Case Summary

In a village within the Piparpur police station area of Amethi district, Uttar Pradesh, a minor Hindu girl was lured into a relationship by a Muslim man named Haider Ali. The accused, together with his accomplice, Ajit Pal, enticed the girl away from her home and took her to Hyderabad. The victim was then raped and forced to convert to Islam and marry him in a Nikah ceremony. The Hinduphobia Tracker in this case spoke to SHO Piparpur police station, Ramraj Kushwaha, who confirmed that the victim was a minor Hindu girl. He also stated that both accused were arrested by the police. According to media reports, the Hindu victim went missing from her home on the night of 9th June 2025. Her family made extensive efforts to find her, but she could not be located. Approximately fifteen days later, on 28th June 2025, the family registered a missing person report with the police. However, the police made no particular effort after registering the report, and the girl remained missing. According to her family, the girl returned home in a distraught state on the night of 25th July 2025. At that time, the girl was traumatised and she was unable to communicate what had happened. After regaining her composure, she recounted her ordeal. The girl explained that Haider Ali had enticed her into a relationship. On the day of the incident, acting on Haider Ali’s threats, Ajit Pal lured her from her home and took her to his room in Hyderabad. After keeping her there for several days, he handed her over to Haider Ali. Haider Ali then assaulted her, forced her to convert to Islam, and coerced her into marrying him; he also raped her during this period. One day, when she pleaded with Ajit Pal in Haider Ali’s absence, he released her near her home and fled from the scene. After this, her family submitted a formal complaint to the police after hearing about her ordeal. The police subsequently amended the previously registered missing person case to include criminal charges. On the complaint of the victim’s brother, the police registered a case against both youths under Sections 137(2), 87, 115(2), and 5(1) of the BNS. Following this, the Hindu victim was sent for medical examination.

However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. However, if the victim is deceased (murdered or otherwise), the case would form a part of this database if her family/friends provided testimony that the victim was brainwashed/groomed to convert her religion. The second is when the woman gets into a marriage with the man pretending to share her faith. Later, when the truth is revealed, the man starts pressuring the woman to convert her religion and give up her religious identity. In both the situations, the methods used to force the victim to convert her religion often revolve around force-feeding beef, forcing her to wear hijab, forcing her to read the Kalma or even pressurizing the victim to do ‘Nikah’, which is marriage under Islamic law, with a prerequisite being conversion to Islam. Cases where a Hindu woman consensually converts to Islam in a relationship will be left out of the hate crime database, even though it could be argued in several cases that the conversion was a result of religious brainwashing. The other subcategory selected is- Assault or threat upon refusal to convert. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman faces threats or assault after she refuses to convert and change her religious identity owing to pressure/force by the non-Hindu man. Such relationships may be consensual with the religious identity of the non-Hindu man known to the victim. Somewhere along the relationship, the non-Hindu man starts pressurizing the Hindu woman to convert to Islam and upon her refusal, assaults or threatens the victim. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. Cases where the Hindu woman converts to Islam and does not file a complaint about the force or threat, are not considered a part of the hate tracker, even though, it may be argued that the woman was brainwashed or threatened to convert to Islam. This case demonstrates a clear example of a hate crime committed against a minor Hindu girl, targeting her religious identity and cruelly exploiting her vulnerability. First and foremost, it must be emphasised that the victim is a minor. As such, any notion of genuine consent or deliberate change of faith is absent from the outset. Minors, by virtue of their young age and immaturity, are especially susceptible to manipulation and coercion. They lack the capacity to fully grasp the significance of changing their religion or becoming involved in a romantic relationship with an adult. In this instance, the Muslim perpetrator deliberately preyed on the girl's vulnerability. He targeted her and invested time in developing a relationship, only to deceive and exploit her trust. Luring a child away from the safety of her home is not only criminal, it is also a calculated attempt to destabilise her sense of belonging and security. The use of threats and manipulation to remove her from her family highlights a deliberate, premeditated strategy meant to inflict harm on both the Hindu victim and her broader community. The use of such coercion and manipulation to force religious conversion makes this an unambiguous act of religious hatred and, by extension, a religiously motivated crime. Once the Hindu victim was cut off from her family, she suffered unimaginable trauma. She was subjected to sexual assault and forced conversion, both under extreme duress. The demand that she convert to Islam and marry Haider Ali in a Nikah ceremony, an Islamic marriage ceremony, was not a random criminal act, but rather a targeted imposition of religious will. This coercion struck directly at the heart of her religious identity, seeking to erase her Hindu beliefs through violence and fear. The combined acts of rape, demand to forcibly convert to Islam and do Nikah are not only severe violations of her body and mind, but also calculated attempts to shatter her spirit as both an individual and a representative of her Hindu faith. Such actions are not isolated instances of sexual violence; rather, they are premediated efforts to erase the Hindu identity of the victim, all rooted in religious hatred towards Hinduism and its adherents. Moreover, the Hindu victim was subjected to physical assault at the hands of the Muslim perpetrator to pressure her into converting to Islam. The use of violence as a tool for forced conversion demonstrates that this act was driven by clear religious animosity towards the Hindu victim and her faith. Inflicting violence to force someone to renounce their religion and adopt the perpetrator’s faith is intended to instil terror and strip the victim of her religious identity, leaving no doubt that this constitutes a religiously motivated crime. Together, these actions reveal a deep-rooted animosity and prejudice towards the religion of the victim. The calculated targeting of a Hindu minor, violation of her bodily integrity and religious beliefs, and use of violence and rape to enforce her submission are hallmarks of religious hate crimes. Such criminal conduct is not an isolated event, but rather a symptom of broader patterns of religious intolerance and abuse of power aimed at erasing or suppressing Hindus and their religious identity. As this case meets several criteria for a religiously motivated crime, it is being added to the hate crime database.
