Case Summary

A 16-year-old Hindu girl studying in Class 11 in Majalgaon, Beed district, Maharashtra was lured away from her home under a false pretext, raped by a Muslim college student named Abdul, filmed without her knowledge, and then blackmailed with the footage to pressure her into converting to Islam. Digital evidence recovered from the accused's phone confirmed both the obscene material and the explicit conversion pressure in his own words. Sources indicated that five to six other Hindu minor girls may have fallen victim to the same accused. On 20 April, the Hindu girl travelled to a location near Bakers Lodge Cafe in Majalgaon after receiving a message from a friend asking her to meet there. Abdul was waiting in her friend's place. He used false expressions of romantic affection to gain her trust before raping her. The victim initially filed a molestation complaint. In her subsequent court statement, she disclosed the full extent of what had been done to her. Police seized Abdul's mobile phone and examined it with the assistance of the cyber cell. The examination recovered obscene videos of the victim. It also recovered WhatsApp chat records in which Abdul's demands that she convert to Islam were explicitly documented in his own words. The digital evidence left no ambiguity about the nature of the pressure being applied to the Hindu girl. The charges against Abdul were expanded following the victim's court statement. Rape charges and atrocity act provisions were added to the initial molestation charge. Assistant Police Inspector Pralhad Munde of Majalgaon police station confirmed that all video and chat evidence was with the investigating officer and that a thorough investigation was underway. Sources indicated that five to six other Hindu minor girls may have been trapped by Abdul, suggesting the case could expand significantly as the investigation progressed.

Why it is Hate Crime ?

