In Rudpur village of Pilibhit, Uttar Pradesh, a Hindu woman named Javitri Devi was physically assaulted and pressured for conversion to Islam, along with her three children, by her husband. According to the complaint filed by the victim, the woman stated that her husband was having an extramarital affair with a Muslim woman. She said that under the influence of the Muslim woman, her husband is pressuring both her and the minor children to convert to Islam. When they resisted, he physically assaulted them and also gave death threats. On June 12, 2025, he strangled Javitri, but she managed to save herself. She also said that the Muslim woman constantly provokes her husband to beat her up. Panchayats have been held to resolve the matter, but his behaviour has only worsened. He attempted to throw Javitri out of the house and threatened to kill her if she resisted conversion. Why it is Hate Crime ?

This case has been added to the tracker under the primary category of: - Crimes against women in relationships and other sexual crimes. Within it, the sub-category selected is: - Forced conversion after marriage, In such cases, a non-Hindu man marries a Hindu woman, and the force/pressure to convert to Islam begins after marriage. In such cases, typically, two patterns emerge. First, when the relationship is consensual, and the religious identity of the perpetrator is known to the Hindu woman in the relationship. The marriage could be under the Special Marriages Act, where neither parties are required to convert their religion for the marriage to be considered legitimate. While the victim in such cases enters matrimony assuming that religious identity is not a barrier, the non-Hindu man starts to pressure the woman to convert to Islam after marriage. The second is when the woman gets into a marriage with the man pretending to share her faith. Later, when the truth is revealed, the man starts pressuring the woman to convert her religion and give up her religious identity. In both situations, there is application of force by the perpetrator, including the denial of the woman’s religious rights. Some of the means by which the woman is forced/pressured to convert include force-feeding beef, being forced to read the Kalma, being forced to wear a hijab, forced to undergo Halala, etc. There are several instances where, after marriage, the woman voluntarily converts to Islam. Such cases are often argued to be a result of religious brainwashing, however, for the purpose of documenting religiously motivated hate crimes, in the absence of the victim complaining of forced conversion, such cases do not form a part of the database. The second sub-category selected here is: - Assault or threat upon refusal to convert. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman faces threats or assault after she refuses to convert and change her religious identity owing to pressure/force by the non-Hindu man. Such relationships may be consensual with the religious identity of the non-Hindu man known to the victim. Somewhere along the relationship, the non-Hindu man starts pressurizing the Hindu woman to convert to Islam and upon her refusal, assaults or threatens the victim. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. Cases where the Hindu woman converts to Islam and does not file a complaint about the force or threat, are not considered a part of the hate tracker, even though, it may be argued that the woman was brainwashed or threatened to convert to Islam. The second primary category selected here is: - Predatory Proselytisation. Within it, the sub-category selected is: - Harassment, threats, coercion for conversion. Harassment covers a wide range of behaviours of an offensive nature. It is commonly understood as behaviour that demeans, humiliates, and intimidates a person, including threats and coercion. Harassment and threats, in this case, find their root on discriminatory grounds which has the effect of nullifying a person’s rights or infringing upon his freedom to exercise his right specifically owing to the victim’s religious identity. Verbal and physical threats and psychological or physical harassment are often used against Hindu victims because they choose to practice their professed religion. Religious harassment also includes forced and involuntary conversions by harassment, threats or coercion. Coercion includes intimidatory tactics like force-feeding a Hindu victim beef to convert to another religion, forceful circumcision etc. In several cases documented, non-Hindu perpetrators or those who harbour specific animosity towards Hinduism, harass victims simply based on their religious identity. Such cases often also include harassment to ensure the Hindu victim abandons his/her professed religion and adopts the religion of the perpetrator. Such cases where Hindu victims are harassed to convert to the perpetrator’s religion are rooted in animosity towards the victim’s religious identity and are therefore documented as religiously motivated hate crimes. This case has been added to the tracker because a Hindu woman, along with her minor children, was physically assaulted and pressured to convert to Islam by her husband, who was involved in an affair with a Muslim woman. At the time of writing this report, there is no official record confirming whether the husband has formally converted to Islam. However, the victim has stated that his behaviour and insistence on conversion stem directly from the influence of the Muslim woman with whom he is in a relationship. His behaviour, however, clearly reflected someone who had already mentally crossed over to the Islamic fold, driven is now driven by religious motives and exhibiting complete disregard for the religious identity of his wife and children. The fact that some of the victims in this case are minors makes the crime even more egregious. Minors are incapable of providing informed consent to any such conversion activities or attempts. It is a well-established fact that children are more susceptible to manipulation since they are still developing emotionally, cognitively, and socially. Their brains are not fully mature, making them more vulnerable. This case demonstrates a calculated strategy of targeting those who are less able to resist or understand the long-term implications of conversion, making it a significant case of religious-motivated hate crime When the woman resisted conversion, she was physically assaulted, strangled and given death threats by her husband. This proves that the husband was willing to go to any extent, including violence, to achieve the goal of religious conversion. Even without formal documentation of his conversion, his actions clearly show that he had accepted the ideological mindset of religious supremacism. His conduct was not merely personal misconduct but pointed to a broader, ideologically driven effort, influenced by the Muslim woman, to dismantle the Hindu identity of his family. This stems from inherent hostility towards the victim's professed faith since Abrahamic faiths believe that any non-adherent to the faith is considered inferior and subject to being dehumanised, till they convert. Such doctrines not only justify but also promote the dehumanisation of those who resist conversion, resulting in violence towards them. This is not just a case of domestic abuse or marital dispute. It is a systematic attempt to erase the religious identity of a Hindu woman and her children through coercion, manipulation, and physical violence. The involvement of minors, the ideological motivation, and the deliberate use of fear to force conversion make this case a religiously motivated hate crime.
