Minor Hindu girl lured and brainwashed by Muslim man into converting to Islam and marrying him, the victim's family coerced to consent

Case Summary
In Ajmer, Rajasthan, a 14-year-old Hindu girl was lured into a relationship by a 28-year-old Muslim man named Mohammad Dildar. The accused manipulated the girl into converting to Islam and marrying him. He also pressured the girl to coerce her family into accepting their marriage by threatening that she would take her own life if they did not agree. The Hinduphobia Tracker managed to contact the police, and the police confirmed that the victim is a Hindu girl. As per reports, the victim, a class 10 student, lived with her grandmother, away from her parents, who were experiencing marital difficulties and considering separation. While staying at her grandmother’s house, the accused, Dildar, who worked at a nearby salon, befriended her and initiated a relationship. He subsequently brainwashed her into converting to Islam and agreeing to marriage. Dildar then instructed the girl to blackmail her parents, telling her to threaten suicide if they refused to consent to signing their marriage papers. Following this, Dildar took the minor to the collector’s office to register the marriage, falsifying her age as 18. At the same time, the girl’s parents were present to continue divorce proceedings and were pressured and threatened by the accused to provide their consent for the marriage on stamp paper. Under duress, both the mother and father signed documents consenting to the marriage and the Nikah. During these events, Hindu organisations such as the VHP and Bajrang Dal were alerted and arrived at the scene. Although the accused managed to escape, the organisations examined the documents and confirmed that the girl was a minor. Members of the Vishva Hindu Parishad then encouraged the girl’s parents to file a police complaint against Dildar. The parents subsequently lodged a complaint, and the police registered a case under the POCSO Act and other relevant sections of the BNS. The victim’s mother stated that Dildar, who is from Muzaffarnagar, Uttar Pradesh, had lured her daughter. She emphasised that her daughter is only 14 years old. She wanted her to continue her education and succeed in life. The mother also requested the authorities to conduct a medical examination of her daughter and to apprehend the accused as soon as possible. Vishwa Hindu Parishad official Sanjay Tiwari stated that information was received regarding a minor Hindu girl who had come to the collectorate to formalise a Nikah agreement on stamp paper. Upon checking the documents, it was found that the Muslim man was 28 years old and the girl was 14. Tiwari noted that the girl's mother was present and had explained that her daughter had threatened to take her own life. Under this pressure, she accompanied her daughter to the collectorate to provide written consent on stamp paper. Similarly, the girl's father also provided his consent for the Nikah. Vishwa Hindu Parishad official Shashi Prakash Indoria called for an impartial investigation and the prompt arrest of the accused, Dildar.
Why it is Hate Crime ?
This case has been added to the tracker under the primary category- Crimes against Women in relationships and other sexual crimes. Within this, the subcategory selected is- Brainwashed and/or Groomed. Within this, the tertiary category selected is- 'Conversion of Minor' and 'Family claims grooming'. In our database, we have not added incidents where women have converted to another religion of their free will and no allegations of forced/involuntary conversion have been made. However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. However, if the victim is deceased (murdered or otherwise), the case would form a part of this database if her family/friends provided testimony that the victim was brainwashed/groomed to convert her religion. Since these crimes have a distinct religious angle where the victim is being targeted owing to her Hindu religious identity, these cases are considered a hate crime. The other subcategory selected is- Forced conversion before marriage. Within this, the tertiary category selected is- Forced to do Nikah. In such cases, a non-Hindu man marries a Hindu woman, and the force/pressure to convert to Islam begins after marriage. In such cases, typically, two patterns emerge. First, when the relationship is consensual, and the religious identity of the perpetrator is known to the Hindu woman in the relationship. The marriage could be under the Special Marriages Act, where neither parties are required to convert their religion for the marriage to be considered legitimate. While the victim in such cases enters matrimony assuming that religious identity is not a barrier, the non-Hindu man starts to pressure the woman to convert to Islam after marriage. The second is when the woman gets into a marriage with the man pretending to share her faith. Later, when the truth is revealed, the man starts pressuring the woman to convert her religion and give up her religious identity. In both situations, there is application of force by the perpetrator, including the denial of the woman’s religious rights. Some of the means by which the woman is forced/pressured to convert include force-feeding beef, being forced to read the Kalma, being forced to wear a hijab, forced to undergo Halala, etc. There are several instances where, after marriage, the woman voluntarily converts to Islam. Such cases are often argued to be a result of religious brainwashing; however, for the purpose of documenting religiously motivated hate crimes, in the absence of the victim complaining of forced conversion, such cases do not form a part of the database. The other sub-category relevant here is- Torture of family to force woman to convert. