Hindu couple harassed, tortured, and humiliated by Muslim police officer for filing complaint against members of the Muslim community
Case Summary
In the Khurja area of Bulandshahr, Uttar Pradesh, a Hindu woman and her husband were abused, assaulted, and humiliated by a Muslim police officer, Sub-Inspector Ikram Ali, after they filed a case against four Muslim individuals who had abducted, raped, tortured, and forcibly attempted to convert the Hindu woman. According to the victim, who had been working in a private company, she initially came into contact with one of the accused through Instagram. This man gradually introduced her to the other perpetrators. They kidnapped her, drugged her, and held her hostage. During captivity, she was subjected to brutal torture and physical assault while the perpetrators gang-raped her. They repeatedly pressured her to convert to Islam and forced her to wear a burqa. When she finally managed to escape and approached the police, her suffering only deepened. She filed a complaint detailing her ordeal; however, SI Ikram Ali, who was handling her case, refused to take any action, nor was her medical examination conducted. Meanwhile, her husband had filed a missing persons case while she was in captivity. When the victim was able to contact her husband, he went to the police station and questioned SI Ikram Ali as to why the police had not informed him, since he had also filed a complaint and the victim was now in the police station. Angered by this questioning, SI Ikram Ali assaulted the victim’s husband and verbally abused him, insisting that the victim had gone on her own and was falsely defaming the Muslim community by mentioning conversion. He rhetorically mocked the case, saying, "ek burqa pehna diya to dharm change kr diya iska” (Just because they made her wear a burqa, does that mean her religion is changed). SI Ikram Ali, along with another police officer, subjected the victim and her husband to continuous harassment and physical abuse. In one instance, Ikram Ali called the victim and falsely claimed that a case of fraud had been registered against her husband solely to intimidate her. While interrogating her about the crime, he questioned her in an indecent and humiliating manner, asking where the Muslim perpetrators had touched her. He also demanded a bribe of ₹1.2 lakh to arrest the accused and even forced her to touch his feet to further degrade her. When she managed to arrange only ₹50,000, SI Ikram Ali sexually exploited the victim. The victim's husband sustained serious injuries from the beatings and eventually reached a point where he struggled to walk or sit properly. Due to this harassment, the victim's husband left her, saying that due to her case, he would have to face police brutality and abuse in future. When she tried to approach the senior police officer, she was blocked and threatened with dire consequences and warned that her husband would be framed in a false case. She eventually managed to reach the SSP office with an application. Following her complaint at the Integrated Grievance Redressal System, SI Ikram Ali and his accomplice were suspended, though senior officers said that she had changed her statements multiple times and was unwilling to file a formal written complaint naming the policemen, complicating departmental action. He forced her to touch his feet, using humiliation as a weapon to break her psychologically and assert dominance. Such actions stem from a mindset of Islamic supremacy, wherein Hindus are viewed as religiously and socially inferior. Thus, the act of forcing her to touch his feet and the sexual exploitation functioned as a punitive display of dominance—targeting not only the individual but the wider Hindu community.
