Case Summary

A Hindu woman was deceived and exploited by a Muslim man who concealed his identity and pretended to be a Hindu in Pachhwadun, Dehradun, Uttarakhand. The accused, who posed as a Hindu named Sameer Chaudhary alias Sam, trapped the woman in a false relationship by promising marriage. Over time, he gained her trust, only to later betray and torment her. The woman stated that their acquaintance began as friendship, which gradually turned into love. Sameer repeatedly promised to marry her and appeared supportive during her difficult times. However, when she became pregnant, his conduct changed drastically. He threatened to kill her, physically assaulted her, and tried to force her to consume beef. When she refused, he pressured her to accept money and withdraw her complaint. After discovering his real identity, the victim faced constant threats not only from the Muslim man but also from his family, who attempted to suppress the matter through financial offers. The woman also mentioned the involvement of a village head who helped in pressuring her to stay silent. Outraged by the incident, members of Hindu organisations demanded strict legal action. Acting on the complaint, police registered a case against the main Muslim accused, the village head, and three others. Special teams were formed to locate and arrest the culprits. Vikasnagar Circle Officer Bhaskar Lal Sah confirmed that raids were underway. Local Hindu leaders, including Girish Dalakoti, stated that the case wass part of a broader pattern of deliberate demographic change. He said similar cases had surfaced earlier and raised concerns about possible external funding driving such targeted acts of deceit against Hindu women.

Why it is Hate Crime ?

