Case Summary

In Darbhanga, Bihar, a minor Hindu girl was abducted by a Muslim man named Hizbul Rehman, also known as Arzoo. The accused had also harassed and threatened the victim and her family. According to news reports, a video surfaced showing the minor girl being kidnapped by the accused in broad daylight. The footage showed the girl walking with a child, her nephew. Suddenly, she began running through a field with the child. Then the Muslim accused arrived there on a motorbike and stopped her. He attempted to force the girl onto the bike. Although she tried to resist, the Muslim perpetrator picked her up and placed her on the bike. He then sat behind her and drove away. According to the victim's father, his daughter was returning home from their shop at around 5 pm when Hizbul Rehman abducted her from Shyampur Road. The victim's nephew alerted the family about the incident. The family immediately began searching for the girl but were unable to find her. Following this, they lodged an FIR at the Alinagar police station regarding the kidnapping. Nineteen hours later, the police arrested the accused and recovered the girl from a house in a village in the Jamalpur police station area. Reports also stated that prior to her abduction, the victim had submitted an application at the police station on 28th July 2025, stating that on 27th July 2025, at around 10 am, she had been sitting at her shop when the accused, Hizbul Rehman, approached her and asked for milk. When she told him that there was no milk, he began to abuse her. He entered the shop, misbehaved with her, tore her clothes, forcibly dragged her by the neck, and took ₹2,000 cash before leaving. He also simultaneously issued her threats. The victim's family also stated that the accused had vandalised two freezers in the shop, causing damage worth over ₹60,000. Afterwards, he arrived at the victim's house armed with a pistol and misbehaved with her other sister. When the family protested, he threatened them with death. The family also noted that the accused had previously pelted stones at their house. The family and local villagers demanded that the Senior Superintendent of Police and the District Magistrate take strict legal action against the accused, Hizbul Rehman.

Why it is Hate Crime ?

This incident showcases several hallmarks of a possible hate crime against the Hindu victim and her family, rooted in their religious identity. While there was no clear or explicitly stated religious motivation, the central act, the abduction of a minor Hindu girl by a Muslim man, raised serious concerns about the presence of religious animosity. There is a well-established precedent of similar incidents where Hindu girls have been targeted by Muslim perpetrators due to deep-seated hostility towards their faith and community. In such cases, Hindu girls are subjected to sexual exploitation, physical assault, and forced to convert to Islam. Further intensifying these suspicions were the perpetrator’s previous actions. He had already harassed the girl, stripped her, and subjected her to physical violence, including dragging her and stealing money. He then went on to threaten her family and behaved inappropriately with her sister, escalating both the violence and intimidation. Repeated targeting and escalation, set against the backdrop of the perpetrator’s and victims’ religious identities, suggest that these acts could have been driven by religious animosity or prejudice. However, since there is no direct religious motivation behind this crime, and neither the victim nor her family have pointed out a religious motive, therefore, this case is currently being added to the Undecided Database. If any further information emerges displaying a religious motivation behind the crime, then this case will be added to the hate crime database. Disclaimer: In this case, the media reports do not mention the total number of family members who were also victims; they only specify the minor girl, her father, and her sister. Therefore, for documentation purposes, we have recorded the victim count as '3'.