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman is forced to convert her religion. Several methods are used for such forced conversion. The non-Hindu man is often documented to issue threats and even employ violence. One of the ways used by such perpetrators is threatening and/or torturing the family members of the Hindu woman to pressure her to convert. The perpetrators in such cases issue threats to harm or torture the family of the woman. In some cases, there is also violence directed towards the family to force the Hindu woman to convert. Such crimes aim to blackmail the victim into changing her religion by inducing fear of harm to her family. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. This case is a glaring example of a religiously motivated crime against a Hindu girl, as it demonstrates clear evidence of religious targeting, coercion, and exploitation of a minor. The actions of the accused, Mohammad Dildar, go beyond a simple criminal offence and reveal a deliberate attempt to target a vulnerable Hindu girl based on her religious identity, with the intent to brainwash her into converting to Islam and compelling her into a Nikah, an Islamic marriage. Firstly, the religious motive is evident in the way the accused specifically targeted a Hindu girl and manipulated her into converting to Islam for marriage. This was not a consensual relationship between two adults of different faiths, but rather a calculated effort to exploit the minor Hindu girl’s vulnerability and isolate her from her family and community. The demand that the girl convert to Islam and participate in a Nikah highlights the religious agenda behind the crime. Such actions are not only a violation of the girl's autonomy and rights but also an attack on her religious identity, seeking to erase and replace it through coercion. Such actions clearly demonstrate that the perpetrator wanted to strip the Hindu victim of her Hindu faith. Actions like these showcase that the Muslim perpetrator had deep-seated animosity towards the victim due to her Hindu faith. Secondly, the minor status of the girl is a critical factor that underscores the exploitative and criminal nature of the case. At just 14 years old, the victim lacked the maturity and legal capacity to make informed decisions regarding her faith, relationships, or marriage. The accused took advantage of her age and emotional state, especially given her family situation, with her parents’ marital discord, to groom and brainwash her. This grooming process involved isolating her from her family, manipulating her emotions, and instilling fear by threatening self-harm if her parents did not comply. The use of such psychological tactics against a minor constitutes a grave abuse of power and trust. Minors lack the maturity to make long-term decisions like converting to another religion or marriage. The Muslim perpetrator, in a malicious way, exploited the girl's vulnerability to further his motive of religious conversion and marriage. Furthermore, the coercion extended beyond the victim to her parents, who were pressured into giving their consent for the marriage under threat of their daughter’s suicide. Both the mother and father were compelled to sign documents consenting to the Nikah, not out of free will, but out of fear for their child’s safety. Even the accused threatened the parents to agree to their marriage. This manipulation and coercion of the entire family further demonstrate the calculated and malicious intent of the accused. These actions highlight the deliberate and coercive tactics employed by the Muslim perpetrator to achieve his objective of converting and marrying the girl. The systematic targeting of both the minor and her parents underscores the premeditated nature of the crime, revealing a clear intent to override the minor girl's autonomy and religious identity through intimidation and psychological pressure. In summary, this case is a hate crime rooted in religious targeting and coercion of a minor Hindu girl. The accused’s actions reflect a deliberate attempt to undermine the religious identity of a minor Hindu girl, exploit her vulnerability, and force her and her family into submission. Such acts are committed by Muslim perpetrators due to immense prejudice and disdain for Hindus and their faith. Since the motivation behind this crime is religious, therefore, this case is being added to the hate crime database.
