Case Summary

Violent rape and murder threats were issued to Hindu Brahmin women on social media by an Ambedkarite, a follower of the anti-Hindu political ideology known as 'Ambedkarism'. The accused Ambedkarite issued rape and murder threats specifically targeting Hindu Brahmin women. He also celebrated the brutal gang-rape and murder of Girija Tickoo, a Kashmiri Pandit woman. Girija Tickoo was brutally gang-raped and murdered by Muslim terrorists in June 1990 in Kashmir. After being lured back to the valley with false assurances of safety to collect her salary, she was kidnapped from her colleague's home by five Muslim men, one of whom was her colleague. She endured horrific rape and torture. Following this, she was viciously cut into two halves with a carpenter's saw while still alive. Her mutilated body was later found abandoned by the roadside. Girija's only "crime" was being a Hindu in a time of targeted terror against Kashmiri Pandits for their faith. The incident occurred on Twitter (now X). The Ambedkarite accused goes by the name "DalitShiv (hashtag Reserved/Represented)", alias "PantherShiva". On 15th October 2025, he posted a tweet including pictures from the movie "The Kashmir Files," which depicts the genocide of Kashmiri Pandits in 1990 by Muslim terrorists, backed by local Muslim residents. The movie featured a scene portraying the gang-rape and murder of Girija Tickoo. The accused used that scene's image to issue explicit rape threats towards Brahmin Hindu women, writing: "bahujano ko Kashmir musalmano se sikhna chahiye....Or Manuvadi bramanio ko bich se katnna chahiye," meaning, "Dalits should learn from Kashmiri Muslims... and Brahmin women should be cut in half from between their legs." This was a clear instance of issuing rape and murder threats against Brahmin Hindu women. Following this, on 16th October 2025, the accused posted another tweet celebrating the gang-rape and murder of Girija Tickoo, again sharing images from "The Kashmir Files'' movie scene. He wrote, "Jab Kashmir Files me Brahmti bich se k@tti thhi, tab dil 🩵💜 ko sukoon mila thha... 😍🥰," meaning, "In the movie ''The Kashmir Files'', when the Brahmin woman (Girija Tickoo) was raped and her body was cut into two halves, then my heart felt at peace." These tweets sparked widespread outrage among Hindus, with prominent social media accounts like ‘The Treeni’ sharing screenshots and vocally condemning the genocidal hate promoted by the Ambedkarite handle. ‘The Treeni’ posted, "Has India’s 50% majority started fearing the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act so much that even speaking out against such tweets feels risky now? Genocidal hate from Ambedkarite handles has become the new normal in today’s India."

Why it is Hate Crime ?

