Hindus violently attacked, vehicles damaged with stones over minor parking issue by Muslim men in Ratnagiri, Maharashtra
Case Summary
In Dapoli town of Ratnagiri district, Maharashtra, three Hindus were brutally attacked by a group of Muslim youths following a minor dispute over vehicle parking in the Muslim-majority Machhi Bazaar area. The accused threatened the Hindu victims, saying, “This area is under our fear; no one will come here to save you,” before launching a violent assault and pelting stones at their car. The Hindu victim, Deepak Dattaram Shedge, originally from Tangar village and presently residing in Virar, had come to his native village to attend a wedding ceremony. He was accompanied by his cousins, Pravin Pratap Jede and Swapnil Maruti Shedge. Deepak Shedge had gone to the market in his car to purchase household items. While passing through the Kamgar Galli area near Kelskar Naka, a tempo was parked in the wrong direction, causing a traffic obstruction. When Shedge asked the tempo driver to park the vehicle properly, an argument and scuffle broke out between them. Some time later, when the victims had parked their car near Samant Building on Machhi Bazaar Road and were preparing to return home, a group of 5 to 6 Muslim youths arrived there on motorcycles. The accused threatened the victims, saying that the locality was under their control and no one would come to protect them. Soon after, they began pelting stones at the car, smashing its windows and causing heavy damage. Thereafter, Afridi Ahmed Jogilkar, Azar Jogilkar and Altaf Alauddin Alam dragged Deepak Shedge out of the vehicle and assaulted him mercilessly with kicks and punches. During the assault, Afridi struck Shedge on the head with a glass bottle, leaving him severely injured and covered in blood. He sustained serious head injuries and required 12 stitches. The accused also threatened to kill him. The victim stated in the video that, “The accused grabbed me from behind and beat me severely inside the car; they beat my brother and my nephew too. Then he forcefully pulled me out. My thumb got injured because it was pulled. After pulling me out onto the road, I was hit very hard from behind twice." “After all this happened, we rushed to the police station. I was badly hurt and bleeding; my clothes were ruined. While I was running towards the police station, my brother brought the officers from the police station,” stated the victim. The victim received 12 stitches in the government hospital. Following the incident, the injured victim, Deepak Shedge, lodged a complaint at Dapoli Police Station. The police registered a case against Afridi Ahmed Jogilkar, Azar Ahmed Jogilkar, Altaf Alauddin Alam and 2 to 3 other accused under multiple serious sections of law. The police subsequently arrested the main accused, Afridi, Azar and Altaf, all residents of Khonda, Dapoli, while efforts continued to trace the absconding accused.
Why it is Hate Crime ?
The Hinduphobia Tracker follows strict documentation standards, where cases are classified as hate crimes only when there is clear and demonstrable evidence of identity-based targeting. Where ambiguity exists, cases are deliberately placed in the “Undecided” database to avoid over-attribution and to maintain credibility and analytical integrity. This incident has been placed under the "Undecided" database. While the trigger of the clash was a dispute over parking, there are multiple possible interpretations of how such a minor issue escalated into communal violence. One possibility is that the parking dispute merely acted as a pretext through which underlying hostility towards Hindus surfaced, leading to a targeted attack by members of the Muslim community. In such a framework, the issue of parking may not have been the real cause but only the immediate spark for deeper communal tensions. Another possibility is that the violence arose from local anger, personal rivalry, or a spontaneous neighbourhood dispute that later took on a communal colour without being originally driven by religious identity. At this stage, there is no explicit evidence, such as communal slurs, religious slogans, statements of intent, or prior indicators, that firmly establish a religious motive behind the attack. In the absence of such clear markers, it would be premature to categorise the incident as a religiously motivated hate crime. At the same time, the pattern merits close scrutiny. Similar incidents have occurred previously, in which petty disputes, particularly over parking, later escalated into communal confrontations. A notable example was the 2019 Hauz Qazi incident in Delhi, which similarly began with a parking-related issue but later turned communal and resulted in violence and temple vandalisation. The Muslim mob had not only broken the idols of the Durga Mandir but also urinated in the Durga Mandir. This precedent shows that seemingly trivial disputes have, in the past, served as triggers for deeper religious tensions. If further evidence emerges that establishes a clear religious motive, the classification of this case will be reviewed and updated accordingly.