The primary category for this case is "Crimes against women in relationships and other sexual crimes". The sub-category for this case is "Brainwashed and/or groomed". The tertiary categories here are "Rape and sexual assault/harassment", "Conversion of minor" and "Pattern of targeting Hindu minors". In our database, we have not added incidents where women have converted to another religion of their free will and no allegations of forced/involuntary conversion have been made. However, there are certain cases of conversion where the consent itself is a result of the brainwashing or grooming of a minor by the non-Hindu perpetrator trying to victimise a woman for her Hindu religious identity. The phenomenon of grooming points to non-Hindu perpetrators identifying their Hindu victims’ vulnerabilities and exploiting them over months and sometimes years, to extract the supposed ‘consent’ in order to convert their religion. In most cases of grooming, the victims are minors or the grooming started when the victim was a minor. In other cases of grooming, the non-Hindu perpetrator brainwashes and grooms a minor victim to extract their trust and then proceeds to rape them repeatedly with the intent of converting them to their faith. It is pertinent to understand here that when the victim is a minor, the ‘consent’ to convert or enter into a romantic relationship with an adult itself is redundant – addressed by POCSO. While every case of conversion of a minor and incidents of establishing a physical relationship with a minor by an adult is a crime, for the purpose of this database, a case would be considered a hate crime only if there is a distinct religious angle to the grooming. For example, in the UK, if a Hindu minor is targeted by Pakistani grooming gangs, it would be considered a hate crime because the victims are specifically targeted owing to their non-Muslim religious identity with the perpetrators being Muslim. In other cases, if a Hindu minor is brainwashed into entering a physical relationship with the non-Hindu adult perpetrator and the family alleges grooming/brainwashing of the minor to convert her religion, it would form a part of this database. If the victim is a Hindu adult, the case would form a part of this database only if the victim herself says that she was brainwashed/groomed to convert her religion. However, if the victim is deceased (murdered or otherwise), the case would form a part of this database if her family/friends provided testimony that the victim was brainwashed/groomed to convert her religion. Since these crimes have a distinct religious angle where the victim is being targeted owing to her Hindu religious identity, these cases are considered a hate crime. Another sub-category for this case is "Blackmail to convert". When Hindu women are in a relationship with non-Hindu men, there are cases where the woman is blackmailed to convert her religion, owing to her religious identity of being a Hindu. Such relationships may be consensual with the religious identity of the non-Hindu man known to the victim, however, there could be cases where the relationship is not consensual and the non-Hindu man starts blackmailing a Hindu woman to convert her religion. In these cases, it is often seen that the Hindu woman is blackmailed with intimate photos and/or videos, threats of harm to her or her family, threats of violence etc. Such cases are driven by specific religious motivations and against the religious identity of the victim and are therefore qualified as hate crimes. The other category selected is- Predatory proselytisation. Within this, the first subcategory selected is- Harassment, threats, coercion for conversion. Harassment covers a wide range of behaviours of an offensive nature. It is commonly understood as behaviour that demeans, humiliates, and intimidates a person, including threats and coercion. Harassment and threats, in this case, find their root on discriminatory grounds which has the effect of nullifying a person’s rights or infringing upon his freedom to exercise his right specifically owing to the victim’s religious identity. Verbal and physical threats and psychological or physical harassment are often used against Hindu victims because they choose to practice their professed religion. Religious harassment also includes forced and involuntary conversions by harassment, threats or coercion. Coercion includes intimidatory tactics like force-feeding a Hindu victim beef to convert to another religion, forceful circumcision etc. In several cases documented, non-Hindu perpetrators or those who harbour specific animosity towards Hinduism, harass victims simply based on their religious identity. Such cases often also include harassment to ensure the Hindu victim abandons his/her professed religion and adopts the religion of the perpetrator. Such cases where Hindu victims are harassed to convert to the perpetrator’s religion are rooted in animosity towards the victim’s religious identity and are therefore documented as religiously motivated hate crimes. The other subcategory is- Proselytisation by grooming, brainwashing, manipulation or subtle indoctrination. Within this, the tertiary categories are- "Rape and sexual assault/harassment", "Conversion of minor" and "Pattern of targeting Hindu minors". Religious brainwashing essentially means the often subtle and forcible indoctrination to induce someone to give up their religious beliefs to accept contrasting regimented ideas. Religious grooming or brainwashing also involves propaganda and manipulation. It involves the systematic effort, driven by religious malice and indoctrination, to persuade “non-believers’ to accept allegiance, command, or doctrine to and of a contrasting faith. Cases of such grooming or brainwashing are far more nuanced than direct threats, coercion, inducement and violence. In such cases, it is often seen that there is repeated, subtle and continual manipulation of the victim to induce disaffection towards their own faith and acceptance of the contrasting faith of the perpetrator. While subtle indoctrination is widely acknowledged as predatory, an element which is often understated in such conversions or the attempts of such conversion is the role of loyalty and trust which might develop between the perpetrator and the victim. Fiduciary relationships are often abused to affect such religious conversion. For example, an educator transmitting religious doctrine of a competing faith to a Hindu student. The Hindu student is likely to accept what the teacher is transmitting owing to existence of the fiduciary relationship. The exploitation of the fiduciary relationship to religiously indoctrinate victims would also be included in this category. Since the underlying animosity towards the victim’s faith forms the basis of predatory proselytization, such cases are considered religiously motivated hate crimes. In this case, a Muslim college student named Abdul in Majalgaon, Beed district, Maharashtra deliberately identified a 16-year-old Hindu minor girl, drew her into a manufactured romantic situation through deception, raped her, and recorded the act without her consent. The footage was then used as a blackmail instrument to pressure her into converting to Islam. The digital evidence recovered from his own device, obscene videos and WhatsApp chat records explicitly documenting the conversion demand, confirms that the rape and the blackmail were not separate criminal acts but sequential steps in a single structured operation directed at a Hindu minor girl. What makes this case particularly significant is the sequence of the crime. Abdul did not approach the Hindu girl with an open conversion demand. He constructed an elaborate deception, arranged for her to arrive at a location expecting to meet a friend, used false romantic affection to gain her physical compliance, committed the rape, and only then deployed the recorded footage as the instrument of religious coercion. This sequence reveals a calculated understanding that a direct conversion demand would have been refused, and that the most effective path to compelling a Hindu minor girl's religious transformation was to first create a condition of total vulnerability through sexual violence and then exploit that vulnerability through blackmail. The rape was not incidental to the conversion demand. It was the mechanism through which the conversion leverage was manufactured. The choice of a Hindu minor girl as the target is not incidental either. A 16-year-old girl in Class 11 occupies a position of particular vulnerability, dependent on her family, without the social power or institutional access that an adult woman might have, and acutely susceptible to the threat of reputational destruction through the circulation of intimate material. The conversion demand was designed to exploit precisely this vulnerability. A Hindu minor girl facing the threat of an obscene video being made public has far fewer options for resistance or recourse than an adult, and the perpetrator's choice to target a minor reflects a deliberate calculation of where the conversion pressure would be most effective. The WhatsApp chat records recovered from Abdul's device are the most forensically significant element of this case. They confirm that the conversion demand was not a spontaneous escalation but a documented and sustained pressure campaign, communicated explicitly in writing by the accused himself. A perpetrator who puts a conversion demand in writing is a perpetrator who is confident in his leverage and who understands that the victim's fear of exposure will prevent her from using that evidence against him. The digital trail left by Abdul on his own device confirms that the conversion pressure was deliberate, sustained, and explicitly religious in its objective. The indication that five to six other Hindu minor girls may have been trapped in Abdul's network transforms this from a single case of targeted exploitation into evidence of a structured pattern of predatory targeting of Hindu minors through the same method of manufactured romance, sexual violence, and conversion blackmail. A pattern of this nature does not emerge from personal impulse. It reflects a repeatable operational approach in which a Hindu minor girl's religious identity, her social vulnerability, and her susceptibility to reputational harm are all identified and systematically exploited as the instruments of religious coercion. It is further important to note here that the victim was a minor, which means the element of consent and genuine change of conscience was missing ab initio. Minors, due to their young age and lack of maturity, are particularly vulnerable to manipulation and coercion. They may not have the ability to fully understand the implications of converting to another religion, and the Muslim perpetrator purposely targeted and exploited this vulnerability of the victim. Since this case exemplifies the use of coercion and manipulation to achieve religious conversion, it is a blatant act of religious hate, which is why it has been documented here in the hate tracker. Given that this case met the parameters of a religiously motivated hate crime, the Hindu minor girl at its centre was not a random victim of opportunistic sexual violence. She was a Hindu girl whose age, social position, and faith made her the most accessible and most exploitable target for a conversion operation that required first the manufacture of sexual leverage and then the deployment of that leverage as a religious weapon. Every step of what Abdul did, the false pretext, the manufactured romance, the rape, the recording, the blackmail, and the explicit conversion demand, was chosen because it would be most effective against a Hindu minor girl in her specific condition of vulnerability. This reflects an underlying hostility toward Hindu religious identity since Abrahamic faiths believe that any non-adherent to the faith is subject to being dehumanised till they convert. Since such predatory actions stem from doctrinal animosity towards the Hindu faith and its adherents, this case is being documented as a religiously motivated hate crime.
