Case Summary

In Ruabandha, Bhilai, in Durg district, Chhattisgarh, two Hindu brothers, Sudeep Kumar Sahu and Utsav Sahu, were beaten with sticks and fists by Muslim men. The younger brother was tied to a chair with a rope and beaten until he was covered in blood. The assailants also threatened the Hindu brothers with a sharp meat-cutting weapon and threatened to kill them. On 10 October 2026, Sudeep Kumar Sahu and his younger brother, Utsav Sahu, left home to visit the Hanuman Temple in Sector 9, Bhilai. They stopped near Chhattisgarh Market, also referred to as Chhattisgarh Sabzi Mandi, in Ruabandha to buy coconuts. During this time, a white car driven by Mustafa Raza, aged 25, was being reversed when it collided with the brothers’ motorcycle, causing both men to fall. An argument ensued between Raza and the brothers. According to the reports, Mustafa Raza called Shoaib Khan and Nasir Ahmad, who worked at a nearby meat shop. The dispute subsequently escalated, and a group of approximately seven to eight people attacked the brothers with kicks, punches and wooden sticks. During the assault, the younger brother, Utsav, was tied with a rope to a chair and beaten. The family also reported that the attackers displayed a sharp-edged weapon used for cutting meat or poultry and threatened to kill the brothers. The brothers eventually escaped and approached the police for help. Their father, Deepak Kumar Sahu, subsequently filed a complaint. The Bhilai Nagar Police registered a criminal case, began an investigation and searched for the accused. On 11 October 2026, police arrested Shoaib Khan, aged 21, and sent him to jail under judicial remand. On 12 October 2026, police arrested three more men, namely, Mustafa Raza (25), Nasir Ahmad (25), and Laxminarayan Joshi (28). The court remanded the three men to judicial custody. Inspector Jitendra Verma, Sub-Inspector Fagu Ram Lahre, and constables Anup Kumar Sharma, Israr Khan, Dinesh, Chhote Lal, and Hasan Ali, all associated with Bhilai Nagar Police Station, helped trace the accused, make arrests, and complete the legal procedures. Members of the Sahu community and the victims’ relatives expressed anger over the incident and demanded strict action against the accused.

Why it is Hate Crime ?

This case has been placed in the Undecided database because the currently available evidence does not conclusively establish that the assault on the Hindu brothers, Sudeep Kumar Sahu and Utsav Sahu, was motivated by religious animosity. The immediate trigger was a collision between their motorcycles, following which the confrontation escalated into a violent assault. However, the fact that a personal dispute sparked the incident does not, by itself, rule out the possibility of a religious dimension to the subsequent violence. Precedent exists for examining such incidents beyond their immediate trigger. In the 2019 Hauz Qazi incident in Delhi, a parking dispute between two local residents, Sanjeev Gupta and Aas Mohammad, reportedly took place around three hours before the desecration of a Durga temple. The initial altercation had no apparent religious connection, yet the incident subsequently escalated into an attack on a Hindu religious site. While the circumstances of the Hauz Qazi incident cannot establish the motive behind the assault in Bhilai, it illustrates why the immediate cause of a confrontation and the motive behind its subsequent escalation must be examined separately. In the present case, the violence's nature and severity raise serious concerns. The two Hindu brothers were beaten with sticks and punched repeatedly. The younger brother was tied to a chair with a rope and beaten until he started bleeding. Their family also reported that the attackers threatened them with a sharp meat-cutting weapon and threatened to kill them. The brutality of the assault and the threats of lethal violence warranted a thorough investigation into the circumstances and motive behind the attack. However, the available information does not establish a clear religious motive. No anti-Hindu slurs or other explicitly religious statements were reported during the incident. Nor do the available reports establish any prior religious hostility between the accused and the victims. The evidence currently points to a confrontation that began with a motorcycle collision and escalated into a serious assault, but it does not conclusively establish whether religious animosity played any role in that escalation. Without direct evidence of religious motivation, the case remains in the Undecided database. The severity of the violence cannot, on its own, establish that the brothers were targeted because they were Hindus. At the same time, the initial dispute should not be treated as conclusive proof that no religious dimension existed. If further evidence emerges establishing that the assault was motivated by anti-Hindu animosity, the case can be reclassified accordingly.