This case has been added to the tracker under the primary category- Hate Speech against Hindus. The subcategory selected is- Violent Threats. Violent threats, explicit, implicit or implied, is the most dangerous form of hate speech since it goes beyond discriminatory and prejudicial language to express the intent of causing harm to an individual or a group of people based on their religious identity and faith. There could be several different kinds of threats that are issued to Hindus based on religious animosity. An explicit threat would mean the direct threat of violence towards an individual Hindu, a group of Hindus or Hindus at large. Physical violence, death threats, threats of destruction of property belonging to Hindus and threats of genocide would mean explicit threats against Hindus for their religious identity. Implicit threats may not be a direct threat but implied through the use of symbols of actions – for example – in the Nupur Sharma case, other than explicit threats, there were also implicit threats when Islamists took to the streets to burn and beat her effigies. It implies that they want to do the same to Nupur Sharma – thereby is considered an implicit threat. Violent threats can be delivered in person, through letters, phone calls, graffiti, or increasingly through social media and other online platforms. It would be important to understand that a threat – explicit or implicit, online or offline – to an individual who happens to be a Hindu does not qualify as a religiously motivated threat. Such a threat, while vile and dangerous, could be owing to non-religious reasons and/or personal animosity. To qualify as a religiously motivated threat, it would need to exhibit an indication that the individual is being targeted for religious reasons and/or owing to his/her religious identity as a Hindu. The other subcategory selected is- Denial or mocking of genocide/ large-scale persecution. Denial or mocking of genocide/large-scale persecution/ethnic cleansing refers to the act of denying or minimizing the fact of the ethnic cleansing and/or genocide and/or religious persecution of Hindus. This often involves denying the scale, mechanisms, religious intent, or even the occurrence of the ethnic cleansing and/or genocide and/or religious persecution of Hindus. Hate speech of this kind involves the dissemination of falsehoods that deny or distort established historical facts or mock the suffering of Hindus by saying that they deserved the persecution, motivated by Hinduphobia. Denying such atrocities is not only about the denial of facts or rewriting/revising history, but it also delegitimises the religiously motivated persecution of Hindus, the religious hate/motivation/animosity that led to the persecution, and dehumanises Hindus as a religious group. Such denial of ethnic cleansing and/or genocide and/or religious persecution of Hindus not only denies the suffering but also paves the way for future/present atrocities and hate speech, inciting prejudice and violence against Hindus. It also provides a justification for violence by delinking religious animosity from religiously motivated crimes committed against Hindus. Since such denial and/or mocking of genocide/ethnic cleansing/atrocities motivated by religious animosity leads to present and future ramifications of creating more hate speech, violence, dehumanisation and delegitimisation, it would be considered hate speech under this category. In this case, it is first important to note that the accused shared pictures from the movie titled "The Kashmir Files," which is a film that illustrates the brutal genocide of Kashmiri Pandits at the hands of Muslim terrorists, supported by local Kashmiri Muslims, during the years 1989 and 1990. The movie includes a graphic scene depicting the brutal gang-rape of Girija Tickoo, a Kashmiri Pandit woman, who was cut into two halves with a carpenter's saw while still alive. The accused used images from this scene to threaten the Brahmin women with similar acts of rape, inciting Dalit men to commit such violence against Brahmin women. Furthermore, he explicitly stated that Brahmin women should be cut in two halves in the same manner, representing a clear and violent threat to the Brahmin Hindu community. Crucially, the accused identifies as an Ambedkarite. 'Ambedkarism' is an anti-Hindu political ideology. While superficially it claims to fight for Dalit rights and against caste discrimination, it is, in reality, an anti-Hindu movement that harbours animosity towards all Hindus, irrespective of caste, including Dalits themselves. Ambedkarite adherents are often seen abusing Hindu gods, desecrating temples, and verbally abusing Hindus who do not agree with their political ideology. Their euphemism is that they are fighting 'casteism' and are not anti-Hindu, but their actions reveal deep-seated anti-Hindu sentiment. In this context, the accused’s threats to Hindu Brahmin women cannot be confined to targeting just the Brahmin community. His threats implicitly extend to all Hindu women who proudly embrace their Hindu identity, showcasing anti-Hindu animosity. Brahmin women are an integral part of the Hindu community; threatening them reflects profound religious hostility towards the Hindu faith and community. The severity of the rape and murder threats demonstrates the depth of the accused’s hatred not just towards Brahmin women but the wider Hindu community as a whole, constituting clear religiously motivated hate speech. Following this, the accused also mocked the genocide of Kashmiri Pandits by deriding the brutal gang-rape and murder of Girija Tickoo. The accused mocked and celebrated this atrocity by saying that when he saw a Brahmin woman, referring to Girija Tickoo in "The Kashmir Files," cut into two halves, his heart felt peace. This statement reveals the depth of the accused’s depravity and the intensity of his hatred towards Brahmin women and Hindu women in general, illustrating entrenched religious animosity towards Hindus. This makes the act a religiously motivated crime. It is also vital to understand that Ambedkarism promotes the narrative that 'upper caste' Hindus are inherently evil and have oppressed the 'lower castes'. This false narrative aims to spread misinformation, portraying Hinduism and the Hindu community as tyrannical and exploitative, albeit under the pretence of targeting the upper-caste label. Their ultimate goal is to alienate sections of the Dalit Hindu community from Hinduism, thereby fracturing the Hindu community and its unity. This deliberate targeting of various segments of the Hindu community, particularly Brahmins, constitutes a sustained expression of hatred towards Hindus. In this case, the accused's act of issuing rape and murder threats to Brahmin women, along with mocking the brutal gang-rape and murder of Girija Tickoo, exhibits profound anti-Hindu animosity and clearly qualifies as hate speech. Given that this case meets the criteria for religiously motivated hate speech, it is being recorded in the hate crime database of the Hinduphobia Tracker.
