Muslim man Arshad lures minor Hindu girl on Snapchat, kidnaps and rapes her in Dehradun, arrested

Case Summary
In Uttarakhand's Dehradun, a minor Hindu girl was kidnapped and raped by a Muslim youth named Arshad of Roorkee. The victim, originally from a hilly area of Uttarakhand, had come to Dehradun to visit her uncle during school holidays. On April 20, 2024, Arshad abducted her, leading to her sudden disappearance. After futile attempts to locate her, the family reported to the police, prompting an FIR and search operation. Despite challenges due to the victim's phone being off, Dehradun Police, aided by surveillance, tracked Arshad's location to the Kaliyar area of Haridwar district, known for Kaliyar Piran's Dargah. Coordinating with Kaliyar Police, they raided and arrested Arshad, rescuing the minor victim. Initial interrogation revealed that Arshad initiated contact with the victim on Snapchat. The police charged Arshad under Sections 363 (kidnapping), 366 (abduction of a woman to compel her marriage), and 376 (rape) of the IPC, along with the POCSO Act. The police are probing whether Arshad acted alone or had accomplices. They have communicated updates to the victim's family and are conducting medical examinations and counseling for the minor victim. Arshad was apprehended near Roohani Masjid.

In this case, the victim was a minor Hindu girl who was lured and then raped by a Muslim perpetrator after luring her on Snapchat. When the victim is a minor, there is a strong possibility that the victim was targeted based on religious profiling and owing to her religious identity. There are several cases of Grooming that are reported from across the globe where minors are lured by Muslim perpetrators and then, they are raped and sexually abused. In several cases, there is an element of conversion to Islam and in several, there is no religious conversion, however, the victim is chosen specifically owing to their religious identity. This case, possibly, could be one of religious targeting of the Hindu minor, however, there is no indication like a statement by the parents of the minor, therefore, it is being categorised as 'undecided'. If more indications emerge, it will later be added to the hate crime database.
