Case Summary

In the Kotri town of Sindh, Pakistan, a Hindu man named Daulat Bagri from the Bagri community was subjected to brutal violence and humiliation by members of the Muslim community, simply for eating at a Muslim-owned restaurant. According to reports, the Hindu man entered and sat down to eat at a roadside restaurant owned by a Muslim man. This enraged the hotel owner, and several other Muslim men present in the restaurant, who confronted him, asking, “How can a Hindu eat here?” They tied his hands and feet with ropes, violently assaulted him, and robbed him of ₹60,000. Despite the victim's repeated cries and pleas for mercy, the attackers continued to assault him, taunting him for daring to eat at 'their' restaurant. A video of the incident also went viral on social media, showing Daulat bound and being beaten, sparking outrage among the Hindu community in Pakistan, who demanded justice and immediate police action. However, the police initially refused to take any action, forcing the victim to approach the District and Sessions Court in Jamshoro. After a petition was filed, the police registered a case against seven accused - Fayaz Ali, Arshad Ali, Moin Ali, Shafi Mohammad, Niaz Dar Mohammad, Ikram, and the hotel owner - but no arrests followed. Human rights activist Dr Sharma condemned the Pakistani government, describing the incident as an act of “religious apartheid” and urged the United Nations Human Rights Council to intervene to protect Hindu and Dalit minorities in Pakistan. The attack highlights the vulnerability that Hindu minorities face in regions like Sindh, where even routine daily activities can provoke violent retaliation by the Muslims. These attacks are often driven by the belief of religious supremacy in Islam, where the lives of Hindus are considered inferior, which can be violated with impunity. The lack of legal protection, complicit silence of the authorities, and systemic failures of the judicial system perpetuate a climate of fear and injustice. Such cases illustrate how Hindu minorities in Pakistan are deliberately targeted for their faith, reinforcing the urgent need for international scrutiny and pressure to ensure the safety, dignity, and human rights of these vulnerable communities.

Why it is Hate Crime ?

This case has been added to the tracker under the primary category of - Attack not resulting in death. The sub-category selected is - Attacked for Hindu identity. In several cases, Hindus are attacked merely for their Hindu identity without any perceived provocation. A classic example of this category of religiously motivated hate crime is a murder in 2016. 7 ISIS terrorists were convicted for shooting a school principal in Kanpur because they got ‘triggered’ seeing the Kalava on his wrist and tilak that he had put. In this, the Hindu victim had offered no provocation except for his Hindu religious identity. The motivation for the murder was purely religious, driven by religious supremacy. Such cases where Hindus are targeted merely for their religious identity would be documented as a hate crime under this category. This case has been added to the tracker because the Hindu man was brutally assaulted by members of the Muslim community, simply for eating at a Muslim-owned restaurant. This constitutes a hate crime because the assault was motivated not by any personal dispute or criminal intent, but solely because of his religious identity. The victim was targeted explicitly for his religious and social identity, for being a Hindu who dared to eat at a Muslim-owned restaurant. The attackers questioned his right to be there, saying, “How can a Hindu eat here?”, which directly reveals the religious bias behind the violence. The attackers' actions, tying him with ropes, beating him mercilessly, robbing him, and humiliating him publicly, were intended to dehumanise and intimidate him as well as send a chilling message to the members of the minority Hindu community, reinforcing social and religious segregation in Pakistan. The police’s initial refusal to take action further reflects the institutional discrimination that Hindus face in Pakistan. Therefore, the crime was not an isolated act of violence but a manifestation of systemic religious hatred and animosity, aimed at asserting dominance over the minority Hindu community. It qualifies as a hate crime because the victim was attacked because of who he was, a Hindu. This incident reflects a deeply entrenched pattern of religiously motivated violence against Hindus in Pakistan. Hindu boys, girls, and women are frequently subjected to brutal acts, including sexual violence, abductions, and forced conversions.
