Case Summary

In Uttarakhand, a case of forced conversion emerged involving one Hakeem Mufti Adil. On May 25, Ranipur Police in Haridwar registered an FIR against Adil under Sections 3 and 5 of the Uttarakhand Freedom of Religion Act, 2018, following a complaint from Kundan. Kundan said that Adil lured his illiterate and impoverished parents, Sangeeta and Charan Singh, into converting to Islam by offering money and land. Due to illness, his parents frequently visited the Hakim in Vikasnagar, Dehradun district, for treatment. However, Adil attempted to convert them to Islam by luring them with money. The FIR noted that Adil had a history of converting poor, illiterate individuals using such tactics. Despite police efforts to locate and apprehend Adil, he remains at large. Initial reports suggested that he was briefly detained but managed to escape. The police are actively investigating and searching for him.

Also, taking advantage of and exploiting an individual’s economic vulnerabilities is widely acknowledged as exploitation, forms of which are often penalised by law. Such cases therefore are considered religiously motivated hate crimes since the victim’s religious identity forms the very heart of the crime itself. The accused in this instance attempted to entice the Hindu victims to renounce their faith and adopt Islam by offering them financial assistance. Luring men or women from lower social classes with material temptations is a classic tactic used by such perpetrators to force their victims to abandon their stated religion and accept a foreign one. This case has been classified as a religiously motivated hate crime because the act of taking advantage of vulnerabilities with the intention of explicitly converting someone is motivated only by hatred against the victim's religion.
