Case Summary

In Mahidpur town of Ujjain, a Hindu woman was befriended by a Muslim man named Rizwan. The accused pretended to be a Hindu man named Rahul in order to deceive the woman. When the woman discovered his true identity, she ceased all contact with him. Subsequently, she was subjected to molestation, harassment, and death threats by the Muslim accused. The Hinduphobia Tracker managed to contact the police regarding this case. The police denied the communal aspect. Instead, they referred to this as simply a case of molestation and harassment. According to news reports, the Hindu victim owned a shop, which the accused frequently visited while posing as Rahul. During that time, she was unaware that Rahul’s real name was Rizwan. The accused befriended her and then began stalking her. Thereafter, for the past month, the accused would follow her from the shop and even to her home. He began to stalk her with ill intent. A few days ago, in the evening, while she was returning home from the shop, Rizwan grabbed her hand in the Darji Wakhal area and threatened her with obscene language, demanding, “Why did you stop talking to me?” He further threatened to kill her if she did not resume communication. Following the incident, out of fear, the victim initially told no one, but on 20th July 2025, she disclosed the matter to a relative. Subsequently, they went to Mahidpur police station and filed an FIR against the Muslim perpetrator under sections 354, 294, 506, 323, and 34 of the BNS. Officers from various Hindu organisations were also present with the victim and her family during the registration of the FIR. Akhand Hindu Sena state vice-president Manoj Prajapat, Pappu Vyas, and other activists supported the victim’s family. Following this, the accused, Rizwan, was arrested and was produced in the tehsil court, after which he was remanded to jail.

Why it is Hate Crime ?

This case has been added to the tracker under the primary category- Crimes against women in relationships and other sexual crimes. The subcategory selected is- Man pretends to be Hindu. The tertiary category selected is- Name Changed. When a non-Hindu man pretends to be a Hindu to deceive a Hindu woman into a relationship, the act is seen as triggered by malafide intentions. In some cases, the woman eventually accepts the man’s original religious identity and converts after the man’s identity is revealed. These cases could be argued as cases of religious brainwashing and a result of the pressure a woman feels after getting into a relationship with a man. The woman, it can be argued, also changed her religious identity because of the stigma she believes she might face if she chooses to walk out of a deceptive relationship. However, for the purpose of documenting hate crimes, the cases in this subcategory are limited to those where there is explicit violence aimed at religious conversion against the wishes of the victim (force-feeding beef, blackmailing with intimate videos, rape on refusal to convert, etc), or if the woman herself complains of the man’s religious deception. In such cases, it is established that the deception of the non-Hindu man had a specific aim of religious conversion or targeting of the victim due to her Hindu religious identity, therefore, making it a religiously motivated hate crime. In this case, of Mahidpur, Ujjain, the incident began with a Muslim man, Rizwan, concealing his religious identity by pretending to be Rahul, a Hindu. Such acts of calculated deception are not a casual misunderstanding but a deliberate act to win the trust of a Hindu woman and befriend her. The use of a false Hindu identity created an environment where the woman felt safe, manipulated by the belief that she was forming a friendship with someone from her own faith. The perpetrator deliberately concealed his religious identity, which is a clear manifestation of bias and malicious intent towards the victim's religion. By concealing his true identity, he exploited her trust, targeting her under false pretences. This indicates a premeditated intent to manipulate her based on her religious background. In cases like these, the tactic of adopting a false Hindu identity to manipulate and "ensnare" a Hindu individual is not just an act of personal betrayal; but is also an expression of disdain or disregard for Hinduism and its customs that reflects a deeper animosity towards Hindus and their beliefs. In this case, Rizwan initiated a systematic campaign of stalking and harassment. For a month, he followed her from her shop and even back to her home, making persistent unwanted contact and leering at her with ill intent. These actions were not isolated or impulsive; they constituted stalking, persistent attention that caused the victim anxiety and fear for her safety. Stalking, especially when following the revelation of religious deception, underscores a targeted and premeditated nature against the Hindu woman for her religious identity. Such targeted harassment towards a Hindu woman for her religious identity clearly demonstrates the religiously motivated nature of the crime. Furthermore, the harassment reached a climax when Rizwan molested the woman, grabbing her hand in public and subjecting her to obscene language. He further threatened her with death if she refused to resume contact or conversation with him. Threatening violence and using sexually explicit intimidation towards a Hindu woman for her identity are established hallmarks of hate crimes. This demonstrates a combination of personal malice and religious antagonism, which aligns with the intent criteria for hate crimes. He targeted the Hindu woman because of her rejection based on religious boundaries. Such acts are carried out to coerce and intimidate the victims to comply with the perpetrator's demand, making it an instance of religiously motivated crime. Another point to highlight in this case is that the police denied the communal angle. The police, in many such cases, where the motive behind the crime is obvious but not explicitly mentioned, deny that the crime committed was in any way motivated by a religious bias or say that there was ‘no communal angle’ to the crime. Several factors are generally at play here. Many a time, the police downplay incidents of low-level communal crime because it is their jurisdiction that comes under question. The police also often say that there was ‘no communal angle’ to a crime when there was one because they wish to ensure that, owing to the crime already committed, there is no further flare-up in the area. Likewise, the Left media and the leftist elite are also inclined to emphasise this "no communal angle" trope, especially wherever the victim of the crime is a Hindu. However, only a police statement, for instance, cannot be enough to determine whether there is a communal angle present in the crime that has been committed. In fact, to determine whether the crime is communal or not, we need to give emphasis to the ground realities. For example in the case of Rinku Sharma, the Bajrang Dal activist who was mercilessly stabbed in his house in front of his family members in Delhi’s Mangolpuri area in the year 2021, the leftist media and the leftist ecosystem had tried to peddle that there was no communal angle to the crime. Even the police denied that the crime was communal in nature. However, OpIndia, a news portal, spoke to several people who are on the ground with the family of Rinku Sharma and we were told that the communal tension in the area is palpable. The family of Rinku Sharma has said that the Muslims of the area held a grudge against Rinku ever since he celebrated the Ram Mandir verdict Like the case of Rinku Sharma, those cases where even if the police have denied a communal angle or the leftist media have gone on an overdrive to peddle the ‘no communal angle’ trope, the ground reality, like the victim’s family or relative's testimonies, make it clear that there was an obvious religious bias that led to the crime, will be documented in this tracker. Going by the same logic, the news report confirmed that the Hindu victim was been befriended, harassed, molested, and threatened with death by the Muslim perpetrator who had initially pretended to be Hindu. Since the case details clearly show that the crime was religiously motivated; therefore, we are adding this case to the hate crime database. Disclaimer: Media reports do not specify the exact date when the victim's ordeal began. They state that she disclosed her experiences to her relatives on 20th July 2025, after which a police complaint was lodged. It is also reported that the accused stalked and harassed her for nearly a month. Therefore, for the purposes of documentation, we are using an indicative date of 20th June 2025, even though the media reported the case on 22nd July 2025. Hinduphobia Tracker records the date when the victim's ordeal commenced, rather than when it was reported by the media.
