Headmaster Jamal Kamil of Meerut's govt school molests minor Dalit girl under pretext of inspecting her nails

Case Summary
In the Mawana police station area of Meerut, a woman hailing from the Scheduled Caste community lodged a complaint with the Police stating that her daughter studies in Class 4 in a government school. The headmaster of this school, a 50-year-old man named Jamal Kamil, molested the 11-year-old minor on August 23, 2024, under the pretext of inspecting and trimming her nails. He had called her to his office to cut her nails, and soon, started lifting her dress and doing obscene acts. The victim managed to free herself and fled the office of the accused principal, crying. Her family learned of the incident, and, along with villagers, rushed to the school. Local women began to thrash the accused principal, and a video of this has circulated on social media. Upon receiving the report, the police arrived and took the principal, Jamal Kamil, into custody. Parents of other students also accused the principal of asking their children to massage him. Mawana Deputy SP Saurabh Singh stated that the victim's statement was recorded, and a case was registered under relevant sections of the Bharatiya Nyay Sanhita, SC/ST, and POCSO Act.
Why it is Hate Crime ?
In several such cases, it is seen that Hindu children are specifically targeted by Muslim perpetrators owing to animosity towards their religious identity. In this case, however, there is no statement by the parents of the minor or investigating agencies indicating that there was a religious motive behind the crime. Further, while there is a pattern of the perpetrator where he targeted his students, there is no indication that the pattern was religiously motivated and he targeted only Hindu kids. For this reason, this case is being categorised as undecided. If more information emerges, it will be added to the hate crime database.
