Hindu minor groomed and deceived with false identity; forced to convert and consume beef

Case Summary
In Lakhisarai district, a Hindu woman filed a complaint against Kamal Ashraf, a clerk in the education department. The woman, a Block Project Manager (BPM), reported that Ashraf sexually exploited her for 13 years, pressured her to convert her religion, consume beef and subjected her to physical violence. The First Information Report (FIR) stated that Kamal Ashraf worked as a clerk at a high school in Alinagar, where he met the victim. Their relationship developed from friendship to intimacy. In 2012, Ashraf used the false name Sumit Kumar and promised to marry the then 16-year-old girl. He took her to Munger, Jamui, and Asansol, where he repeatedly abused her. In 2014, the victim became pregnant. Ashraf refused to allow an abortion and recorded a court statement expressing his intention to marry her. However, the marriage never took place. Later, Ashraf revealed his true identity and demanded that she convert to Islam before marriage. When she refused, the harassment and violence increased. On 20 February 2025, Ashraf and three colleagues pressured the victim to have a physical relationship with another teacher, Ibrahim Ahmad, also known as Shamshad Alam. When she refused, they physically assaulted her. The victim also described an incident on 12 September 2024, when she was beaten severely for refusing to pray namaz, eat beef, or convert her religion, resulting in fractures to her left hand and leg. Following her statement, police registered a case against Kamal Ashraf, Ibrahim Ahmad, and two unidentified individuals. Superintendent of Police confirmed that the investigation was ongoing and assured swift action.
Why it is Hate Crime ?

In such cases, a non-Hindu man is in a relationship with a Hindu woman when the pressure to convert her religion begins to manifest. The relationship in such cases is mostly consensual and the religious identity of the perpetrator is known to the Hindu woman in the relationship, however, at some point during the relationship, the non-Hindu man starts to force the victim to convert her religion and give up her Hindu religious identity. In such cases, the methods used to force the victim to convert her religion often revolve around force-feeding beef, forcing her to wear hijab, forcing her to read the Kalma or even pressurizing the victim to do ‘Nikah’, which is marriage under Islamic law, with a prerequisite being conversion to Islam. Cases where a Hindu woman consensually converts to Islam in a relationship will be left out of the hate crime database, even though it could be argued in several cases that the conversion was a result of religious brainwashing. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman faces threats or assault after she refuses to convert and change her religious identity owing to pressure/force by the non-Hindu man. Such relationships may be consensual with the religious identity of the non-Hindu man known to the victim. Somewhere along the relationship, the non-Hindu man starts pressurizing the Hindu woman to convert to Islam and upon her refusal, assaults or threatens the victim. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. Cases where the Hindu woman converts to Islam and does not file a complaint about the force or threat, are not considered a part of the hate tracker, even though, it may be argued that the woman was brainwashed or threatened to convert to Islam. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman faces pressure/threats/violence to convert and change her religious identity by the non-Hindu man. Such relationships may be consensual with the religious identity of the non-Hindu man known to the victim. Somewhere along the relationship, the non-Hindu man starts pressuring the Hindu woman to convert. In some of these cases, the association could be non-consensual as well or, the religious identity of the non-Muslim man could be previously unknown to the Hindu victim. As the case may be, in such cases, the non-Hindu man forces himself sexually on the Hindu woman when she refuses his advances and pressures to convert her religion. The rape of the woman is often seen as either a punishment for the woman refusing to convert. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. In cases like these, the tactic of adopting a false Hindu identity to manipulate and "ensnare" a Hindu individual is not just an act of personal betrayal but can also be interpreted as an expression of disdain or disregard for Hinduism and its customs that reflects a deeper animosity towards Hindus and their beliefs, and this is why this case has been added here. Further, the grooming of a minor highlights a deliberate attempt to exploit her vulnerability and manipulate her into a relationship that was inherently abusive. This manipulation was not just about personal gain but also involved a religious dimension, as the perpetrator sought to control her religious beliefs and practices. It is important to mention here that the details of this case reveal that the victim was a minor when her exploitation began, indicating a lack of consent and a genuine change of conscience. It is a well-established fact that children are more susceptible to manipulation since they are still developing emotionally, cognitively, and socially. Their brains are not fully mature, making them more vulnerable. This case demonstrates a calculated strategy of targeting those who are less able to resist or understand the long-term implications of conversion, making it a significant case of religious-motivated hate crime. The demand for religious conversion and the insistence that marriage would only occur if she adopted Islam demonstrate a clear bias against her original faith. This coercion, combined with the forced consumption of beef—a deliberate act to undermine her dietary and religious practices—shows a targeted attack on her religious identity. Such actions are characteristic of hate crimes, which involve violence or intimidation motivated by prejudice against a particular group or identity. The use of religious conversion as a condition for marriage and the violent response to her refusal further underscore the hate crime element. The repeated sexual violence, including rape, in this context, is also a hate crime because it was perpetrated with a specific intent to degrade and humiliate the victim based on her religious background. The combination of these acts—grooming, deception, forced religious practices, and sexual violence—demonstrates a pattern of behaviour that is motivated by hatred towards her religious identity. This pattern aligns with the definition of hate crimes, which are committed with bias or prejudice against a particular group or identity.
