Case Summary

In Salumber, Rajasthan, a Dalit Hindu woman was sexually exploited and pressured for religious conversion and nikah (Islamic marriage) by a Muslim man named Dr Aamir Matin. The accused objected to her Mahakal (Hindu deity) tattoo and pressured her to wear a burqa. According to reports, the victim was employed as a cook at a private hospital since November 2024. She stated that one of the doctors, Dr Aamir Matin, sexually exploited her and subsequently began pressuring her to convert to Islam. The accused objected to the Mahakal tattoo on her body and pressured her to wear a burqa. He repeatedly coerced her to convert to Islam and undergo nikah with him. The accused had also obtained her personal photos and videos, which he used to threaten and intimidate her, warning her of dire consequences if she resisted. The victim told her ordeal to another doctor, Dr Nitin Shah, regarding the accused's behaviour. However, instead of helping her, Dr Nitin pressured her to convert and marry the accused. Upon her refusal, both doctors began threatening her continuously. Despite informing the hospital management, no action was taken, prompting her to approach the police. Based on her complaint, a case was registered at the Salumber police station on 29 October 2025 under charges of sexual exploitation and forced religious conversion against both doctors. As of the date of writing this report, the investigation was ongoing. The victim, who divorced her husband in May 2024 and has two children aged eight and five, stated that she had left her job a month prior to filing the complaint due to persistent harassment. She expressed fear for her life and property and sought police protection, noting that the accused continued to threaten her even after the case was registered.

It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. The intention was to break the victim down emotionally, physically and spiritually, so that she could be converted for Nikah. This was not random violence; it was systematic, targeted, and rooted in religious animosity. Fourth, when she refused to comply, the accused also attempted to blackmail her with her photos and videos. Both doctors threatened her and intimidated her in order to make her comply. This demonstrates that the violence was directly tied to her refusal to give up her Hindu faith. Fifth, the accused also pressured the victim to wear a burqa. The imposition of the burqa on the Hindu victim added another layer to this erasure of her Hindu identity. By forcing her to wear a burqa, the Muslim perpetrator attempted to strip her of her Hindu faith and impose foreign religious practices upon her. It was not merely about clothing; it symbolised the effort to overwrite her Hindu identity and forcibly assimilate her into practices of the Islamic faith. Sixth, the accused’s objection to the woman’s Mahakal tattoo constituted a hate crime because it targeted a sacred Hindu religious symbol and reflected religious intolerance and animosity towards her faith. Mahakal, a form of Lord Shiva, holds profound spiritual and cultural significance in Hinduism. By objecting to the tattoo, the accused was not merely expressing personal discomfort but actively demeaning and rejecting a visible marker of Hindu identity. His actions demonstrated a hostile attitude toward Hindu beliefs and sought to erase her visible association with her religion. Such actions stem from inherent hostility towards the victim's professed faith since Abrahamic faiths believe that any non-adherent to the faith is subject to being dehumanised till they convert. Such acts were not merely personal crimes; they were rooted in a desire to dominate and erase the religious identity of the victim. Since such predatory actions stem from doctrinal animosity towards the Hindu faith and its adherents, this case is being documented as a religiously motivated hate crime. Disclaimer: It is important to clarify that none of the media sources covering this case have specified the exact date when the victim's ordeal began, though it is mentioned that she started working at the hospital in November 2024.
