Case Summary

In the Sahaspur area of Dehradun, Uttarakhand, derogatory remarks targeting the Hindu community and their faith were made by a Muslim youth. This provoked severe outrage among Hindu organisations. According to media reports, Hindu activists blocked the Dehradun-Paonta National Highway and staged a sit-in protest outside the Sahaspur police station. Police officials arrived at the scene and assured the protesters of appropriate action, which eventually calmed the agitated activists. On the evening of 24th September 2025, a video emerged showing a Muslim accused, a teenager, from the Sahaspur area, making objectionable comments against the Hindu community and Hinduism. As soon as the video surfaced, activists of the Vishva Hindu Parishad and Bajrang Dal were incensed. By the evening of 25th September 2025, around 250 protesters had gathered on the national highway in Sahaspur. The demonstrators raised slogans and sat on the road in protest, resulting in a traffic blockade. Police officers, including Station House Officer Shankar Singh Bisht and Sub-Inspector Vikas Rawat, attempted to pacify the protesters, but their anger did not subside. Protesters also staged a sit-in at the police station. Subsequently, the area in charge, Bhaskar Lal Sah, arrived, assuring appropriate action, which helped to calm the protesters. However, several sharp exchanges occurred between police and protesters during the demonstration. District coordinator of Bajrang Dal, Shekhar Bansal, stated that in the Pahuwadun region, members of the Muslim community have persistently targeted the Hindu religion. He affirmed that individuals with extremist Muslim mindsets were systematically working to incite Hindu sentiments. He warned that if stringent action was not taken, widespread roadblocks would be enforced across the region. Hindu organisations further stated that a similar incident had occurred during the last Navratri festival. Later, in the Selakui area, efforts were made to hurt the religious sentiments of the Hindu community. They indicated these incidents appeared to be part of a premeditated conspiracy. Circle Officer (CO) of Vikasnagar, Bhaskar Lal Sah, assured the protesters that the case would be investigated impartially and strict action would be taken against the guilty. He appealed to the public not to pay attention to rumours and to cooperate in maintaining law and order. As per the police, the accused is originally a resident of Haryana and was living in Sahaspur on rent with his family. Details of the teenager and his family were being gathered. At the time of writing this report, the police investigation of the case is ongoing.

Why it is Hate Crime ?

This case has been added to the tracker under the primary category- Hate Speech against Hindus. The subcategory selected is- Anti-Hindu slurs, mocking faith. Anti-Hindu slurs and the deliberate mocking of the Hindu faith owing to religious animosity involve the usage of derogatory terms, stereotypes, or offensive references to religious practices, symbols, or figures. One of the common anti-Hindu slurs used against Hindus is “cow-worshipper” and “cow piss drinker”. The intention of using this term is to demean and mock Hindus as a group and their religious beliefs since Hindus consider the cow holy. Additionally, some symbols and the slurs attached to them have a historical context that exacerbates the insult, hate, stereotyping, dehumanisation and oppression against Hindus. Cow worship has been used for centuries to denigrate Hindus, insult their faith and oppress Hindus specifically as a religious group. There has been overwhelming documentation about how cow slaughter has been used to persecute Hindus with cow meat being thrown in temples and places of worship. There has also been overwhelming documentation where cow meat (beef) has been force-fed to Hindus to either forcefully convert them to Islam or denigrate their faith. Apart from cow worship, the Swastika – which holds deep religious significance for the Hindus – has also been misinterpreted and distorted to use as a slur against Hindus. Similarly, the worship of the Shivling has been used by supremacist ideologies and religions to denigrate Hindus owing to religious animosity. Such slurs and denigration stem out of inherent animosity and hate towards Hindus and their faith, therefore, it is categorised as hate speech targeted at Hindus specifically owing to their religious identity. This case stands as a clear instance of anti-Hindu hate speech perpetrated by a Muslim individual. The derogatory remarks made by the accused against the Hindu community are not mere expressions of opinion but rather a manifestation of deeply entrenched animosity. Such remarks reflect a profound intolerance and hostility toward the Hindu community, aimed at demeaning and undermining their identity and existence. When an individual targets a community with offensive language and slurs, it signifies more than personal grievance—it exposes a systemic and deep-seated prejudice intended to sow discord and create hatred for the Hindu community. Such acts are rooted in deep-seated animosity towards Hindus and their faith, amounting to an instance of anti-Hindu hate speech. Furthermore, the hate speech transcended the community and attacked Hinduism at its core, striking directly at the religious sentiments of millions. Hindu activists have confirmed that the accused’s statements were not only offensive but deliberately designed to wound and demean the Hindu faith. This assault on the sacred beliefs and practices of Hindus constitutes a direct attack on their dignity and cultural heritage. By targeting the religion itself, the perpetrator aimed to inflame religious tensions and provoke widespread outrage. Such blatant denigration of the Hindu faith reveals the deep-rooted hatred the accused harboured towards Hinduism and its followers. Notably, Hindu activists have pointed to a disturbing pattern, highlighting that similar derogatory statements and provocations have occurred in the past, including during the Navratri festival last year. This shows that the incident is far from isolated—it is part of an ongoing campaign to target Hindu devotion and disrupt religious harmony. The timing during Navratri, one of the most sacred and widely celebrated Hindu festivals, reveals a deliberate intent to hurt Hindu devotees at their most vulnerable and spiritually significant moments. Such calculated attempts to mar religious festivals are a direct attack on peaceful worship and communal harmony, underscoring the pervasive and persistent nature of anti-Hindu hostility. Given that this case meets the parameters of a religiously motivated hate speech, it is being added to the hate crime database of the Hinduphobia Tracker.