The primary category in this case is: Crimes against women in relationships and other sexual crimes. The first subcategory under this is: Man pretends to be Hindu. The tertiary category under this is: Name Changed. When a non-Hindu man pretends to be a Hindu to deceive a Hindu woman into a relationship, the act is seen as triggered by malafide intentions. In some cases, the woman eventually accepts the man’s original religious identity and converts after the man’s identity is revealed. These cases could be argued as cases of religious brainwashing and a result of the pressure a woman feels after getting into a relationship with a man. The woman, it can be argued, also changed her religious identity because of the stigma she believes she might face if she chooses to walk out of a deceptive relationship. However, for the purpose of documenting hate crimes, the cases in this subcategory are limited to those where there is explicit violence aimed at religious conversion against the wishes of the victim (force-feeding beef, blackmailing with intimate videos, rape on refusal to convert, etc), or if the woman herself complains of the man’s religious deception. In such cases, it is established that the deception of the non-Hindu man had a specific aim of religious conversion or targeting of the victim due to her Hindu religious identity, therefore, making it a religiously motivated hate crime. Second subcategory under this is: Forced conversion before marriage. The tertiary category under this is: Forced to eat beef. In such cases, a non-Hindu man is in a relationship with a Hindu woman when the pressure to convert her religion begins to manifest. In such cases, typically, two patterns emerge. First, when the relationship is consensual, and the religious identity of the perpetrator is known to the Hindu woman in the relationship, however, at some point during the relationship, the non-Hindu man starts to force the victim to convert her religion and give up her Hindu religious identity. The second is when the woman gets into a marriage with the man pretending to share her faith. Later, when the truth is revealed, the man starts pressuring the woman to convert her religion and give up her religious identity. In both the situations, the methods used to force the victim to convert her religion often revolve around force-feeding beef, forcing her to wear hijab, forcing her to read the Kalma or even pressurizing the victim to do ‘Nikah’, which is marriage under Islamic law, with a prerequisite being conversion to Islam. Cases where a Hindu woman consensually converts to Islam in a relationship will be left out of the hate crime database, even though it could be argued in several cases that the conversion was a result of religious brainwashing. Third subcategory under this is: Assault or threat upon refusal to convert. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman faces threats or assault after she refuses to convert and change her religious identity owing to pressure/force by the non-Hindu man. Such relationships may be consensual with the religious identity of the non-Hindu man known to the victim. Somewhere along the relationship, the non-Hindu man starts pressurizing the Hindu woman to convert to Islam and upon her refusal, assaults or threatens the victim. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. Cases where the Hindu woman converts to Islam and does not file a complaint about the force or threat, are not considered a part of the hate tracker, even though, it may be argued that the woman was brainwashed or threatened to convert to Islam. Fourth subcategory under this is: Brainwashed and/or groomed. The tertiary category under this is: Rape and sexual assault/harassment. In our database, we have not added incidents where women have converted to another religion of their free will and no allegations of forced/involuntary conversion have been made. However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. However, if the victim is deceased (murdered or otherwise), the case would form a part of this database if her family/friends provided testimony that the victim was brainwashed/groomed to convert her religion. Since these crimes have a distinct religious angle where the victim is being targeted owing to her Hindu religious identity, these cases are considered hate crimes. This case has been included in the Hinduphobia Tracker because it represents a deliberate and systematic targeting of a Hindu woman based on her religious identity, carried out through deception, coercion, and psychological abuse. The accused, a Muslim man, intentionally disguised his religious identity to mislead the victim into a romantic relationship with the ultimate objective of manipulating her faith and agency. The deception was not incidental but purposeful, forming the foundation of the crime and revealing the underlying religious motivation. The man’s concealment of his real name and identity as a Muslim, coupled with his adoption of a Hindu alias, reflects a premeditated attempt to infiltrate the victim’s social and religious space. Such acts of impersonation are not isolated romantic frauds; rather, they are part of a broader pattern of ideologically driven targeting of Hindu women for religious conversion through emotional entrapment. In this case, the deceit extended into coercion when the victim became pregnant, and the perpetrator’s behaviour shifted from feigned affection to overt violence and intimidation. His threats to kill her, his attempt to force her to eat beef, and his use of physical assault collectively demonstrate an effort to degrade and humiliate her religious identity, coercing submission through sacrilegious acts. The forced imposition of beef consumption is especially significant as it constitutes a direct violation of Hindu religious beliefs and an act of desecration intended to spiritually and psychologically harm the victim. This act is not merely a form of abuse but a symbolic expression of religious contempt. The perpetrator sought to compel the victim to renounce her faith through acts that desecrate the core tenets of her religion, thereby establishing the religious animus underlying his actions. Such behaviour converts an otherwise interpersonal crime into a hate crime motivated by hostility towards Hinduism and its followers. The subsequent threats and pressure to withdraw the complaint further show an organised pattern of suppression, involving not only the accused but also his family and the local village head. This collective intimidation underscores a network of complicity that operates to silence Hindu victims of religiously motivated exploitation. The use of money to coerce a settlement indicates an attempt to neutralise legal consequences and suppress exposure, a tactic often observed in hate crimes where the victim’s suffering is treated as a private inconvenience rather than a matter of public justice. The involvement of local Hindu organisations and community leaders highlights that the crime is perceived not as an isolated act but as part of a recurring pattern of demographic manipulation and targeted victimisation. Their statement about deliberate demographic change and possible external funding indicates a broader socioreligious concern, that such incidents are tools of demographic engineering rooted in religious supremacist ideologies that seek to undermine Hindu social fabric through individual exploitation. In this context, the case qualifies as a hate crime against Hindus because the violence, deception, and coercion were directed specifically at a Hindu victim due to her religious identity. The exploitation of emotional vulnerability, the symbolic desecration of Hindu beliefs, and the attempt to erase her faith through forced acts of religious violation are all indicative of animosity towards Hinduism itself. This case, therefore, represents not only a crime against a woman but also an assault on her right to religious identity, dignity, and faith, motivated by a deep-seated prejudice against Hindu belief and existence. Disclaimer: It is important to clarify that none of the media sources covering this case has specified the exact date on which the ordeal of the victim started. Therefore, for documentation purposes, we have recorded the date based on when the incident was reported in the media. Disclaimer: The number of perpetrators in this case has been recorded as five, as the FIR names the Muslim man, the village head, and three others as accused.
