Case Summary
In Bhilwara, Rajasthan, a Dalit Hindu woman, along with her minor daughter were raped, pressured for religious conversion and nikah (Islamic marriage) by a Muslim man named Shaukat Mansoori. According to the complaint filed by the victim on 22 December 2025, Shaukat Mansoori (54), son of Jabbar Mansoori and a resident of Mehtab Ki Tal, Junavas (Pinjara), came to her house approximately one and a half months prior to filing her complaint. He then threatened her with a knife, raped her, and took obscene photographs. When the victim screamed and attempted to escape, he attacked her with a knife, causing injuries to her left hand. Following this, he repeatedly blackmailed and intimidated her, forcibly extorted ₹20,000 and a pair of silver anklets. Around fifteen days before the complaint was filed, he returned to her home in the Bapunagar area and raped her again after threatening to kill her. In the days preceding the registration of the case, the accused persistently pressured the victim to convert from Hinduism to Islam and undergo nikah with him, while issuing threats to kill her and her minor daughter if she refused. The accused also pressured the victim’s minor daughter to convert to Islam and sexually exploited her. Based on the complaint, police registered offences under multiple sections, including the POCSO Act and the SC/ST Act, and formed a special investigation team under senior supervision. As of the date of writing this report, the accused was arrested by the police while further investigation was ongoing.

This exploitation was not random acts of crime; rather, it functioned as a religiously motivated tool aimed at humiliating, and dominating a Hindu girl because of her faith. The target was not the victim as an individual, but her Hindu identity. The specific focus on her Hindu identity in the commission of these acts highlights the religious hatred underlying the crime, making it a religiously motivated offence. Fourth, it is further important to note here that the victim daughter was a minor, which means the element of consent and genuine change of conscience was missing ab initio. Minors, due to their young age and lack of maturity, are particularly vulnerable to manipulation and coercion. They may not have the ability to fully understand the implications of converting to another religion, and the Muslim perpetrator purposely targeted and exploited this vulnerability of the victim. This systematic attempt to erode the religious foundation of individuals and replace it with allegiance to another faith reflects deep religious malice and animus against the Hindu identity.
