Case Summary

In the Kaimur district of Bihar, a Hindu woman was raped, recorded, and the video was subsequently used to pressure her into conversion and marriage. She was exploited by her Muslim neighbour couple, identified as Ekram Ansari and his wife Shahida Begum. According to the complaint, the incident occurred on the evening of 4 June 2026 when she went to Shahida's residence. The accused couple exploited their familial proximity and persuaded her to visit their home in a village under the Ramgarh police station area. Once there, she was given an intoxicating substance, after which Ekram Ansari raped her while she was unconscious. During the assault, Shahida Begum recorded obscene videos of the victim. The victim stated that after she regained consciousness, the couple showed her the video and threatened to make it public. Using the footage as leverage, they pressured her to convert her religion and marry Ekram Ansari. According to the complaint, the couple claimed they wanted a child and sought to compel her into the arrangement through blackmail. Following the incident, the woman returned home and informed her family about what had happened. Her relatives then accompanied her to Ramgarh Police Station, where a case was registered based on her complaint. Acting on the FIR, police arrested Ekram Ansari, aged 35, and his wife Shahida Begum, aged 26. Some media reports stated that the victim was a neighbour of the accused couple and frequently visited Shahida Begum's house to assist with household work. The FIR was registered on 9 June 2026. Police subsequently initiated legal proceedings and took the accused into custody.

Why it is Hate Crime ?

This incident has been added to the tracker under the primary category- Crimes against women in relationships and other sexual crimes. Under this, the first subcategory selected is- Blackmailed to convert. When Hindu women are in a relationship with non-Hindu men, there are cases where the woman is blackmailed to convert her religion, owing to her religious identity of being a Hindu. Such relationships may be consensual with the religious identity of the non-Hindu man known to the victim, however, there could be cases where the relationship is not consensual and the non-Hindu man starts blackmailing a Hindu woman to convert her religion. In these cases, it is often seen that the Hindu woman is blackmailed with intimate photos and/or videos, threats of harm to her or her family, threats of violence etc. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. The other subcategory is- Forced conversion before marriage. In such cases, a non-Hindu man is in a relationship with a Hindu woman when the pressure to convert her religion begins to manifest. In such cases, typically, two patterns emerge. First, when the relationship is consensual, and the religious identity of the perpetrator is known to the Hindu woman in the relationship, however, at some point during the relationship, the non-Hindu man starts to force the victim to convert her religion and give up her Hindu religious identity. The second is when the woman gets into a marriage with the man pretending to share her faith. Later, when the truth is revealed, the man starts pressuring the woman to convert her religion and give up her religious identity. In both the situations, the methods used to force the victim to convert her religion often revolve around force-feeding beef, forcing her to wear hijab, forcing her to read the Kalma or even pressurizing the victim to do ‘Nikah’, which is marriage under Islamic law, with a prerequisite being conversion to Islam. Cases where a Hindu woman consensually converts to Islam in a relationship will be left out of the hate crime database, even though it could be argued in several cases that the conversion was a result of religious brainwashing. This case qualifies as a religiously motivated hate crime because the sexual violence was not an end in itself but was allegedly used as a tool to pressure a Hindu woman to abandon her faith and enter into a religiously motivated marriage. The religious dimension of the crime becomes apparent from the sequence of events described by the victim. According to the complaint, after she was raped and filmed, the accused used the obscene video as leverage to compel her to convert to Islam and marry the Muslim perpetrator. This transformed the crime from one of sexual exploitation into an act of religious coercion directed at a Hindu victim. The clearest religious marker in this case is the attempt to force the victim to abandon her Hindu identity and adopt another religion. The accused did not merely threaten the victim with the video's circulation. They used that threat to pressure her into conversion and marriage. This demonstrates that the victim's religious identity was not incidental to the offence. Rather, the coercive acts were deployed to secure a specific religious outcome, namely the conversion of a Hindu woman and her incorporation into a Muslim household. Another significant religious marker is the use of rape and blackmail as instruments of religious coercion. The assault was secretly recorded, and the footage was later used to intimidate the victim into compliance. When sexual violence, humiliation, and threats are employed to overcome resistance to religious conversion, they cease to be merely personal crimes and become mechanisms for exerting religious dominance. The victim was placed in a position where her dignity, reputation, and personal safety were weaponised against her in order to compel a change in faith. The pattern of conduct in this case reflects far more than personal manipulation. It demonstrates a deliberate effort to exploit the victim's Hindu identity, violate her autonomy, and use her trust as a means of gaining control over her. By targeting her through deception and subsequently using coercion to pressure her into abandoning her faith, the accused treated her religious beliefs not as something to be respected but as an obstacle to be overcome. Such conduct reveals a clear disregard for the victim's religious identity and an intent to subordinate it to their own objectives. In that sense, the crime was not merely an attack on an individual woman but also an attack on her right to freely practise and retain her faith. The targeted nature of the conduct, coupled with the pressure to renounce her religion, gives the incident a clear religious dimension and justifies its classification as a religiously motivated hate crime.
