Case Summary

In the Perkit village of Armoor Mandal, Nizamabad district, Telangana, minor Hindu students were taught Urdu in school by Muslim teachers without prior information or consent. According to reports, at the Bharat Chandra High School, the school management had introduced Urdu as a second language after some requests from a section of Muslim parents, as around 25 per cent of the students were Muslims. Urdu classes commenced at the beginning of the academic session in June 2026 and were conducted for two days before objections were raised by Hindu parents. Following the objections, the school discontinued the classes. The issue triggered protests by BJP leaders and members of Hindu organisations, who criticised the school's decision to introduce Urdu without informing parents and demanded action against the institution. Demonstrators staged protests in Armoor and submitted a memorandum to the Assistant Commissioner of Police seeking action against the school. In view of the prevailing tensions, the Nizamabad Commissioner of Police imposed restrictions on rallies and protests across the commissionerate and ordered an inquiry into the incident. A case was also registered against school Correspondent Mallaiah, Principal Ameer Khan and Teacher Huma Hania under Section 196(1)(b) (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc, and doing acts prejudicial to maintenance of harmony) read with Section 3(5) BNS.

Why it is Hate Crime ?

This case has been added to the tracker under the primary category- Predatory Proselytisation. Under this, the sub-category selected is- Proselytisation by grooming, brainwashing, manipulation or subtle indoctrination. Religious brainwashing essentially means the often subtle and forcible indoctrination to induce someone to give up their religious beliefs to accept contrasting regimented ideas. Religious grooming or brainwashing also involves propaganda and manipulation. It involves the systematic effort, driven by religious malice and indoctrination, to persuade “non-believers’ to accept allegiance, command, or doctrine to and of a contrasting faith. Cases of such grooming or brainwashing are far more nuanced than direct threats, coercion, inducement and violence. In such cases, it is often seen that there is repeated, subtle and continual manipulation of the victim to induce disaffection towards their own faith and acceptance of the contrasting faith of the perpetrator. While subtle indoctrination is widely acknowledged as predatory, an element which is often understated in such conversions or the attempts of such conversion is the role of loyalty and trust which might develop between the perpetrator and the victim. Fiduciary relationships are often abused to affect such religious conversion. For example, an educator transmitting religious doctrine of a competing faith to a Hindu student. The Hindu student is likely to accept what the teacher is transmitting owing to existence of the fiduciary relationship. The exploitation of the fiduciary relationship to religiously indoctrinate victims would also be included in this category. Since the underlying animosity towards the victim’s faith forms the basis of predatory proselytization, such cases are considered religiously motivated hate crimes. The incident has been added to the hate crime database because it involved the introduction of the Urdu language to minor Hindu students without the knowledge or informed consent of their parents, by Muslim teachers. It is important to note here that the victims in this case were minors, which means the element of consent and genuine change of conscience was missing ab initio. Minors, due to their young age and lack of maturity, are particularly vulnerable to manipulation and coercion. They may not have the ability to fully understand the deception and manipulation that was being done by the Muslim teachers. The Muslim perpetrator purposely targeted and exploited this vulnerability of the victims. Given that the students were minors entrusted to the care of the school, parents reasonably expected that any significant change in the curriculum, particularly one involving a language closely associated with a specific religious and cultural tradition in the local context, would be communicated to them beforehand. The absence of such communication forms an important aspect of the controversy. The incident carries a religious dimension because the instruction was directed at Hindu children without the knowledge or informed consent of their parents. The introduction of Urdu to minor Hindu students exposed them to cultural and linguistic influences associated with Islam without parental approval. It was done to alienate the minor Hindu students from faith in an effort to weaken their connection with their own religious and cultural traditions and increase their susceptibility to future attempts at religious influence or conversion to Islam. Accordingly, this incident has been included in the hate crime database because it involved the introduction of Urdu instruction to minor Hindu students without prior parental knowledge or informed consent. The combination of the victims' status as minors, the absence of transparency with parents, and the religious context in which the instruction was introduced is considered sufficient to warrant documentation. Such actions stem from inherent hostility towards the victim's professed faith since Abrahamic faiths believe that any non-adherent to the faith is subject to being dehumanised till they convert. Therefore, religious conversions, even of minors, are often seen as a badge of honour, totally disregarding the methods used to achieve it. Since such predatory actions stem from doctrinal animosity towards the Hindu faith and its adherents, this case is being documented as a religiously motivated hate crime.
