Case Summary

In the Farsh Bazaar area, a Muslim-dominated area of Shahdara district, Delhi, two Hindu boys suffered a brutal attack by Muslim youths for opposing the sexual harassment of two minor Hindu girls. According to media reports, this incident occurred on 27 December 2025. Two minor Hindu sisters (one aged 16 and the other 14) walked home near Bihari Colony. A 17-year-old Muslim boy, Zubair (name changed), approached them and made lewd remarks. When the girls protested, he became aggressive and pushed and shoved them. The girls' two cousin brothers (both minors) heard the commotion and intervened. After this, the Muslim accused called his other Muslim friends. Within moments, half a dozen Muslim boys gathered at the scene. They attacked the two Hindu boys with sticks and stones. The violence was so severe that both Hindu brothers sustained serious injuries. The attackers also damaged a scooter and a bike parked in the street. When one Hindu brother ran into a neighbour's house to save his life, the Muslim perpetrators pelted stones at that house too. Regarding this incident, the locals said the attackers threatened to kill the Hindu victims and fled brandishing sticks. Despite such large-scale violence, bystanders remained fearful and silent. No one came forward to rescue the Hindu youths. An atmosphere of fear pervaded the area. Local Hindus also stated that as evening approaches, some Muslim boys roam the streets of Muslim-majority areas like Farsh Bazaar and Bihari Colony and make lewd remarks at Hindu girls. They also molest and beat girls if they resist. Upon receiving information about the incident, Farsh Bazaar police arrived at the scene. One of the victims filed a complaint. Police reviewed closed-circuit television footage (CCTV) and arrested three Muslim minors. Among them was the main accused, Zubair (name changed). Previous complaints existed against him. However, local residents said that the CCTV footage showed more than six boys armed with sticks. At the time of writing this report, the police attempted to resolve the matter by arresting only three Muslim minors. The accused Muslim youths faced charges under several sections of the Indian Penal Code, including molestation, sexual assault, assault, damage to property, and criminal intimidation. The injured Hindu youths received admission to Hedgewar Hospital, where their condition remained stable. Deputy Commissioner of Police Prashant Gautam said that all the accused were Muslim minors and strict action was underway. However, local residents of the area expressed dissatisfaction. They stated that such cases become trivialised by labelling them as minors, which emboldens such criminals.

Why it is Hate Crime ?

The primary category selected in this case is: Attack not resulting in death. The subcategory selected is: Attacked for opposing radicals or trying to save victims. In several cases, Hindus are attacked for opposing religiously motivated crimes being committed against a fellow Hindu or simply for voicing an opinion opposing radical elements, who either have in the past or continue to persecute Hindus. In such cases, the initial attack against the victim, against which the Hindu was trying to defend the victim, would also need to be classified as a religiously motivated hate crime. Since the initial crime itself was religiously motivated and the subsequent crime of attempting to save the victim or speaking against the radical elements ends up inviting a violent attack, it would also be classified as a religiously motivated hate crime under this category. The other subcategory selected is- Attacked for crossing 'Muslim area'. One of the reasons that Hindus get attacked unprovoked specifically by Islamists is for crossing ‘Muslim areas’. Essentially, Muslim mobs often attack Hindus crossing or present in certain areas which have a majority Muslim population. It has often been cited as one of the reasons to blame Hindus for attacks against themselves, signalling that Hindus displaying religious symbols, taking our religious processions or crossing any area which is dominated by Muslim residents is a provocation in and of itself. These areas are mostly ghettoized areas where mobs mobilize quickly to attack Hindus for a variety of reasons like playing music during a religious procession, crossing a mosque, wearing a tilak or any other religious symbol in a Muslim-dominated area, praying at a local temple in that area etc. There have been cases where the few local Hindus of that area have been attacked on their way to the Temple for prayers as well, simply because the area is considered a Muslim-dominated area. Several times, it is entirely possible that the immediate trigger for the violence against Hindus was non-religious in nature, however, the violence became religiously motivated in nature because the area was Muslim dominated and the residents on the whole harboured animosity towards Hindus, evidenced from the actions of the mob, the slogans, and the nature of the attack. Such crimes are motivated by the religious identity of the victims and are therefore classified as hate crimes under this category. This case exemplifies a religiously motivated crime against Hindus, targeting two minor Hindu sisters and their cousin brothers for sexual harassment and brutal physical assault by Muslim perpetrators. The Hindu boys endured severe violence precisely because they opposed the sexual harassment of their minor sisters by Muslim youths. This retaliation against Hindus for defending themselves and their sisters from Muslim aggression constitutes a blatant instance of religiously driven physical assault. Hindus suffer such attacks solely for resisting Muslim perpetrators and protecting Hindu victims, revealing a clear pattern where Hindus face violence for challenging these acts or safeguarding their community. The Muslim accused escalated their religiously motivated assault by issuing death threats to the Hindu victims and pelting stones at the neighbour's home, where one Hindu brother fled to save his life. This savage pursuit demonstrates a concerted campaign to inflict maximum harm on the Hindu victims and instil terror. Such targeted intimidation, chasing victims into hiding and attacking their refuge exposes the attackers' deep-seated hatred for Hindus. These acts of communal violence confirm this as a blatant, religiously motivated hate crime against the Hindu community. Another point to note is that all this unfolded in the Muslim-dominated areas of Farsh Bazaar and Bihari Colony. Muslims routinely regard zones near mosques, dargahs, or with majority community presence as exclusive Muslim territories, alias "Muslim areas". The attackers exhibited a brazen Islamic supremacist mindset, enforcing these spaces as no-go zones for non-Muslims, particularly Hindus. This entitlement and sense of superiority arise from entrenched religious prejudice, designed to dominate public spaces. The assault on Hindu victims stemmed directly from this supremacist ideology, with local Muslims deeming Hindus inferior and dictating who moves freely in "their area". This exclusionary intolerance and religious animosity mark it as a textbook religiously motivated crime. Local Hindu residents confirm that Muslim men and boys deliberately target Hindu girls for lewd remarks and molestation on a daily basis. This selective choice of victims based on religious identity exposes raw religious animosity. Sexually harassing women and minors from one specific community underscores the faith-driven motivations powering the crime. In these Muslim areas, perpetrators operate with total impunity, convinced they can violate Hindu girls at will; any Hindu opposition results in severe violence. This communal hatred, launching attacks on Hindus shielding their girls from sexual harassment by Muslim men, demonstrates utter contempt for Hinduism and Hindus, confirming it as a religiously motivated hate crime. Since this case meets all parameters of a religiously motivated offence, it is being added to the hate crime database of the Hinduphobia Tracker. Disclaimer: In this case, media reports state that the accused Zubair, along with his half a dozen Muslim friends, attacked the Hindu boys. Henceforth, since it specifies half a dozen and the Muslim boy Zubair, we are keeping an indicative perpetrator count of eight (8) perpetrators.
