Case Summary
In the Kushinagar district of Uttar Pradesh, a minor Hindu girl was lured away by a Muslim man. Subsequently, she was forced to convert to Islam and then sexually exploited. The victim was also subjected to mental and physical harassment. The accused's parents actively supported him in coercing the victim to convert. Reports confirm that the incident emerged from the Vishunpura police station area in Kushinagar district. The main accused is identified as Saddam Ali, and his accomplices were his parents, Mazhab Ali and Kalma Ali. The Hindu victim’s father lodged a complaint at the Vishunpura police station on 22nd July 2025, stating that Saddam Ali, a resident of the same village, had lured his 14-year-old daughter away. Police immediately registered a case and began their investigation. A special team was formed on the instructions of Superintendent of Police, Kushinagar, Santosh Kumar Mishra. Police successfully recovered the minor girl on 4th August 2025. During interrogation, the Hindu victim revealed that she had first been forced to convert to Islam, after which she was raped by the Muslim perpetrator. Reports also stated that the victim was subjected to mental and physical torture to persuade her to convert. In this case, Saddam Ali and his parents, Mazhab Ali and Kalma Ali, were arrested. All three were charged under sections 137(2), 87, 64, 352, and 351(2) of the Bharartiya Nyaya Sanhita (BNS). Action was also taken under section 3/5(1) of the Uttar Pradesh Prohibition of Unlawful Conversion of Religion Act, 2021. The arresting team comprised Inspector-in-Charge Anil Singh Yadav, Sub-Inspector Deepak Singh, Constable Mahendra Yadav, Ratnakar Singh, and Woman Constable Komal Tripathi. Superintendent of Police Santosh Kumar Mishra stated that such incidents would not be tolerated under any circumstances. He affirmed that the police remain stringent in protecting girls and combating forced religious conversion.
Why it is Hate Crime ?
This case has been added to the tracker under the primary category- Predatory Proselytisation. Within this, the subcategory selected is- Proselytisation by grooming, brainwashing, manipulation or subtle indoctrination. The tertiary category selected is- 'Rape and sexual assault/harassment', 'Conversion of minor', and 'Family claims grooming'. Religious brainwashing essentially means the often subtle and forcible indoctrination to induce someone to give up their religious beliefs to accept contrasting regimented ideas. Religious grooming or brainwashing also involves propaganda and manipulation. It involves the systematic effort, driven by religious malice and indoctrination, to persuade “non-believers’ to accept allegiance, command, or doctrine to and of a contrasting faith. Cases of such grooming or brainwashing are far more nuanced than direct threats, coercion, inducement and violence. In such cases, it is often seen that there is repeated, subtle and continual manipulation of the victim to induce disaffection towards their own faith and acceptance of the contrasting faith of the perpetrator. While subtle indoctrination is widely acknowledged as predatory, an element which is often understated in such conversions or the attempts of such conversion is the role of loyalty and trust which might develop between the perpetrator and the victim. Fiduciary relationships are often abused to affect such religious conversion. For example, an educator transmitting religious doctrine of a competing faith to a Hindu student. The Hindu student is likely to accept what the teacher is transmitting owing to existence of the fiduciary relationship. The exploitation of the fiduciary relationship to religiously indoctrinate victims would also be included in this category. Since the underlying animosity towards the victim’s faith forms the basis of predatory proselytization, such cases are considered religiously motivated hate crimes. The other subcategory selected is- Harassment, threats, coercion for conversion. Harassment covers a wide range of behaviours of an offensive nature. It is commonly understood as behaviour that demeans, humiliates, and intimidates a person, including threats and coercion. Harassment and threats, in this case, find their root on discriminatory grounds which has the effect of nullifying a person’s rights or infringing upon his freedom to exercise his right specifically owing to the victim’s religious identity. Verbal and physical threats and psychological or physical harassment are often used against Hindu victims because they choose to practice their professed religion. Religious harassment also includes forced and involuntary conversions by harassment, threats or coercion. Coercion includes intimidatory tactics like force-feeding a Hindu victim beef to convert to another religion, forceful circumcision etc. In several cases documented, non-Hindu perpetrators or those who harbour specific animosity towards Hinduism, harass victims simply based on their religious identity. Such cases often also include harassment to ensure the Hindu victim abandons his/her professed religion and adopts the religion of the perpetrator. Such cases where Hindu victims are harassed to convert to the perpetrator’s religion are rooted in animosity towards the victim’s religious identity and are therefore documented as religiously motivated hate crimes. In this case, a Hindu girl was lured away by a Muslim man, after which she was raped and forced to convert to Islam. It is important to highlight that the victim was a minor, which means the element of consent and genuine change of conscience was absent from the outset. Minors, due to their age and lack of maturity, are particularly vulnerable to manipulation and coercion, and they are not equipped to fully comprehend the consequences of converting to another religion. The Muslim perpetrator deliberately targeted and exploited the victim’s vulnerability. As this case exemplifies the use of coercion and manipulation for the purpose of religious conversion, it stands as a blatant act of religious hate. Such cases clearly demonstrate the religiously motivated nature of the crime. The Hindu girl was lured away from her family and community by a Muslim man, an act designed to exploit her vulnerability and undermine her sense of safety as a Hindu. Once isolated, she was pressured to convert to Islam. Such an act is a grave violation of her religious autonomy and dignity, targeting her specifically because of her Hindu identity. These actions are not isolated offences but spring from a deep-seated hostility towards Hindus and the intent to erase their faith and customs, making it an instance of a religiously motivated crime. What makes this crime even more egregious is that the Muslim perpetrator, with the involvement of his parents, raped the victim. Here, rape was used deliberately as a tool to enforce religious conversion, making the Hindu victim endure sexual violence as a means of control and domination. In this context, rape was used as a weapon to break her spirit, force her to convert, and ensure submission, further classifying the crime as one motivated by religious animosity. Beyond the sexual assault, the Hindu victim suffered ongoing mental harassment and physical torture, all intended to force her to adopt Islam. These acts were meant to terrify and oppress her, serving as continuous punishment for her Hindu background, and compelling her to comply with the perpetrator’s demands. Such acts of using force, violence and coercion to convert an individual to another faith clearly showcase the religiously motivated nature of the crime. It is crucial to highlight that the Muslim perpetrator did not act alone; his parents were complicit in the crime. This indicates a well-coordinated effort, not an isolated occurrence, to lure the Hindu victim away, force her to convert, and subject her to physical, sexual, and mental abuse. The concerted nature of these actions shows a deliberate intention to strip a Hindu victim of her faith, establishing this as a religiously motivated hate crime. Given that this case meets multiple parameters of a religiously motivated crime, it is being added to the hate crime database. Disclaimer: Media reports do not mention the exact date when the victim was lured away. Only the date the FIR was filed by the victim’s father—22nd July 2025—is indicated. The case was reported in the media on 5th August 2025. Therefore, for documentation purposes, an indicative date of 22nd July 2025 is being used as the date of the incident. Hinduphobia Tracker records the date when the victim’s ordeal begins, rather than when it is reported by the media.
