Case Summary

In the Seelampur area of Delhi, a Dalit Hindu woman accused local Muslims of targeting them based on their religious identity. She stated that local harass Hindu families by throwing meat, bones and eggs at their homes. They also molest Hindu girls in the area, making it impossible for them to get out of their respective houses. The Hindu woman stated that Muslims in the area deliberately misbehave with Hindu women and young girls, and children. She stated that Muslims throw eggs at Hindu homes, especially on Tuesdays. They also consume meat and then discard bones in the vicinity of the Hindu houses. Tuesdays are auspicious in Hinduism mainly due to their association with Lord Hanuman and the planet Mars, both symbolising strength and protection. It is a day of spiritual discipline, fasting, and prayer for health, courage, and overcoming obstacles. The women further expressed fear for their safety and the safety of their children, especially girls, as the Muslim youths blow cigarette smoke on the faces of women and young Hindu girls passing by. "They (Muslims) knock at our doors to harass us. We live under constant fear. We fear that they might accost our daughters and misbehave with them, which is why we do not sleep until they return home. We are afraid to send our children to school," she was heard saying in a viral video. The women were seen protesting with placards reading 'house on sale', and urging the government to help. They stated that the situation made them feel unsafe and that the area had been "turned into Bangladesh".

Why it is Hate Crime ?

This case has been added to the tracker under the primary category of: - Attack not resulting in death. Within it, the sub-category selected is: - Attack for Hindu identity. In several cases, Hindus are attacked merely for their Hindu identity without any perceived provocation. A classic example of this category of religiously motivated hate crime is a murder in 2016. 7 ISIS terrorists were convicted for shooting a school principal in Kanpur because they got ‘triggered’ seeing the Kalava on his wrist and tilak that he had put. In this, the Hindu victim had offered no provocation except for his Hindu religious identity. The motivation for the murder was purely religious, driven by religious supremacy. Such cases where Hindus are targeted merely for their religious identity would be documented as a hate crime under this category. The other sub-category selected is: - Attacked to induce migration from non-Hindu dominated area. There have been cases where the Hindus living in an area, often with a majority dwelling belonging to non-Hindus or those harbouring animosity towards the Hindu faith, the Hindu residents experience threats and violence. The violence is employed with the aim of making the Hindus leave the area and relocate, so the area could be turned into an exclusive ghetto for adherents of the non-Hindu faith or those who harbor animosity towards the Hindu faith. In several cases, the aim of exodus is explicit. However, in several cases, the demand for exodus of Hindu residents is not explicit, however, violence by non-Hindu residents leaves the Hindu residents no option but to leave the area, thereby, turning the area into an exclusive ghetto of non-Hindu residents. In such cases, there are instances violence against the Hindu residents explicitly. For example, in the Hauz Qazi case of 2019, the Muslim residents claimed that mob violence against the Hindu residents had been triggered by a parking dispute. However, the violence did turn religious with a temple being desecrated and was directed specifically against the Hindu residents. The Hindu residents of the area were clear that the violence was religiously motivated and one of the motives was to affect an exodus of the Hindu residents. In such cases, even though the perpetrators have not explicitly expressed the aim of affecting exodus, the given circumstances and violence and precedent point to the intention of exodus and therefore would be categorized under this sub-category. Such crimes are religiously motivated and therefore are hate crimes. This case has been added to the tracker because, as stated by the Dalit Hindu women, Muslim families are deliberately targeting Hindu families in the area, creating an atmosphere of fear and hostility. For example, Muslims deliberately throw eggs, meat and bones at Hindus and Hindu houses. This is done purposefully in order to insult Hindus and the Hindu faith, especially on Tuesday, which is considered sacred by Hindus. These actions were intended to defile the Hindu spaces and provoke/insult them. This is done to send a message that Hindu beliefs have no respect in a Muslim majority area like Seelampur. Furthermore, the harassment of Hindu girls and women, including misbehaving with them and blowing cigarette smoke on their faces, creates a climate of insecurity and fear among the Hindu residents. These incidents collectively form a pattern of intimidation tactics designed to pressure Hindus to leave the area. Previously, in the same area of Delhi, Hindu families had put their houses on sale just to escape this targeted harassment. This trend further proves that this hostility by the Muslims is not incidental but religiously motivated, intending to drive Hindus out of a Muslim majority area. Thus, this case has been added to the tracker.
