Case Summary

In Assam's Hailakandi district, a Muslim youth identified as Ruhul Amin Laskar. The accused created many fake Facebook accounts in Hindu names to befriend several minor Hindu girls and later blackmailed them with their private photos and videos. According to police, Ruhul Amin Laskar, a resident of Nityanandapur in Hailakandi district, created fake profiles and operated multiple Facebook accounts to contact and gain the trust of minor Hindu girls. After developing close relationships with the girls, the accused got them to establish a physical relationship with him. He collected their personal photographs and videos and threatened to share the material on social media and use it to blackmail the victims. Some accounts also confirmed that the accused tried to convert the Hindu girls or also extort money. Following complaints, Hailakandi Police launched an investigation and arrested Laskar on June 20 2026 (Saturday). Police have also seized his mobile phone. During the initial investigation, officers reportedly found several objectionable photos and videos stored on the device. The material was sent for examination through digital forensic analysis, and investigators are gathering further evidence. The accused was produced before the District and Sessions Court on the evening of June 20 2026. The court remanded him to two days of police custody.

Why it is Hate Crime ?

This incident has been added to the tracker under Predatory Proselytisation. Under this, the subcategory selected is- Proselytisation by grooming, brainwashing, manipulation or subtle indoctrination. Within this, the tertiary categories selected are- Rape and sexual assault/harassment and Pattern of targeting Hindus. Religious brainwashing essentially means the often subtle and forcible indoctrination to induce someone to give up their religious beliefs to accept contrasting regimented ideas. Religious grooming or brainwashing also involves propaganda and manipulation. It involves the systematic effort, driven by religious malice and indoctrination, to persuade “non-believers’ to accept allegiance, command, or doctrine to and of a contrasting faith. Cases of such grooming or brainwashing are far more nuanced than direct threats, coercion, inducement and violence. In such cases, it is often seen that there is repeated, subtle and continual manipulation of the victim to induce disaffection towards their own faith and acceptance of the contrasting faith of the perpetrator. While subtle indoctrination is widely acknowledged as predatory, an element which is often understated in such conversions or the attempts of such conversion is the role of loyalty and trust which might develop between the perpetrator and the victim. Fiduciary relationships are often abused to affect such religious conversion. For example, an educator transmitting religious doctrine of a competing faith to a Hindu student. The Hindu student is likely to accept what the teacher is transmitting owing to existence of the fiduciary relationship. The exploitation of the fiduciary relationship to religiously indoctrinate victims would also be included in this category. Since the underlying animosity towards the victim’s faith forms the basis of predatory proselytization, such cases are considered religiously motivated hate crimes. This case constitutes a religiously motivated hate crime because the accused specifically targeted Hindu girls through a calculated pattern of deception, manipulation, sexual exploitation, blackmail, and conversion efforts. The available facts indicate that the victims were not chosen at random. The accused created multiple fake social media accounts using Hindu names to specifically approach Hindu girls, gain their trust, and establish relationships under a false identity. The deliberate use of Hindu identities demonstrates that the victims' religious background was central to the accused's method of operation. The religious dimension of the case becomes even more apparent in light of accounts indicating that the accused attempted to convert some of the Hindu girls and, in certain instances, also sought to extort money from them. This suggests that the deception was not merely intended to facilitate personal relationships but was used as a means to influence, control, and exploit Hindu girls after gaining access to them through false representations. The use of coercion and blackmail to place victims in a vulnerable position is consistent with grooming tactics designed to weaken resistance and increase compliance. The fact that several victims were targeted through the same method further strengthens the inference that this was a deliberate pattern directed at Hindu girls. The accused did not simply conceal his identity. He actively adopted Hindu names and created a false religious persona to gain acceptance within a specific community. Such conduct demonstrates an awareness that his true identity could have affected the victims' willingness to engage with him and highlights the importance of religious deception to the success of his scheme. This case, therefore, extends beyond ordinary sexual exploitation or blackmail. It involves the calculated targeting of Hindu girls through the misuse of Hindu identities. The other important aspect here is that the accused purposely targeted minor girls. It is a well-established fact that children are more susceptible to manipulation since they are still developing emotionally, cognitively, and socially. Their brains are not fully mature, making them more vulnerable to influence and less capable of critically evaluating information. Therefore, it's far easier to manipulate them. Since the details of the case make it evident that the accused specifically singled out and targeted Hindu girls, which itself stems from the animosity against the Hindu faith, this case qualifies as a hate crime against Hindus and has been documented here.
