. Coercion includes intimidatory tactics like force-feeding a Hindu victim beef to convert to another religion, forceful circumcision etc. In several cases documented, non-Hindu perpetrators or those who harbour specific animosity towards Hinduism, harass victims simply based on their religious identity. Such cases often also include harassment to ensure the Hindu victim abandons his/her professed religion and adopts the religion of the perpetrator. In this subcategory, we would only include cases where the victim was harassed, threatened or coerced to convert. Cases where attempts were made to convert but the victim resisted would be documented in another sub-category. Such cases where Hindu victims are harassed to convert to the perpetrator’s religion are rooted in animosity towards the victim’s religious identity and are therefore documented as religiously motivated hate crimes. This case is a distinct case of a religiously motivated hate crime as the perpetrator tried to use the tactics of intimidation to convert a minor boy to Islam. The victim's family testified against the accused, who is a doctor in the case, that he deceptively circumcised their minor child. Though circumcision is not a prerequisite to converting to Islam, however, it is often seen that it is used as an intimidatory tactic to make the Hindu victim abandon his/her professed religion and adopt the religion of the perpetrator. This sort of harassment is rooted in animosity towards the victim’s religious identity and is therefore documented as a religiously motivated hate crime in this Hindu hate tracker.
