Case Summary

In Jamnagar, Gujarat, a Hindu woman was raped by a Muslim politician named Mohammad Akram of the Aam Aadmi Party (AAP). The accused also sexually assaulted her minor daughter, aged seven. According to reports, the victim was raped by Akram under the false pretext of marriage for almost three years. He also sexually abused the victim’s seven-year-old daughter. The victim met the accused during the 2022 assembly elections in Jamnagar, where he promised to help her as she was experiencing a difficult time. He lured the victim into a relationship and had sexual intercourse with her on multiple occasions. The accused claimed he was not married and promised to marry her. He also made her undergo an abortion on four occasions. By trusting Akram and his promise to marry her, the victim divorced her husband and began residing with him. Later, Akram told her that he would seek permission from his family to marry her. About a year later, the victim received a call from his wife and mother, who told her that they would only allow her to marry Akram if she agreed to convert to Islam. They also asked her to recite the Kalma and visit the Dargah. The victim also stated that Akram’s family performed black magic on her. The victim filed a complaint with the police, after which a case was registered against the accused at the Jamnagar City A Division Police Station under the relevant provisions of the BNS and the POCSO Act. The police recorded the victim’s statement and began an investigation.

Why it is Hate Crime ?

This case has been added to the tracker under the prime category of 'Crimes against women in relationships and sexual crimes'. Under this, the sub-category chosen is- Forced Conversion before marriage. The tertiary category selected is- 'Forced to follow non-Hindu religious practices' and 'Forced to go to mosque'. In such cases, a non-Hindu man is in a relationship with a Hindu woman when the pressure to convert her religion begins to manifest. In such cases, typically, two patterns emerge. First, when the relationship is consensual, and the religious identity of the perpetrator is known to the Hindu woman in the relationship, however, at some point during the relationship, the non-Hindu man starts to force the victim to convert her religion and give up her Hindu religious identity. The second is when the woman gets into a marriage with the man pretending to share her faith. Later, when the truth is revealed, the man starts pressuring the woman to convert her religion and give up her religious identity. In both the situations, the methods used to force the victim to convert her religion often revolve around force-feeding beef, forcing her to wear hijab, forcing her to read the Kalma or even pressurizing the victim to do ‘Nikah’, which is marriage under Islamic law, with a prerequisite being conversion to Islam. Cases where a Hindu woman consensually converts to Islam in a relationship will be left out of the hate crime database, even though it could be argued in several cases that the conversion was a result of religious brainwashing. The other sub-category is - Torture of family to force woman to convert. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman is forced to convert her religion. Several methods are used for such forced conversion. The non-Hindu man is often documented to issue threats and even employ violence. One of the ways used by such perpetrators is threatening and/or torturing the family members of the Hindu woman to pressure her to convert. The perpetrators in such cases issue threats to harm or torture the family of the woman. In some cases, there is also violence directed towards the family to force the Hindu woman to convert. Such crimes aim to blackmail the victim into changing her religion by inducing fear of harm to her family. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. The other sub-category selected here is- Blackmailed to convert. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman is blackmailed to convert her religion, owing to her religious identity of being a Hindu. Such relationships may be consensual with the religious identity of the non-Hindu man known to the victim, however, there could be cases where the relationship is not consensual and the non-Hindu man starts blackmailing a Hindu woman to convert her religion. In these cases, it is often seen that the Hindu woman is blackmailed with intimate photos and/or videos, threats of harm to her or her family, threats of violence etc. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. In this case, the victim was lured into a relationship by the Muslim perpetrator posing as an unmarried man. The victim was then raped under the pretext of marriage. The woman was then forced to convert to Islam. In this instance, while the Muslim accused did not hide his identity, the nature of the relationship suggests that the Hindu woman was initially led to believe that her faith would not be a barrier to their romantic involvement. Trusting the accused's word, she entered the relationship, during which the Muslim man repeatedly raped the woman under the pretence of marriage. However, his true intentions were exposed when he and his family began pressuring her to convert to Islam. The accused's actions glaringly demonstrate that it was not just about the sexual exploitation of the Hindu woman. The accused desired to strip the victim of her Hindu identity and force her into adopting Islam. These actions are not isolated instances of sexual assault but rather actions rooted in animosity towards the victim's faith. The victim was religiously profiled and lured and sexually assaulted. The second component in this case, which makes it worthy of being documented as a religiously motivated hate crime, is that the Muslim perpetrator tortured the victim's minor daughter. By arm-twisting the victim, the offender attempted to instil fear of harm in her family, specifically her daughter, to coerce her into complying with their demands. The perpetrator targeted the victim and her daughter specifically because of her Hindu faith, manipulated her into a relationship under false pretences, raped her and then pressured the woman to convert to Islam. This highlights a pattern of manipulation and sexual exploitation, all centred around forcing her to change her religious beliefs. Such actions are designed to intimidate, control, and harm the Hindu victims because of their Hindu background. This targeting based on religion, combined with the instances of raping under the pretext of marriage, pressuring the victim to convert to Islam, and sexually assaulting the victim's minor daughter, is what makes this case a hate crime against a Hindu woman and her daughter, and therefore, it is being added to the hate crime database. Disclaimer: Media reports state that the victim’s ordeal began when she met the accused almost 3 years ago, though no exact date or month is provided. To document this case, we have used an indicative date—January 1, 2022—as a placeholder to represent the beginning of her suffering. While media coverage of the incident emerged on May 23, 2025, the Hinduphobia Tracker records the incident based on when the victim’s ordeal began, not when it was reported.
