Case Summary

An incident of forced circumcision involving a Hindu boy named Vishal from Bulandshahr district, Uttar Pradesh, emerged in Noida. Vishal, in a relationship with a Muslim girl, filed a complaint accusing her family members of circumcising him. The couple reported the incident to the Bulandshahr district police on July 25, stating that the Noida police ignored their complaint. Vishal and the girl met while he worked near the Phase 2 police station in Noida. Despite facing opposition from her family, they decided to marry. However, her family disapproved, leading to violent acts against her. On July 21, her family invited Vishal to their house and spiked his food. He was taken to a hospital and circumcised while unconscious. He learned of the act upon regaining consciousness and was pressured to convert to Islam, remaining hostage for two days. Despite the girl's efforts to seek help from the Noida Phase-2 police station, their complaint went unheard. Consequently, they approached the Senior Superintendent of Police in Bulandshahr on July 25 for justice.

Why it is Hate Crime ?

In this case, the Hindu man got into a relationship with the Muslim woman assuming that their religious identities would not be a hindrance in their life, however, the Muslim woman's family started applying pressure on the victim to convert to Islam and follow Islamic principles, like undergoing circumcision, against his will, proving that there was an obvious religious bias in this case. Hence this case has been classified as a religious hate crime. In such cases, a non-Hindu woman is in a relationship with a Hindu man when the force/pressure against the Hindu man to convert his religion begins to manifest. The relationship in such cases is mostly consensual and the religious identity of the perpetrator is known to the Hindu man in the relationship, however, at some point during the relationship, the non-Hindu woman starts to force/pressure the victim to convert his religion and give up his Hindu identity. In such cases, the methods used to force/pressure the victim to convert his religion often revolve around forcing/pressurizing the man to involuntarily consume beef, forced circumcision, forcing/pressurizing to read the Kalma or even pressurizing the victim to do ‘Nikah’, which is marriage under Islamic law, with a prerequisite being conversion to Islam. Cases where the Hindu man consensually converts to Islam in a relationship will be left out of the hate crime database, even though it could be argued in several cases that the conversion was a result of religious brainwashing.
