Case Summary

In the Garhwa district of Jharkhand, a minor Hindu girl was lured, offered inducements and abducted by a 25-year-old Muslim man named Iqbal Ansari. According to reports, the victim came into contact with the accused, when she visited her aunt’s house in Pratappur Pasta area around two weeks prior to her abduction. During this time, the accused befriended her and lured her with various inducements. After this the victim returned to her home. After returning to her home, the victim was again contacted by the accused, who, on the night of Chhath Puja, went to her village, called her out, and abducted her with the intention of forcibly marrying her. When the victim's family discovered her absence, they lodged a written complaint at Ranka police station. Acting on the complaint, Station House Officer Ravi Kumar Kesari registered an FIR and launched a search operation. Subsequently, the minor girl was traced and rescued from Dehri On Sone railway station, and Iqbal Ansari was arrested shortly thereafter. The accused was later sent to jail.

Why it is Hate Crime ?

The category selected here is- Predatory Proselytisation. The subcategory selected under this is- Proselytisation by grooming, brainwashing, manipulation or subtle indoctrination. Religious brainwashing essentially means the often subtle and forcible indoctrination to induce someone to give up their religious beliefs to accept contrasting regimented ideas. Religious grooming or brainwashing also involves propaganda and manipulation. It involves the systematic effort, driven by religious malice and indoctrination, to persuade “non-believers’ to accept allegiance, command, or doctrine to and of a contrasting faith. Cases of such grooming or brainwashing are far more nuanced than direct threats, coercion, inducement and violence. In such cases, it is often seen that there is repeated, subtle and continual manipulation of the victim to induce disaffection towards their own faith and acceptance of the contrasting faith of the perpetrator. While subtle indoctrination is widely acknowledged as predatory, an element which is often understated in such conversions or the attempts of such conversion is the role of loyalty and trust which might develop between the perpetrator and the victim. Fiduciary relationships are often abused to affect such religious conversion. For example, an educator transmitting religious doctrine of a competing faith to a Hindu student. The Hindu student is likely to accept what the teacher is transmitting owing to existence of the fiduciary relationship. The exploitation of the fiduciary relationship to religiously indoctrinate victims would also be included in this category. Since the underlying animosity towards the victim’s faith forms the basis of predatory proselytisation, such cases are considered religiously motivated hate crimes. The second subcategory selected is- Conversion/attempts to convert by inducements. Predatory Proselytisation is not just limited to threat, harassment, force and violence, but it also has contours of stealth. In several cases, the Hindu victim is exploited to convert, with non-Hindus taking advantage of their poverty. In such cases, the Hindu victim who is suffering financially is offered monetary benefits, including lucrative offers for jobs, health treatment, education, etc, to induce the victim into changing his/her religion. In such cases, the religious identity of the victim and the aim to disenfranchise him from his faith form the heart of the crime. Also, taking advantage of and exploiting an individual’s economic vulnerabilities is widely acknowledged as exploitation, forms of which are often penalised by law. Such cases therefore are considered religiously motivated hate crimes since the victim’s religious identity forms the very heart of the crime itself. This case represents a clear instance of predatory proselytisation targeting a vulnerable minor Hindu girl through grooming, manipulation, and inducements. The accused deliberately established contact with the victim, gradually gaining her trust, and lured her with promises and emotional manipulation — a classic pattern observed in faith-based grooming operations where the ultimate goal is to bring Hindu women under Islamic influence through deception and coercion. The interaction began innocently when the minor visited her aunt’s house, during which the accused deliberately sought to form a relationship. Such calculated engagement of minors constitutes a form of psychological grooming, where the perpetrator carefully conditions the victim emotionally before initiating coercive acts. By offering inducements and attention, the accused created a false sense of security and dependence, which he later exploited to abduct her. The act of abduction on the night of Chhath Puja, a deeply sacred Hindu festival, was not coincidental — it symbolised a deliberate act of defiance and disrespect toward the victim’s faith and family. The perpetrator’s stated intention to forcibly marry the girl indicated a premeditated plan to convert her under the guise of marriage, a recurring tactic in such cases of predatory proselytisation. In Islamic law, marriage between a Muslim man and a non-Muslim woman is generally not recognised as valid unless the woman first converts to Islam. Conversion, therefore, becomes a prerequisite for the union, serving not as an act of faith but as a condition of acceptance and subordination. This theological principle is often exploited by radical elements who use relationships and marriage proposals as tools of religious coercion, masking conversion behind the illusion of affection or companionship. In this case, the accused’s intention to marry the Hindu minor was not rooted in genuine emotional attachment but in an ideological motive to assimilate her into his faith. The process of luring, manipulating, and abducting her reflected a deliberate attempt to erase her Hindu identity and impose an Islamic one — an act of religious domination disguised as personal choice. By invoking marriage as the end goal, the perpetrator effectively sought to legitimise conversion through social and cultural means, transforming what appeared to be a personal crime into a structured act of religious coercion. This method, observed repeatedly in similar incidents, represents the intersection of patriarchal control and religious supremacy, where the victim’s body and faith become instruments through which ideological conquest is achieved. This case also reflects the secondary subcategory of conversion or attempted conversion by inducements. By offering emotional or material incentives, the perpetrator sought to influence the victim’s decisions and weaken her resistance, thereby using vulnerability as an entry point for religious domination. The lure of affection, promises of security, or financial aid often functions as a subtle yet powerful tool of indoctrination, particularly when directed at minors who lack the maturity to discern manipulation. In this specific case, it is evident from the details that the Hindu victim was a minor, which means the element of consent and genuine change of conscience was missing ab initio. It is a well-established fact that children are more susceptible to manipulation since they are still developing emotionally, cognitively, and socially. Their brains are not fully matured, making them more vulnerable to influence and less capable of critically evaluating information or intent. Moreover, subtle manipulation tactics can be difficult to detect, especially when they are employed by individuals posing as trustworthy or affectionate figures. This makes it challenging for families to identify and address such cases of religious manipulation in time. Since the underlying offence in this case was committed against a child belonging to the Hindu faith and involved subtle tactics of indoctrination stemming from a clear bias against Hinduism, this case has been documented as a hate crime. The act was not only an assault on the personal freedom of a minor but also a targeted attempt to undermine the religious identity of a Hindu child through deceit, inducement, and coercion — all hallmarks of predatory proselytisation. This case underscores a growing and deeply concerning pattern of faith-based exploitation, where conversion is pursued not through free will or spiritual conviction but through deception, inducement, and psychological manipulation — reflecting both religious bias and supremacist intent. Disclaimer: It is important to note that none of the media sources covering this case has specified the exact date when the victim’s ordeal began. However, reports mention that she came into contact with the accused approximately two weeks before her abduction. Since the abduction took place on the night of Chhath Puja—29 October 2025—we have used 14 October 2025 as an indicative placeholder to represent the beginning of her suffering. While media coverage of the incident appeared later, the Hinduphobia Tracker documents the case based on when the victim’s ordeal began, rather than when it was reported.
