Case Summary

A minor Hindu girl was abducted by a Muslim youth in the Dharamshala area of Himachal Pradesh. This occurred after he befriended her by concealing his Muslim identity and posing as a Hindu man named Shiva. Later, investigations identified the perpetrator as Abdul. According to reports, the accused worked at a local salon and lured the 16-year-old Hindu girl into a friendship before abducting her around a week earlier (15 May 2026). Hindu organisations stated that even after a week, the minor girl had remained untraced. The organisations further stated that the victim’s parents had faced pressure and had been unable to register a First Information Report in the case. Following the incident, officials from various Hindu organisations visited the Deputy Commissioner’s office and submitted a memorandum demanding immediate and strict action. They sought the safe return of the minor Hindu girl and demanded that the accused be booked under relevant sections, including kidnapping. The organisations also raised concerns over the lack of verification of outsiders residing in rented houses, markets, and shops in the area. They stated that despite existing administrative guidelines regarding tenant verification and registration of people arriving from outside states, such rules had not been properly implemented. Bajrang Dal state president Narendra stated that landlords should also be held responsible for verifying tenants and maintaining complete records in accordance with established procedures. Hindu organisations additionally urged the administration to intensify checks on outsiders living in the area and prevent rental accommodation from being provided without proper verification, warning that negligence could adversely affect law and order and the social environment.

Why it is Hate Crime ?

The primary category selected in this case is- Crimes against women in relationships and other sexual crimes. The subcategory selected is- Man pretends to be Hindu. The tertiary category selected is- Name Changed. When a non-Hindu man pretends to be a Hindu to deceive a Hindu woman into a relationship, the act is seen as triggered by malafide intentions. In some cases, the woman eventually accepts the man’s original religious identity and converts after the man’s identity is revealed. These cases could be argued as cases of religious brainwashing and a result of the pressure a woman feels after getting into a relationship with a man. The woman, it can be argued, also changed her religious identity because of the stigma she believes she might face if she chooses to walk out of a deceptive relationship. However, for the purpose of documenting hate crimes, the cases in this subcategory are limited to those where there is explicit violence aimed at religious conversion against the wishes of the victim (force-feeding beef, blackmailing with intimate videos, rape on refusal to convert, etc), or if the woman herself complains of the man’s religious deception. In such cases, it is established that the deception of the non-Hindu man had a specific aim of religious conversion or targeting of the victim due to her Hindu religious identity, therefore, making it a religiously motivated hate crime. In this case, a minor Hindu girl was deceived into a friendship by a Muslim man pretending to be Hindu. After this, she was abducted by the perpetrator. Firstly, the perpetrator's act of deception by posing as a Hindu itself demonstrates a clear bias and malicious intent towards the victim’s religion. By hiding his true identity, the Muslim man manipulated the Hindu girl’s trust and targeted her under false pretences, indicating a premeditated effort to exploit the victim based on her religious background. Additionally, the false Hindu identity legitimised the interaction in the eyes of the minor girl and the wider Hindu community. This constituted a direct violation of the victim’s right to informed awareness regarding the identity of the individual with whom she was interacting, as well as an infringement upon her religious beliefs. Thus, the perpetrator’s deliberate decision to hide his religious identity strongly underscores the religious motive behind this crime. In such instances, identity concealment is not just a deceptive tactic for personal reasons but a calculated strategy rooted in religious profiling and targeting. The accused was aware that the victim, being Hindu, would likely have refused his advances if she had known his real identity, and he circumvented this by lying, which directly points to a religiously driven intent. This deception reflects a larger pattern where Hindu girls are specifically singled out using false identities by Muslim men, often with manipulation, coercion, or exploitation in mind. Such targeted victimisation based on religion not only demonstrates a fundamental disregard for Hinduism but also exposes a deeper animosity towards Hindus and their beliefs. Considering that the victim in this case was a minor, the element of informed consent and any genuine change of conscience was absent ab initio. Minors, due to their young age and emotional vulnerability, are far more susceptible to manipulation, coercion, and deception by adults. They often lack the maturity and awareness required to identify religious deception or understand the implications of forming relationships and friendships under false pretences. In this case, the Muslim perpetrator exploited the age-related vulnerability of the minor Hindu girl by concealing his religious identity, posing as a Hindu man, and deceiving her into a false friendship before abducting her. The deliberate targeting of a vulnerable Hindu minor through religious identity fraud demonstrated calculated exploitation rooted in hostility towards the victim’s faith identity, thereby making this a clear case of a religiously motivated hate crime. Further, the abduction of a minor Hindu girl away from the safety of her home, family, and wider community by a Muslim perpetrator posing as a Hindu clearly demonstrated that the act was rooted in animosity towards the victim’s Hindu identity. By separating the Hindu victim from the protection and support structure of her family and community through deception and coercion, the perpetrator specifically targeted her on the basis of her religious background. Such actions reflected deep-seated hostility towards Hinduism and the Hindu community, as the accused used concealment of identity and manipulation to isolate and exploit the minor victim. The nature of the deception and the targeting involved in this case, therefore, underscored the religiously motivated character of the crime. Given that this case meets the parameters of a hate-driven offence, it is being added to the hate crime database of the Hinduphobia Tracker.
