Case Summary

In Indore, Madhya Pradesh, several Hindu women were targeted by a man named Mukhtar Alam, who posed as a Hindu on social media to lure them. As per reports, the incident came to light after a Hindu woman, employed at a jewellery shop, was befriended by Mukhtar, who originally belonged to Chhindwara. He lured her into a relationship, sexually exploited her, and recorded obscene videos of her. He later used them to blackmail and sexually exploit her further. According to the victim, Mukhtar had been blackmailing her for an extended period. On one occasion, he asked her to meet him at Regional Park, where he engaged in indecent acts and attempted to forcibly remove her clothes. The victim managed to escape and, distressed, informed her brother by phone. Following this, her brother, along with members of the Bajrang Dal, arrived at the scene. A confrontation ensued between the victim’s brother and Mukhtar. The group apprehended Mukhtar, beat him, and handed him over to the police. Bajrang Dal members examined Mukhtar’s mobile phone and discovered chats, photos, and videos involving numerous Hindu women, obtained by creating a fake social media profile under a Hindu name. More than 20 images, videos, and WhatsApp conversations with Hindu women were found. Bajrang Dal activists stated that Mukhtar had created an Instagram account with a false Hindu identity and had been deceiving and exploiting Hindu women for a long time. Following the Hindu woman's complaint, Rajendra Nagar police registered a case of molestation against Mukhtar Alam. The police then launched further investigations into this matter.

Why it is Hate Crime ?

This case has been added to the primary category- Crimes against women in relationships and other sexual crimes. Within this, the subcategory selected is- Man pretends to be Hindu. The tertiary category selected is- Name Changed. When a non-Hindu man pretends to be a Hindu to deceive a Hindu woman into a relationship, the act is seen as triggered by malafide intentions. In some cases, the woman eventually accepts the man’s original religious identity and converts after the man’s identity is revealed. These cases could be argued as cases of religious brainwashing and a result of the pressure a woman feels after getting into a relationship with a man. The woman, it can be argued, also changed her religious identity because of the stigma she believes she might face if she chooses to walk out of a deceptive relationship. However, for the purpose of documenting hate crimes, the cases in this subcategory are limited to those where there is explicit violence aimed at religious conversion against the wishes of the victim (force-feeding beef, blackmailing with intimate videos, rape on refusal to convert, etc), or if the woman herself complains of the man’s religious deception. In such cases, it is established that the deception of the non-Hindu man had a specific aim of religious conversion or targeting of the victim due to her Hindu religious identity, therefore, making it a religiously motivated hate crime. The other subcategory selected is- Brainwashed and/or groomed. Within this, the tertiary category selected is- 'Rape and Sexual Assault/ Harassment' and 'Pattern of targeting Hindu women'. In our database, we have not added incidents where women have converted to another religion of their free will and no allegations of forced/involuntary conversion have been made. However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. However, if the victim is deceased (murdered or otherwise), the case would form a part of this database if her family/friends provided testimony that the victim was brainwashed/groomed to convert her religion. Since these crimes have a distinct religious angle where the victim is being targeted owing to her Hindu religious identity, these cases are considered a hate crime. In this case, the Hindu woman was befriended, lured into a relationship, and sexually exploited by a Muslim man. He recorded obscene videos and used these recordings to blackmail her to exploit her further. At this stage, some may argue that the crime was not necessarily motivated by religious factors, as reports do not indicate that the woman was deceived about the perpetrator's religious identity from the outset. However, upon intervention, it was discovered that Mukhtar Alam had selectively targeted several other Hindu women by masquerading as a Hindu man on social media. His phone revealed chats and obscene photographs and videos of Hindu women, demonstrating a clear pattern of targeting Hindu women by deceiving them about his identity, establishing trust, and then exploiting them sexually and emotionally. This reveals that the crime was not random or opportunistic, but rather driven by religious profiling and systematic exploitation. His repeated focus on Hindu women underscores a pattern of abuse and religion-based targeting. This is particularly concerning given that the Muslim perpetrator used coercion and blackmail as a method to exploit Hindu women. Although some may interpret the acts as opportunistic or isolated, the evidence of selective targeting of Hindu women clearly indicates otherwise. The offences were committed over a prolonged period and involved victims from the same religious group, pointing to an intent to exploit based on religious identity. Another crucial point is that he entrapped several Hindu women by posing as a Hindu on social media, making the religious aspect of the crime further evident. This is a clear manifestation of bias and malicious intent towards the victims’ religion. By concealing his true identity, he exploited their trust and targeted them under false pretences, indicating a premeditated intent to manipulate them based on their religious background. In such cases, the tactic of adopting a false Hindu identity to manipulate and ensnare Hindu individuals is not merely an act of personal betrayal but can also be interpreted as an expression of disregard for Hinduism and its customs, reflecting deeper animosity towards Hindus and their beliefs. Muslim extremists hold the view that the exploitation of non-Muslims, including women, is justified as a religious duty, and that coercive or violent methods are sanctioned under religious pretexts. This case, therefore, involves not only deception and blackmail but also represents a targeted assault against the religious identity of the victims, making it a clear case of a hate crime driven by religiously motivated intentions. Since this case represents more than sexual misconduct and embodies a faith-based hate crime, where religion played a central role in victim selection and abuse, it is being documented in the Hinduphobia Tracker within the hate crime database. Disclaimer: This case involves one confirmed victim whose complaint brought the incident to light. Subsequent investigations indicated that the accused had similarly targeted over 20 other Hindu women. However, since the exact number remains unverified, we have documented the total number of victims as 21 for record-keeping purposes.
