Case Summary

In Ujjain, Madhya Pradesh, a Hindu family was brutally attacked by a group of armed Muslim men for merely chanting the slogan 'Jai Shri Ram,' a Hindu religious chant. The attack was carried out by an armed group of Muslims. This attack further escalated communal tensions between Hindus and Muslims in the area. According to media reports, the victims were identified as Narayan Singh, his brother Raghuveer, and a woman from Narayan's family. In total, three people were injured. The incident occurred when a few Muslim men passing by Narayan's house heard him chanting the 'Jai Shri Ram' slogan. Following this, the men returned with more Muslim accomplices and attacked Narayan's house. They were armed with rods, knives, and swords. Narayan and his brother were brutally injured. When the woman in the family attempted to intervene, she was physically assaulted as well. The injured were admitted to the hospital, where their condition remained stable. Following the attack, Hindu organisations arrived at the scene, which led to clashes between the Hindus and the Muslims. The police were alerted to the incident and arrived promptly. They took swift action and managed to control the situation before it escalated further. Afterwards, the police patrolled the affected areas. Subsequently, eight Muslim attackers were arrested: Asif, Salman, Sonu, Kader, Bheru, Chotu, Shadab, and another individual. Following this, the police began searching for the remaining attackers.

Why it is Hate Crime ?

This case has been added to the tracker under the primary category- Attack not resulting in death. Within this, the subcategory selected is- Attacked for Hindu identity. In several cases, Hindus are attacked merely for their Hindu identity without any perceived provocation. A classic example of this category of religiously motivated hate crime is a murder in 2016. 7 ISIS terrorists were convicted for shooting a school principal in Kanpur because they got ‘triggered’ seeing the Kalava on his wrist and tilak that he had put. In this, the Hindu victim had offered no provocation except for his Hindu religious identity. The motivation for the murder was purely religious, driven by religious supremacy. Such cases where Hindus are targeted merely for their religious identity would be documented as a hate crime under this category. The other subcategory selected in this case is- Communal Clash/Attack. Communal clash is a form of collective violence that involves clashes between groups belonging to different religious identities. For a communal clash between Hindus and non-Hindus to qualify as a religiously motivated hate crime, the trigger of the violence itself would have to be anti-Hindu in essence. For example, if there is a Hindu religious procession that comes under attack from a non-Hindu mob and after the initial attack, Hindus retaliate in self-defence, leading to a communal clash between the two religious communities. While at a later stage, both communities are involved in the clash/violence, the initial trigger of the violence was by the non-Hindu mob against the Hindus and therefore, it could safely be termed as an anti-Hindu violence. Further, the trigger would also have to be religiously motivated. In the cited example, the attack by the non-Hindu mob was against religious processions and therefore, can be concluded to be religiously motivated. In some cases, the trigger may be non-religious, however, it develops into religious violence against Hindus at a later stage. In such cases too, the foundational animosity towards Hindus becomes the motivating factor of the crime and therefore, it would be classified as a religiously motivated hate crime against Hindus under this category. This incident clearly constitutes a hate crime against Hindus, demonstrated by several factors. Firstly, the Muslim perpetrators were visibly triggered by the mere chanting of the slogan "Jai Shri Ram. This reaction itself signifies a deep-seated animosity towards this Hindu religious slogan. "Jai Shri Ram" translates to "Victory to Lord Ram" or "Hail Lord Ram," Lord Ram being a revered deity symbolising virtue, justice, and righteousness in Hinduism. For millions, invoking this slogan is an expression of religious identity and devotion. The attack, in this case, was unprovoked as the benign Hindu devotee was merely chanting the religious slogan. The fact that the perpetrators reacted violently to this chant shows their hostility and hatred towards Hinduism and the Hindu community, as symbolised by "Jai Shri Ram." Secondly, after being provoked by the slogan, the Muslim perpetrators returned with more Muslim accomplices armed with rods, knives, and swords and brutally attacked the victim’s home. The disproportionate and extreme use of violence over the mere chanting of a religious slogan reveals that the Hindu family was targeted because of their religious identity and their overt expression of it with "Jai Shri Ram." Such violence clearly indicates intent motivated by religious hatred, making this incident an example of a religiously motivated crime. Thirdly, "Jai Shri Ram" has, in recent decades, become more than just a religious chant; it has also evolved into a trope or rallying cry used to identify and target Hindus politically and socially. It serves as a marker of Hindu identity, and Muslim extremists who hate this identity have committed violent acts against those chanting the slogan. Fourthly, the fact that the Muslim mob was armed and deliberately brought more people to the Muslims demonstrates that this was not an isolated act; rather, it was a premeditated effort to inflict severe harm on the Hindu family because of their loud and public expression of their Hindu faith through this slogan. The organised nature of the attack further supports that it was motivated by religious animosity. Given these points, this case fits the parameters of a religiously motivated hate crime. The attack targeted the victims specifically due to their Hindu identity and the display of their faith. Accordingly, this incident is being added to the hate crime database as an instance of hatred and violence against the Hindu community. Disclaimer: Media reports state that eight Muslims have been arrested in connection with this incident, and they also mention that the police are actively searching for other perpetrators. This indicates that more individuals were involved in the attack who have not yet been apprehended. However, since the exact number of perpetrators has not been specified, a conservative estimate of 8 arrested perpetrators is being used for the purpose of documentation.
